【摘要】：能源補(bǔ)貼是促進(jìn)能源發(fā)展的有效手段。而能源補(bǔ)貼與能源消費(fèi)、能源消費(fèi)結(jié)構(gòu)息息相關(guān)。我國(guó)巨大的化石能源補(bǔ)貼嚴(yán)重影響了能源消費(fèi)結(jié)構(gòu),造成了較大的環(huán)境污染,不利于經(jīng)濟(jì)的可持續(xù)發(fā)展。能源補(bǔ)貼能夠產(chǎn)生經(jīng)濟(jì)效益,同樣也能給環(huán)境帶來(lái)不良影響。本文通過(guò)經(jīng)濟(jì)學(xué)分析證明了能源補(bǔ)貼對(duì)能源消費(fèi)的有效性,并從生產(chǎn)端和消費(fèi)端去研究能源補(bǔ)貼影響能源消費(fèi)結(jié)構(gòu)的影響機(jī)制。而從短期來(lái)看,能源價(jià)格對(duì)能源消費(fèi)結(jié)構(gòu)有著重要影響,存在著“能源補(bǔ)貼——能源彈性——能源消費(fèi)結(jié)構(gòu)”的短期路徑。從長(zhǎng)期來(lái)看,能源效率通過(guò)技術(shù)改造以及節(jié)能產(chǎn)品的普及促進(jìn)了能源消費(fèi)結(jié)構(gòu)的改變,存在著“能源補(bǔ)貼——能源效率——能源消費(fèi)結(jié)構(gòu)”的長(zhǎng)期路徑。能源補(bǔ)貼促進(jìn)新能源發(fā)展是能源替代戰(zhàn)略中的重要組成部分。本文將新能源的發(fā)展分為不同階段,通過(guò)研究各階段能源補(bǔ)貼的作用,分析了能源補(bǔ)貼促進(jìn)新能源發(fā)展的影響路徑。 本文不僅從理論上研究了能源補(bǔ)貼對(duì)能源替代的影響機(jī)制,還系統(tǒng)性地介紹了能源補(bǔ)貼估算的理論方法,并利用價(jià)差法估算了我國(guó)2007-2012年的化石能源補(bǔ)貼和清潔能源補(bǔ)貼。通過(guò)估算表明我國(guó)的化石能源補(bǔ)貼在逐步減少,特別是成品油與煤炭補(bǔ)貼減少較多,而清潔能源補(bǔ)貼和天然氣補(bǔ)貼則在逐步增加。估算結(jié)果還表明取消化石能源能源補(bǔ)貼能夠減少大量二氧化碳排放,對(duì)我國(guó)的節(jié)能減排戰(zhàn)略具有重大意義,特別是選擇性減少成品油的補(bǔ)貼,能夠取得較大的減排效應(yīng)。其后本文通過(guò)統(tǒng)計(jì)性描述研究了能源補(bǔ)貼與能源消費(fèi)結(jié)構(gòu)的關(guān)系,通過(guò)格蘭杰因果檢驗(yàn)驗(yàn)證了能源補(bǔ)貼對(duì)能源消費(fèi)結(jié)構(gòu)存在顯著的優(yōu)化效應(yīng)。得出對(duì)化石能源的調(diào)控能有效促進(jìn)我國(guó)能源消費(fèi)結(jié)構(gòu)的優(yōu)化的結(jié)論。最后本文從能源補(bǔ)貼優(yōu)化能源消費(fèi)結(jié)構(gòu)的角度出了相應(yīng)的政策建議。
[Abstract]:Energy subsidy is an effective means to promote the development of energy, and energy subsidies are closely related to energy consumption and energy consumption structure. The huge fossil energy subsidies in China have seriously affected the energy consumption structure. It is harmful to the sustainable development of economy, and energy subsidy can produce economic benefits. It can also bring adverse effects to the environment. This paper proves the effectiveness of energy subsidies on energy consumption through economic analysis. And from the end of production and consumption to study the impact of energy subsidies on the structure of energy consumption mechanism. In the short term, energy prices have an important impact on the structure of energy consumption. There is a short-term path of "energy subsidy-energy elasticity-energy consumption structure". In the long run, energy efficiency promotes the change of energy consumption structure through technological transformation and popularization of energy-saving products. There is "energy subsidy-energy efficiency-energy consumption structure" Energy subsidies to promote the development of new energy is an important part of energy substitution strategy. This paper divides the development of new energy into different stages. By studying the role of energy subsidies in different stages, the influence paths of energy subsidies to promote the development of new energy are analyzed. This paper not only studies the influence mechanism of energy subsidy on energy substitution theoretically, but also systematically introduces the theoretical method of estimating energy subsidy. The fossil energy subsidies and clean energy subsidies in China from 2007 to 2012 are estimated by using the spread method, which shows that the fossil energy subsidies in China are gradually decreasing. In particular, subsidies for refined oil and coal have been reduced more, while subsidies for clean energy and natural gas have been gradually increasing. Estimates also show that the elimination of fossil energy subsidies can reduce large amounts of carbon dioxide emissions. It is of great significance to the strategy of energy saving and emission reduction in China, especially the selective reduction of subsidies for refined oil products. Then this paper studies the relationship between energy subsidies and energy consumption structure through statistical description. The Granger causality test verifies that the energy subsidy has significant optimization effect on the energy consumption structure, and draws the conclusion that the regulation and control of fossil energy can effectively promote the optimization of energy consumption structure in China. Finally, this paper concludes that the regulation of fossil energy can effectively promote the optimization of energy consumption structure in China. The subsidy optimizes the energy consumption structure angle to put forward the corresponding policy suggestion.
