【摘要】：養(yǎng)殖業(yè)對于適應(yīng)市場對農(nóng)產(chǎn)品需求的變化,增加農(nóng)民收入,繁榮農(nóng)村經(jīng)濟(jì)起到重要的作用。而財(cái)政對養(yǎng)殖業(yè)的支持能夠發(fā)揮財(cái)政對于養(yǎng)殖業(yè)發(fā)展的導(dǎo)向作用,推動(dòng)養(yǎng)殖業(yè)的可持續(xù)發(fā)展。本文首先對國內(nèi)外財(cái)政支持養(yǎng)殖業(yè)發(fā)展的研究動(dòng)態(tài)進(jìn)行綜述,之后結(jié)合農(nóng)業(yè)發(fā)展理論、財(cái)政支農(nóng)理論、區(qū)域經(jīng)濟(jì)發(fā)展理論對永州市養(yǎng)殖業(yè)發(fā)展的特點(diǎn)及其問題,財(cái)政支持永州市養(yǎng)殖業(yè)發(fā)展規(guī)模和結(jié)構(gòu)進(jìn)行分析,結(jié)果發(fā)現(xiàn)存在支持力度不夠、支持延續(xù)性不夠以及支持責(zé)任不清的問題。由此,本文通過選取農(nóng)民進(jìn)行生豬養(yǎng)殖活動(dòng)對財(cái)政支持永州市養(yǎng)殖業(yè)發(fā)展的進(jìn)行實(shí)證分析,實(shí)證分析的結(jié)果表明,勞動(dòng)力、家庭年收入、養(yǎng)殖數(shù)量、銷售價(jià)格、動(dòng)物防疫和生產(chǎn)補(bǔ)貼等變量對永州市養(yǎng)殖戶進(jìn)行生豬養(yǎng)豬有顯著性影響,同時(shí),這也符合財(cái)政支持永州市養(yǎng)殖業(yè)發(fā)展的實(shí)際情況。之后,本文借鑒國外財(cái)政支持養(yǎng)殖業(yè)在立法規(guī)范、直接補(bǔ)貼、污染防治和政府服務(wù)四個(gè)方面的相關(guān)經(jīng)驗(yàn)。最后,本文提出完善法律體系,推進(jìn)央地事權(quán)劃分；加大投入力度,建立穩(wěn)定支持機(jī)制；優(yōu)化投入結(jié)構(gòu),明確財(cái)政投入重點(diǎn)；注重環(huán)境保護(hù),發(fā)展生態(tài)養(yǎng)殖產(chǎn)業(yè)；加強(qiáng)政府服務(wù),促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級的相關(guān)對策建議。
[Abstract]:Aquaculture plays an important role in adapting to the change of market demand for agricultural products, increasing farmers' income and prospering the rural economy, while the financial support for aquaculture can play a guiding role in the development of aquaculture. This paper first summarizes the research trends of domestic and foreign financial support for the development of aquaculture, and then combines the theory of agricultural development, financial support for agriculture theory. The theory of regional economic development analyzes the characteristics and problems of the development of aquaculture industry in Yongzhou City, and the financial support for the scale and structure of the development of aquaculture industry in Yongzhou City. The results show that there is insufficient support. Therefore, this paper selects farmers to carry on the live pig breeding activity to carry on the demonstration analysis to the financial support Yongzhou city breeding industry development, the empirical analysis result shows. The variables such as labor, annual household income, breeding quantity, sales price, animal epidemic prevention and production subsidy have significant effects on pig raising by farmers in Yongzhou city. This is also in line with the actual situation of financial support for the development of the aquaculture industry in Yongzhou. After that, this article draws lessons from foreign financial support aquaculture industry in the legislative norms, direct subsidies. Finally, this paper proposes to improve the legal system and promote the division of the central and local authorities; Increase investment and establish stable support mechanism; Optimize the structure of investment and make clear the key points of financial investment; Pay attention to environmental protection and develop ecological aquaculture industry; Strengthen government services, promote industrial transformation and upgrading of the relevant countermeasures.
