【摘要】：貧困是全世界普遍存在的難題，不管發(fā)達國家還是發(fā)展中國家，只是程度有所差異，各國政府也都在為脫貧進行各種嘗試，積極對消除貧困的課題進行研究。河南省是我國的人口大省和農(nóng)業(yè)大省，經(jīng)濟實力則相對薄弱，貧困問題尤為突出：貧困人群成區(qū)域化集中趨勢，貧困標準較低，生產(chǎn)和生活基礎(chǔ)設(shè)施落后，貧困縣制度存在漏洞，扶貧瞄準機制存在缺陷，貧困問題日趨復(fù)雜化。而政府公共支出作為解決貧困的有效途徑，有著不可替代的重要作用。在此背景下，對河南省公共支出的減貧效應(yīng)進行研究分析，將有利于中原經(jīng)濟區(qū)全面小康社會的建設(shè)，具有重要的理論和現(xiàn)實意義。 本文通過理論分析和實證分析相結(jié)合、定量分析和定性分析相結(jié)合的方法，首先，對河南省近年來的貧困狀況、公共支出狀況進行了統(tǒng)計和分析；其次，對公共支出的減貧效應(yīng)進行了理論分析：公共教育支出和公共醫(yī)療衛(wèi)生支出對可行能力貧困效果明顯，社會保障支出對于收入貧困具有重要作用，經(jīng)濟增長對于收入貧困和可行能力貧困都具有較大作用；然后，通過總量回歸和分項回歸建立一個分析框架對影響河南省貧困發(fā)生率的各要素進行了相關(guān)性分析：河南省公共支出占GDP比重的增加對貧困發(fā)生率存在負相關(guān)的關(guān)系，即減貧效應(yīng)為正，其中，公共教育支出、社會保障支出與公共醫(yī)療衛(wèi)生支出占GDP比重的增加都對貧困發(fā)生率存在負相關(guān)關(guān)系，，減貧貢獻則各不相同，而經(jīng)濟增長對貧困發(fā)生率存在負相關(guān)關(guān)系，但是沒有明顯的顯著性；再次，通過分析發(fā)現(xiàn)了河南省經(jīng)濟發(fā)展和公共支出情況存在的一些問題；最后，依據(jù)目前河南省公共支出存在的問題，提出了完善公共支出結(jié)構(gòu)，促進減貧事業(yè)發(fā)展的對策建議：進一步調(diào)整公共支出結(jié)構(gòu)，發(fā)揮公共服務(wù)的減貧作用；調(diào)整和完善減貧瞄準機制；優(yōu)化經(jīng)濟結(jié)構(gòu)，重視發(fā)揮經(jīng)濟增長對減貧的根本性作用。
[Abstract]:Poverty is a common problem in the world, whether developed or developing countries, but with varying degrees, governments are also trying to get rid of poverty. Henan Province is a large province with large population and large agricultural province, but the economic strength is relatively weak, the poverty problem is especially prominent: the poverty population becomes the regional concentration trend. Poverty standards are low, production and living infrastructure is backward, there are loopholes in the system of poor counties, there are defects in the targeting mechanism of poverty alleviation, and the problem of poverty is becoming more and more complicated. Government public expenditure is an effective way to solve poverty. In this context, the poverty reduction effect of public expenditure in Henan Province will be studied and analyzed, which will be conducive to the construction of a well-to-do society in the Central Plains Economic Zone. It has important theoretical and practical significance. This paper combines the theoretical analysis with the empirical analysis, the quantitative analysis and the qualitative analysis. Firstly, it makes statistics and analysis on the poverty and public expenditure in Henan Province in recent years. Secondly, the poverty reduction effect of public expenditure is analyzed theoretically: public education expenditure and public health expenditure have obvious effect on feasible capacity poverty, and social security expenditure plays an important role in income poverty. Economic growth plays an important role in both income poverty and feasible capacity poverty; And... Through the total regression and sub-regression to establish an analytical framework for the impact of the incidence of poverty in Henan Province for each element of the correlation analysis. The ratio of public expenditure to GDP in Henan Province is negatively related to the incidence of poverty. That is, the effect of poverty reduction is positive, among which, public education expenditure, social security expenditure and the increase of public health expenditure in the proportion of GDP have a negative correlation to the incidence of poverty, the contribution to poverty reduction is different. However, there is a negative correlation between economic growth and the incidence of poverty, but there is no significant difference. Thirdly, through the analysis, we find some problems existing in the economic development and public expenditure in Henan Province. Finally, according to the existing problems of public expenditure in Henan Province, the paper puts forward some countermeasures to improve the structure of public expenditure and promote the development of poverty reduction: further adjusting the structure of public expenditure and giving play to the role of public services in reducing poverty; Readjust and improve poverty reduction targeting mechanisms; Optimizing the economic structure and giving full play to the fundamental role of economic growth in reducing poverty.
