【摘要】：我國(guó)作為一個(gè)農(nóng)業(yè)大國(guó),農(nóng)產(chǎn)品價(jià)格的波動(dòng)同時(shí)也會(huì)波及其他產(chǎn)業(yè),影響到國(guó)民經(jīng)濟(jì)的健康有序運(yùn)行和社會(huì)的穩(wěn)定。因此本文探討農(nóng)產(chǎn)品價(jià)格波動(dòng)具有現(xiàn)實(shí)意義。本文以我國(guó)農(nóng)產(chǎn)品價(jià)格的波動(dòng)為研究對(duì)象,主要研究財(cái)政支農(nóng)政策對(duì)農(nóng)產(chǎn)品價(jià)格波動(dòng)影響。首先介紹財(cái)政支農(nóng)政策與農(nóng)產(chǎn)品價(jià)格波動(dòng)相關(guān)理論,其次分析了財(cái)政支農(nóng)政策的概況、規(guī)模和結(jié)構(gòu),分析了農(nóng)產(chǎn)品價(jià)格波動(dòng)的影響因素、當(dāng)前情況、特點(diǎn)及所造成的影響。最后通過(guò)對(duì)農(nóng)產(chǎn)品價(jià)格波動(dòng)影響因素的分析,提煉出重要的影響因素,利用Johansen檢驗(yàn)、脈沖響應(yīng)和方差分解對(duì)農(nóng)產(chǎn)品價(jià)格波動(dòng)的影響因素進(jìn)行了全面的分析,實(shí)證結(jié)果表明財(cái)政支農(nóng)政策對(duì)農(nóng)產(chǎn)品價(jià)格波動(dòng)產(chǎn)生了重要影響。從長(zhǎng)期看農(nóng)產(chǎn)品生產(chǎn)成本促進(jìn)了農(nóng)產(chǎn)品價(jià)格上漲,而農(nóng)產(chǎn)品生產(chǎn)的勞動(dòng)要素投入與農(nóng)產(chǎn)品生產(chǎn)固定資產(chǎn)投入則對(duì)農(nóng)產(chǎn)品價(jià)格上漲產(chǎn)生了制約效應(yīng),財(cái)政支農(nóng)資金投入對(duì)農(nóng)產(chǎn)品價(jià)格影響并不明顯,有輕微的正向促進(jìn)作用；從短期看,農(nóng)產(chǎn)品生產(chǎn)成本和農(nóng)產(chǎn)品生產(chǎn)的勞動(dòng)要素投入對(duì)農(nóng)產(chǎn)品價(jià)格的影響并不明顯,而農(nóng)產(chǎn)品生產(chǎn)固定資產(chǎn)投入和財(cái)政支農(nóng)資金投入則是我國(guó)農(nóng)產(chǎn)品價(jià)格波動(dòng)的主要因素。農(nóng)產(chǎn)品生產(chǎn)固定資產(chǎn)投入有利于農(nóng)產(chǎn)品價(jià)格的短期調(diào)控,而財(cái)政支農(nóng)資金投入則在短期刺激了農(nóng)產(chǎn)品價(jià)格的上漲。針對(duì)制約我國(guó)財(cái)政支農(nóng)政策資金使用效果的因素,本文提出相應(yīng)解決對(duì)策：一是通過(guò)加大財(cái)政支農(nóng)資金的投入,優(yōu)化財(cái)政支農(nóng)資金的投入結(jié)構(gòu)；二是加大對(duì)農(nóng)民、技術(shù)員的培訓(xùn)投入,鼓勵(lì)資助建立農(nóng)民合作經(jīng)濟(jì)組織；三是整合財(cái)政支農(nóng)政策資金,規(guī)范政府農(nóng)業(yè)資金投向；四是加強(qiáng)農(nóng)業(yè)金融支持；五是農(nóng)產(chǎn)品價(jià)格信息平臺(tái)建設(shè),減少農(nóng)產(chǎn)品市場(chǎng)信息不對(duì)稱。
[Abstract]:As a big agricultural country, the fluctuation of agricultural products price will also affect other industries. It affects the healthy and orderly operation of the national economy and the stability of the society. Therefore, it is of practical significance to discuss the price fluctuation of agricultural products in this paper. This paper mainly studies the impact of fiscal agricultural policy on the price fluctuation of agricultural products. Firstly, it introduces the theory of fiscal agricultural policy and agricultural product price fluctuation, and then analyzes the general situation, scale and structure of fiscal agricultural policy. This paper analyzes the influencing factors of agricultural product price fluctuation, the current situation, the characteristics and the impact caused by it. Finally, through the analysis of the factors affecting agricultural product price fluctuation, the important influencing factors are extracted. By using Johansen test, impulse response and variance decomposition, the influencing factors of agricultural product price fluctuation were comprehensively analyzed. The empirical results show that the fiscal policy of supporting agriculture has an important impact on the price fluctuation of agricultural products. In the long run, the production cost of agricultural products promotes the price of agricultural products to rise. However, the input of labor factors and fixed assets of agricultural production has a restrictive effect on the price rise of agricultural products, and the financial investment of supporting agriculture has no obvious effect on the price of agricultural products. There is a slight positive effect; In the short run, the cost of agricultural production and the labor factor input of agricultural production have little effect on the price of agricultural products. The fixed assets investment of agricultural production and the financial investment of supporting agriculture are the main factors of the fluctuation of agricultural products price in China. The fixed assets input of agricultural production is conducive to the short-term regulation and control of agricultural product prices. In the short term, the investment of financial support for agriculture stimulates the price of agricultural products to rise, aiming at the factors that restrict the effect of the use of the funds of the financial policy of supporting agriculture in our country. This paper puts forward the corresponding countermeasures: first, by increasing the input of the financial funds to support agriculture, optimize the investment structure of the financial funds for agricultural support; Second, increase the training of farmers and technicians, and encourage the establishment of farmers' cooperative economic organizations; Third, to integrate the funds of the financial policy of supporting agriculture and standardize the investment of the government's agricultural funds; Fourth, strengthen agricultural financial support; Fifth, agricultural product price information platform construction, reduce agricultural product market information asymmetry.
