【摘要】：隨著我國公共財政體制改革的進行,需要對公共財政改革進行完善,而推進政府采購政策是完善該項改革的必需。目前,政府采購在政府機構中廣泛開展,對政府采購工作績效進行客觀與科學的評價是需要研究解決的問題,需要建立客觀與科學的政府采購績效評價指標體系與評價方法。 本文在我國政府管理實際基礎上,通過對國內(nèi)外政府采購認真對比研究,運用改進層次分析法、熵值法及灰關聯(lián)分析等理論,對我國政府采購的評價指標體系構建與評價方法進行了分析,提出了組合賦權灰關聯(lián)分析的政府采購評價方法,這種方法是一種定量與定性、主觀與客觀相結合的評價方法,克服了傳統(tǒng)方法的主觀性與無法定量的局限性。采用組合賦權灰關聯(lián)分析法建立政府采購績效的實證評價分析,對政府采購績效做出客觀科學的評價。通過對政府采購績效評價方法的研究,豐富我國政府采購評價理論,對加強政府采購的監(jiān)督管理、建設高效率政府具有重要意義。
[Abstract]:With the reform of the public finance system in our country, it is necessary to perfect the public finance reform, and it is necessary to improve the government procurement policy. At present, the government procurement is widely carried out in the government institutions. It is necessary to study and solve the problem of objective and scientific evaluation of government procurement performance. It is necessary to establish an objective and scientific evaluation index system and evaluation method of government procurement performance. Based on the practice of government management in our country, this paper applies the improved Analytic hierarchy process (AHP), the entropy method and the grey correlation analysis theory through the careful comparative study of the domestic and foreign government procurement. This paper analyzes the construction and evaluation method of the evaluation index system of government procurement in our country, and puts forward the evaluation method of government procurement combined with grey relational analysis of weight weighting, which is a kind of quantitative and qualitative method. The combination of subjective and objective evaluation method overcomes the traditional method of subjectivity and can not be quantified. The combination weight grey relational analysis method is used to establish the empirical evaluation analysis of government procurement performance. Through the research on the evaluation methods of government procurement performance, enrich the theory of government procurement evaluation, strengthen the supervision and management of government procurement. Building an efficient government is of great significance.
