【摘要】：我國(guó)政府投資方向選擇仍然存在一些問題,包括社會(huì)事業(yè)的投資力度不夠,政府投資范圍過寬、過散、過雜,公共部門內(nèi)部存在失衡問題,等等。在新常態(tài)下,政府投資面臨著新任務(wù)、新要求,政府投資的方向選擇也必然發(fā)生新的變化。我們需要根據(jù)新常態(tài)的要求,對(duì)未來一段時(shí)期政府投資的重點(diǎn)作出調(diào)整。要正確處理好完善基礎(chǔ)設(shè)施和加強(qiáng)公共服務(wù)的關(guān)系,滿足基本和提擋升級(jí)的關(guān)系,彌補(bǔ)發(fā)展欠賬和拓展新興領(lǐng)域的關(guān)系,轉(zhuǎn)型發(fā)展和民生優(yōu)先的關(guān)系,適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài)的需要,適應(yīng)政府職能轉(zhuǎn)變的要求,適應(yīng)人民群眾的新期待。
[Abstract]:There are still some problems in the choice of government investment direction, including insufficient investment in social undertakings, excessive scope of government investment, too wide, too scattered, too miscellaneous, imbalance within the public sector, and so on. Under the new normal conditions. Government investment is faced with new tasks, new requirements, and the direction of government investment will inevitably change. We need to meet the requirements of the new normal. It is necessary to correctly handle the relationship between perfecting infrastructure and strengthening public services to satisfy the relationship between basic and upgrading. To make up for the development deficit and expand the relationship between the emerging fields, the relationship between transformation and development and people's livelihood priority, to meet the needs of the new normal of economic development, to meet the needs of the transformation of government functions, and to meet the new expectations of the people.
