【摘要】：當(dāng)前我國地方債存在很多問題,主要有:地方債舉債方式不規(guī)范,舉債呈現(xiàn)出隱秘化的特點(diǎn);地方債規(guī)模大、增速快,有些地方呈現(xiàn)失控狀態(tài);地方債信息不完整,家底不清,缺乏有效的、系統(tǒng)的、規(guī)范的監(jiān)管;地方債對(duì)土地收入的依賴度高,受國家房地產(chǎn)政策和土地政策的影響較大;中央與地方的利益博弈激烈,與新常態(tài)下的新發(fā)展要求相矛盾等。在經(jīng)濟(jì)新常態(tài)下,面對(duì)我國地方債存在的諸多問題,在解決對(duì)策上要求我們多策并舉、多管齊下,這包括:建立和完善關(guān)于地方債監(jiān)管的法規(guī),使地方政府成為合法的借貸主體;堅(jiān)持中央政府對(duì)地方政府債務(wù)不托底原則,建立和完善"誰舉債、誰使用、誰償還"的責(zé)任制,使得"借、用、還"處于良性運(yùn)行之中;改革創(chuàng)新地方政府的考核方式;建立規(guī)范的中央財(cái)政轉(zhuǎn)移支付制度,理順中央與地方之間的利益關(guān)系;加強(qiáng)預(yù)算管理,規(guī)范新債發(fā)行,妥善處理歷史遺留問題等。
[Abstract]:At present, there are many problems in local debt in our country, including: the way of borrowing local debt is not standardized, and the characteristic of borrowing debt is stealthy; The local debt scale is large, the growth rate is fast, some places appear out of control; Incomplete information of local debt, unclear family background, lack of effective, systematic and standardized supervision; The dependence of local debt on land income is high, which is greatly influenced by national real estate policy and land policy. The interests of the central and local conflicts with the new normal under the new development requirements. In the new economic normal, in the face of many problems in China's local debt, we need to solve the multiple measures at the same time. Multi-pronged approach, including: to establish and improve the regulations on the supervision of local debt, so that local governments become the legal subject of lending; Adhere to the principle that the central government does not underwrite the debts of local governments, and establish and perfect the responsibility system of "who borrows, who uses, who pays", so that "borrow, use, still" is in good operation; Reforming and innovating the examination method of local government; To establish a standardized central financial transfer payment system to straighten out the interest relationship between the central government and the local government; We will strengthen budget management, standardize the issuance of new debt, and properly handle problems left over from history.
