【摘要】：政府投資項(xiàng)目已成為我國當(dāng)前經(jīng)濟(jì)發(fā)展的重要構(gòu)成要素,對社會投資具有至關(guān)重要的基礎(chǔ)性、帶動性、引導(dǎo)性和調(diào)節(jié)性作用,能發(fā)揮“四兩撥千斤”的乘數(shù)效應(yīng)。政府投資項(xiàng)目管理的目的是建立健全科學(xué)、民主的政府投資項(xiàng)目決策程序和組織實(shí)施程序,保證工程質(zhì)量,控制工程造價,發(fā)揮財(cái)政的資金效益。東莞市經(jīng)過改革開放三十年的發(fā)展,經(jīng)濟(jì)和政府財(cái)力取得了巨大增長,政府投資項(xiàng)目也快速增加,但隨之在項(xiàng)目前期決策、中期統(tǒng)籌管理和后期評價審計(jì)等方面也暴露出了一些問題。論文分析了產(chǎn)生這些問題的原因,并在總結(jié)前人理論研究和借鑒國內(nèi)外管理實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,提出了加強(qiáng)東莞政府投資項(xiàng)目管理的幾點(diǎn)原則和對策建議,以期對東莞市在今后政府投資項(xiàng)目管理中有一點(diǎn)實(shí)踐指導(dǎo)意義。本文首先通過國內(nèi)外文獻(xiàn)總結(jié)了政府投資項(xiàng)目管理相關(guān)理論,通過案例分析法、訪談法等方法分析了東莞市政府投資項(xiàng)目管理現(xiàn)狀,認(rèn)為東莞市政府投資項(xiàng)目管理雖然取得了一些成效,但在項(xiàng)目投資決策、政府統(tǒng)籌管理、前期工作、代建制、后評價等幾方面存在諸多不足;隨后本人對比分析了國內(nèi)外其他城市在政府投資項(xiàng)目管理方面的經(jīng)驗(yàn)和做法,并分析了可以借鑒的地方;最后通過分析研究,結(jié)合東莞的實(shí)際,提出了政府投資項(xiàng)目的一些對策建議,如完善政府投資項(xiàng)目的前期工作機(jī)制、改革管理模式、加強(qiáng)政府統(tǒng)籌管理能力、建立和完善政府投資項(xiàng)目代建制、增強(qiáng)政府投資項(xiàng)目的投融資能力、強(qiáng)化政府投資項(xiàng)目的后評價作用等,通過不斷完善相關(guān)舉措,東莞市的政府投資項(xiàng)目將不斷科學(xué)、合理、有效。
[Abstract]:Government investment projects have become an important component of the current economic development of our country, which plays an important role in social investment. The purpose of government investment project management is to establish and perfect scientific and democratic decision-making procedure and organization and implementation procedure of government investment project, to guarantee project quality and to control project cost. After 30 years of reform and opening up to the outside world, the economy and government financial resources of Dongguan City have made tremendous growth, and the government investment projects have also increased rapidly, but with it, the decision is made in the early stage of the project. Some problems have also been exposed in the aspects of medium-term overall management and post-evaluation audit. This paper analyzes the causes of these problems and summarizes the previous theoretical research and experience of management practice at home and abroad. This paper puts forward some principles and countermeasures for strengthening the management of Dongguan government investment projects. With a view to Dongguan City in the future government investment project management has some practical significance. Firstly, this paper summarizes the relevant theories of government investment project management through domestic and foreign literature, through the case analysis. This paper analyzes the current situation of government investment project management in Dongguan City by means of interview method, and thinks that although the government investment project management in Dongguan City has achieved some results, it has made some achievements in project investment decision-making, government overall management, and preliminary work. There are many shortcomings in agent system and post evaluation. Then I compare and analyze the experience and practice of other cities at home and abroad in the management of government investment projects, and analyze the places that can be used for reference. Finally, through the analysis and study, combined with the reality of Dongguan, this paper puts forward some countermeasures and suggestions, such as perfecting the working mechanism of the government investment projects, reforming the management model, and strengthening the ability of the government to manage as a whole. Establish and improve the agent system of government investment projects, strengthen the ability of investment and financing of government investment projects, strengthen the post-evaluation role of government investment projects, etc., through the continuous improvement of relevant measures. Dongguan government investment projects will continue to be scientific, reasonable and effective.
