【摘要】：政府財(cái)政統(tǒng)一是國(guó)家政權(quán)統(tǒng)一完整的根基。南京國(guó)民政府成立后同樣需要統(tǒng)一財(cái)政。該文梳理了南京國(guó)民政府統(tǒng)一財(cái)政的歷史脈絡(luò),從整理廣東財(cái)政、統(tǒng)一廣西省財(cái)政、到統(tǒng)一兩湖財(cái)政和四川省財(cái)政、最后到統(tǒng)一華北地區(qū)財(cái)政。在梳理了南京國(guó)民政府統(tǒng)一財(cái)政歷史脈絡(luò)基礎(chǔ)上,在中央與地方關(guān)系政治互動(dòng)的背景下,對(duì)各區(qū)域統(tǒng)一財(cái)政的進(jìn)程進(jìn)行分析,并得出相關(guān)歷史經(jīng)驗(yàn)和教訓(xùn)。
[Abstract]:The unity of government finance is the foundation of the unity and integrity of the state power. After the establishment of the Nanjing National Government, it is also necessary to unify the finance. This article combs the historical context of the unified finance of the Nanjing National Government, and from the perspective of sorting out the finance of Guangdong and unifying the finance of Guangxi Province, To unify the finance of the two lakes and of Sichuan Province, and finally to unify the finance of the North China region. On the basis of combing the historical context of the unified financial history of the Nanjing National Government, and under the background of the political interaction between the central and local governments, Analyze the process of regional financial unification, and draw relevant historical experiences and lessons.
