【摘要】：財政支農(nóng)資金整合即是對政府下發(fā)的農(nóng)業(yè)資金的使用過程進行全面管理,從根本上提高資金使用效率、保證支農(nóng)資金發(fā)揮最大效用。所有政府財政部門發(fā)放的,以扶持農(nóng)村農(nóng)業(yè)發(fā)展為目的的資金全部屬于財政支農(nóng)資金整合部分管理范疇。財政支農(nóng)資金整合的最終目的即是希望使用最少的資金來實現(xiàn)最大價值。從廣泛角度分析,開展財政支農(nóng)資金整合是為了對支農(nóng)資金的使用過程進行全面監(jiān)督、管理,為促進農(nóng)村經(jīng)濟快速發(fā)展創(chuàng)造良好條件。筆者首先對西方發(fā)達國家的相關(guān)財政支農(nóng)政策進行全面分析,結(jié)合我國財政支農(nóng)的實際發(fā)展?fàn)顩r,對財政支農(nóng)資金整合概念做了明確注釋,其也是全文論述的重要基礎(chǔ)。其次,開始對湖南省常德市財政支農(nóng)情況做現(xiàn)狀分析,具體來說,在對湖南省常德市支農(nóng)資金基本狀況進行分析的基礎(chǔ)上,對其所取得的成效進行了闡述。然后,對湖南省常德市各區(qū)縣財政支農(nóng)資金整合進行了實證分析,采取定性與定量相結(jié)合的方法,完成了C-D函數(shù)模型的構(gòu)建,并在湖南常德市財政支農(nóng)資金的使用過程中,充分發(fā)揮效能作用；地域分配信息模型的建立,完成了對不同區(qū)域財政支農(nóng)資金使用誤差內(nèi)容的分析；完成支農(nóng)資金有效分配模型的建立,分析了不同支農(nóng)項目在資金使用過程中所存在的主要差異。最后,在理論研究基礎(chǔ)上,筆者列舉了大量案例,對湖南常德市傳統(tǒng)支農(nóng)資金使用過程中所存在的主要問題進行全面分析,并結(jié)合實際發(fā)展?fàn)顩r,有針對性的提出整改建議：首先,建立完善的財政支農(nóng)資金整合項目的定期發(fā)展目標(biāo)；第二,選取合適的財政支農(nóng)資金使用方式；第三,建立完善的績效考核評估體系,保證達到財政支農(nóng)資金的最佳使用效用；第四,對財政支農(nóng)資金的使用過程展開全面監(jiān)控與管理。
[Abstract]:The integration of financial support funds for agriculture is the comprehensive management of the use process of agricultural funds issued by the government, fundamentally improving the efficiency of the use of funds, and ensuring the maximum effectiveness of the funds. All the funds for the purpose of supporting the development of rural agriculture are part of the management category of the integration of financial support funds for agriculture. The ultimate purpose of the integration of financial support funds is to use the least amount of funds to realize the maximum value. The purpose of the integration of financial and agricultural support funds is to conduct comprehensive supervision and management of the use of agricultural support funds. In order to promote the rapid development of rural economy, the author makes a comprehensive analysis of the relevant policies of supporting agriculture in western developed countries, and combines the actual development of financial support for agriculture in China. This paper makes a clear comment on the concept of the integration of financial support funds for agriculture, which is also an important basis of the full text. Secondly, it begins to analyze the current situation of financial support for agriculture in Changde City, Hunan Province. Based on the analysis of the basic situation of the fund for supporting agriculture in Changde City, Hunan Province, the paper expounds its achievements. Then, the paper makes an empirical analysis on the integration of the financial support funds for agriculture in the districts and counties of Changde City, Hunan Province. By combining qualitative and quantitative methods, the C-D function model is constructed, and the function of efficiency, the establishment of regional distribution information model, and the establishment of regional distribution information model are given full play in the process of using financial support funds for agriculture in Changde City, Hunan Province. This paper has completed the analysis of the error content of the financial support fund for agriculture in different regions, completed the establishment of the effective allocation model of the fund for supporting agriculture, and analyzed the main differences existing in the process of fund use of different agricultural support projects. Finally, On the basis of theoretical research, the author enumerates a large number of cases, comprehensively analyzes the main problems existing in the process of using traditional agricultural support funds in Changde City, Hunan Province, and combines with the actual development situation, puts forward suggestions for rectification and reform: first, Establish a sound financial support for agriculture funds integration project regular development goals; second, select the appropriate financial support for agriculture funds use; third, establish a sound performance evaluation system to ensure the best use of financial funds for agriculture; In 4th, the use of financial funds for agriculture to carry out comprehensive monitoring and management.
