【摘要】：推進基本公共服務均等化，是維護社會安全穩(wěn)定、促進社會公平正義、構(gòu)建社會主義和諧社會的內(nèi)在要求，是現(xiàn)代政府的基本職責之一。我國已明確提出到2020年總體實現(xiàn)基本公共服務均等化。推進基本公共服務均等化意義重大、任務艱巨，其核心問題是資金問題，沒有充足的資金保障，基本公共服務均等化就無法落實。近年來，隨著我國經(jīng)濟的持續(xù)增長，財政收入快速增加，以及國家對改善民生的重視，我國財政對基本公共服務的資金供給的絕對數(shù)額明顯增加，基本公共服務水平得到很大提高。但是與人民群眾日益增長的訴求及發(fā)達國家基本公共服務水平相比，我國還有較大差距。 一方面，由于缺乏對基本公共服務實際資金需求科學合理的測算，我國各級政府在籌資時呈現(xiàn)出極大的不確定性和隨意性，各級政府的籌資責任與實際財政支付能力的矛盾較為明顯，未形成可持續(xù)發(fā)展的籌資體系。另一方面，現(xiàn)有資金和國家掌握的財力資源沒有得到充分合理利用，資金的稀缺與使用的低效率并存。我國作為中國特色的社會主義國家，政府除稅收外，還掌握大量財力資源，如各類國有資產(chǎn)、主權(quán)財富基金、全國社會保障基金、社會保障資金、住房公積金、土地出讓金等。這些財力資源都可以作為基本公共服務的資金來源。但是我國尚未建立統(tǒng)籌和整合國家財力資源的機構(gòu)和相應機制，政府性收支管理不統(tǒng)一、不完整、不規(guī)范，偏重當前收支管理，不注重資產(chǎn)、資本和財富管理與配置。大量國有資產(chǎn)、財政資金碎片化管理，使用效率遠未充分發(fā)揮。 如何解決這些問題？目前國內(nèi)雖然不乏關(guān)于基本公共服務均等化的研究，但專門對資金問題進行深入、定量的研究較少。本文將研究重點放在中國基本公共服務資金供需上，對基本公共服務資金問題進行系統(tǒng)的定量分析，對資金供給規(guī)模的績效進行實證考察，用ARIMA模型等計量經(jīng)濟學方法對未來的數(shù)據(jù)進行預測。首先，根據(jù)兩種方法，一是參考基本公共服務的國際標準，二是按我國基本公共服務財政支出的增速測算出2015—2020年基本公共服務資金需求量。其次，基于GDP和基本公共服務支出的回歸關(guān)系、財政總支出和基本公共服務支出的回歸關(guān)系預測2015—2020年基本公共服務的資金供給量。最后，根據(jù)預測的資金需求量和供給量，計算資金供需缺口。 如何彌補資金供需缺口？現(xiàn)有文獻多局限于當前的財稅體制框架下。本文從一個更廣闊的視野，跳出現(xiàn)有的財政收支格局，提出構(gòu)建整合、統(tǒng)籌利用國家掌握的各類財力資源的體制機制，根據(jù)我國國情從更大范圍拓展基本公共服務的資金來源。本文對我國可用于基本公共服務的財力進行估算，指出可能的資金供給來源，估計出大概能用于彌補資金缺口的財力。并提出資金運營存在的問題，如投資收益率低、投入基本公共服務的比例少、缺乏有效的財政資金績效評價體系和現(xiàn)行的預算管理水平仍不健全等。 它山之石，可以攻玉。許多發(fā)達國家和一些發(fā)展中國家在優(yōu)化基本公共服務資金配置方面已經(jīng)積累了較為成熟的經(jīng)驗，本文通過分析它們在基本公共服務資金具體操作經(jīng)驗和財政資金優(yōu)化配置的經(jīng)驗，總結(jié)出財政資金投資模式、財政資金績效預算管理和財政資金績效審計等方面對我國的借鑒和啟示。 最后，本文從構(gòu)建全面統(tǒng)籌和整合國家綜合財力資源的機制、促進基本公共服務均等化的財稅體制改革以及創(chuàng)新資金籌集方式三大方面提出彌補我國基本公共服務資金缺口的思路。 本文的創(chuàng)新之處主要有：一是選題的創(chuàng)新性。目前國內(nèi)研究基本公共服務均等化的文獻主要集中在理論依據(jù)、對策分析、體制改革等方面，缺乏對資金問題系統(tǒng)、深入、定量的研究。而資金問題又是基本公共服務均等化的核心問題。本文的選題彌補了現(xiàn)有文獻這方面的不足，具有一定的創(chuàng)新性。二是研究方法的創(chuàng)新。以往研究基本公共服務的文獻多為定性分析，本文在已有文獻基礎上，通過構(gòu)建計量經(jīng)濟學模型，運用大量數(shù)據(jù)資料，采用多種預測方法，對基本公共服務資金問題進行了一個系統(tǒng)、深入的定量分析。三是在研究內(nèi)容方面，現(xiàn)有文獻缺乏對實現(xiàn)基本公共服務均等化所需資金進行的詳細測算，以及對可能的資金供給的細分和測算，特別是對國家層面資金供需進行系統(tǒng)測算的文獻很少。本文用計量經(jīng)濟學方法測算了我國2015—2020年基本公共服務資金的需求和供給狀況，計算出了可能存在的資金缺口。四是在研究視野方面，現(xiàn)有的文獻多是在現(xiàn)行財稅體制框架下提出對策，而本文跳出這一框架，從統(tǒng)籌和整合國家綜合財力資源的視角提出解決基本公共服務資金問題的對策思路，，有一定的創(chuàng)新意義。
[Abstract]:To promote the equalization of basic public services , it is one of the basic duties of modern government to maintain social security and stability , promote social fairness and justice , and build a harmonious socialist harmonious society . On the one hand , because of the lack of scientific and reasonable measurement of the actual financial needs of the basic public services , the government at all levels has great uncertainty and randomness in financing , the contradiction between the government ' s financing responsibility and the actual financial payment capacity is obvious , and the financing system of sustainable development is not formed . How to solve these problems ? At present , although there is no research on the equalization of basic public services at present , there is little research on the financial problems . This paper focuses on the quantitative analysis of the basic public service capital supply and demand , makes an empirical study on the performance of the basic public service funds , and predicts the capital supply quantity of the basic public services by 2015 - 2020 . How to make up the gap of fund supply and demand ? The present document is limited to the current fiscal and taxation system framework . This paper makes an estimate of the financial resources available to the basic public service from a broader perspective . It points out that the possible sources of financial resources can be used to make up the financial resources gap . Some developed countries and some developing countries have accumulated more mature experience in optimizing the basic public service capital allocation . Through analyzing their experiences in basic public service capital concrete operation experience and financial capital optimization configuration , this paper summarizes the reference and inspiration of financial fund investment model , financial capital performance budget management and financial fund performance audit . Finally , this paper puts forward the idea of making up the gap of basic public service funds in our country from three aspects : constructing the mechanism of overall planning and integrating the national comprehensive financial resources , promoting the system reform of the equalization of basic public services and the three major aspects of innovative fund raising . This paper makes a systematic and deep analysis of the basic public service funds by constructing the econometrics model .
