【摘要】：農(nóng)業(yè)現(xiàn)代化是指在農(nóng)業(yè)生產(chǎn)過(guò)程中,以現(xiàn)代產(chǎn)業(yè)理念為統(tǒng)領(lǐng),全面使用先進(jìn)機(jī)械設(shè)備,廣泛運(yùn)用現(xiàn)代科技,擁有相互關(guān)聯(lián)的現(xiàn)代產(chǎn)業(yè)組織,具有現(xiàn)代經(jīng)營(yíng)特征,達(dá)到較高的勞動(dòng)生產(chǎn)率、土地產(chǎn)出率以及經(jīng)濟(jì)、生態(tài)和社會(huì)等綜合效益的形態(tài),使農(nóng)業(yè)由傳統(tǒng)向現(xiàn)代轉(zhuǎn)變的過(guò)程。作為人類社會(huì)文明和國(guó)民經(jīng)濟(jì)發(fā)展的基礎(chǔ),世界上大多數(shù)國(guó)家都非常重視農(nóng)業(yè)發(fā)展,均不遺余力地推進(jìn)農(nóng)業(yè)現(xiàn)代化。我國(guó)建國(guó)以來(lái)一直致力于推進(jìn)農(nóng)業(yè)現(xiàn)代化。江蘇省宿遷作為一個(gè)農(nóng)業(yè)大市,又是一個(gè)欠發(fā)達(dá)地區(qū),找準(zhǔn)加快農(nóng)業(yè)現(xiàn)代化進(jìn)程主要影響因素和對(duì)策,對(duì)宿遷市乃至其他欠發(fā)達(dá)地區(qū)農(nóng)業(yè)現(xiàn)代化具有重要的指導(dǎo)借鑒作用。 在搜集、查閱相關(guān)文獻(xiàn)資料和數(shù)據(jù)的基礎(chǔ)上,對(duì)國(guó)內(nèi)外農(nóng)業(yè)現(xiàn)代化進(jìn)程、相應(yīng)的財(cái)政支持政策和措施進(jìn)行了關(guān)聯(lián)分析,并選取宿遷市作為樣本展開(kāi)了調(diào)查,探討了財(cái)政在宿遷市推進(jìn)農(nóng)業(yè)現(xiàn)代化中的作用以及該地農(nóng)業(yè)現(xiàn)代化的發(fā)展瓶頸,闡述了推進(jìn)農(nóng)業(yè)現(xiàn)代化的對(duì)策。 研究得出如下主要結(jié)論：國(guó)內(nèi)外都重視財(cái)政對(duì)農(nóng)業(yè)現(xiàn)代化的支持,制定出臺(tái)支農(nóng)政策,財(cái)政在農(nóng)業(yè)現(xiàn)代化中發(fā)揮了積極作用。宿遷市農(nóng)業(yè)發(fā)展的具體情況凸顯了財(cái)政對(duì)農(nóng)業(yè)現(xiàn)代化的重要影響。財(cái)政投入是農(nóng)業(yè)發(fā)展的基礎(chǔ),財(cái)政支農(nóng)的力度與農(nóng)業(yè)現(xiàn)代化發(fā)展水平呈正相關(guān),財(cái)政對(duì)農(nóng)業(yè)現(xiàn)代化的調(diào)控作用日趨顯現(xiàn),財(cái)政投入的重點(diǎn)直接影響農(nóng)業(yè)現(xiàn)代化的領(lǐng)域發(fā)展。但是,目前農(nóng)業(yè)現(xiàn)代化水平總體偏低,財(cái)政支持在一些方面仍顯不足。 宿遷市以財(cái)政促進(jìn)農(nóng)業(yè)現(xiàn)代化進(jìn)程的對(duì)策為：加強(qiáng)對(duì)農(nóng)業(yè)機(jī)械化的支持力度,加大財(cái)政對(duì)農(nóng)業(yè)科研和農(nóng)業(yè)教育的投入,大力培育新型農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)主體,加強(qiáng)財(cái)政支農(nóng)資金的整合與統(tǒng)籌安排,吸引社會(huì)資金投入農(nóng)業(yè)現(xiàn)代化建設(shè)領(lǐng)域以加快宿遷市及其他欠發(fā)達(dá)地區(qū)農(nóng)業(yè)現(xiàn)代化進(jìn)程。
[Abstract]:Agricultural modernization means that in the process of agricultural production, the modern industrial concept is the leading, the comprehensive use of advanced machinery and equipment, the extensive use of modern science and technology, with interrelated modern industrial organizations, with modern management characteristics. To achieve a higher labor productivity, land production rate and economic, ecological and social benefits of the form of comprehensive, so that agriculture from traditional to modern transformation process, as the basis of human social civilization and national economic development. Most countries in the world attach great importance to the development of agriculture and spare no effort to promote agricultural modernization. Our country has been committed to promoting agricultural modernization since the founding of the people's Republic of China. Suqian of Jiangsu Province is a big agricultural city. It is also a less-developed area. Finding out the main influencing factors and countermeasures to speed up the process of agricultural modernization has an important guiding role for Suqian city and even other underdeveloped areas in agricultural modernization. On the basis of collecting and consulting relevant literature and data, this paper analyzes the process of agricultural modernization at home and abroad, the corresponding financial support policies and measures, and selects Suqian as the sample to carry out the investigation. This paper probes into the role of finance in promoting agricultural modernization in Suqian city and the development bottleneck of agricultural modernization in Suqian city, and expounds the countermeasures to promote agricultural modernization. The main conclusions of the study are as follows: both at home and abroad attach importance to the financial support for agricultural modernization and formulate policies to support agriculture. Finance plays an active role in agricultural modernization. The specific situation of agricultural development in Suqian highlights the important impact of finance on agricultural modernization. Financial input is the basis of agricultural development. The intensity of financial support for agriculture is positively related to the level of agricultural modernization. The role of fiscal regulation and control of agricultural modernization is becoming increasingly apparent, and the focus of financial input directly affects the development of agricultural modernization. At present the agricultural modernization level is on the low side, the financial support is still insufficient in some aspects. The countermeasures of Suqian city to promote the process of agricultural modernization with finance are: to strengthen the support for agricultural mechanization, to increase the input of finance to agricultural scientific research and agricultural education, and to cultivate the main body of new agricultural production and management. We should strengthen the integration and overall arrangement of financial support for agriculture and attract social funds into the field of agricultural modernization in order to speed up the process of agricultural modernization in Suqian city and other underdeveloped areas.
