【摘要】：科學(xué)技術(shù)的發(fā)展是衡量一國綜合實力的重要標志,是促進生產(chǎn)力進步的決定性因素。當今社會,科技對經(jīng)濟增長貢獻度持續(xù)提高,我國對科技的重視程度也日益加深,不斷在財政上給予更多支持。隨著財政科技支出規(guī)模的提高,科技獲得了更強勁的發(fā)展動力。與此同時,促進財政科技支出規(guī)模與結(jié)構(gòu)的合理性,提高科技支出效率,加強科技支出對其他科技資金的引導(dǎo)作用,縮小科技支出的區(qū)域差異,成為目前財政科技支出管理的重點。在當前供給側(cè)改革的背景下,科技發(fā)展備受關(guān)注,解決財政科技支出面臨的問題勢在必行。本文首先分析了我國財政科技支出的規(guī)模、結(jié)構(gòu)及區(qū)域現(xiàn)狀,然后基于財政科技支出對科技產(chǎn)出的效率視角,構(gòu)建指標評價體系,建立DEA模型評價財政科技支出的靜態(tài)效率與動態(tài)效率并分析其原因。通過實證分析發(fā)現(xiàn):當前的財政科技支出存在規(guī)模不足及結(jié)構(gòu)不合理的問題,財政科技支出的效率整體上處于DEA無效的狀態(tài),區(qū)域差異明顯且形成原因不同,而要想改變現(xiàn)狀最迫切的是提高技術(shù)變化值。最后,根據(jù)實證分析結(jié)果,從完善支出增長機制、優(yōu)化結(jié)構(gòu)、加強管理來提高效率、加強區(qū)域科技資源交流、重視財政科技支出的引導(dǎo)作用五個方面給出了目前財政科技支出管理方向上的政策建議。
[Abstract]:The development of science and technology is an important symbol to measure the comprehensive strength of a country, is the decisive factor to promote productivity progress. In today's society, science and technology contribution to economic growth continued to increase, our country attaches great importance to science and technology level is also increasing continuously, give more financial support. As the scale of fiscal spending on technology improvement, technology obtained the development of more powerful. At the same time, promote the rational scale and structure of fiscal expenditure on science and technology, improve the efficiency of science and technology expenditure, strengthen the guiding role of science and technology expenditure on other technology funds, reduce regional differences of expenditure on science and technology, has become the focus of fiscal spending on technology management. In the current supply side reforms under the background of the development of science and technology has attracted much attention. To solve the problems facing the fiscal expenditure on science and technology is imperative. This paper first analyzes the fiscal expenditure on science and technology of our country the scale, structure and regional situation, and then The efficiency of fiscal spending on technology perspective on science and technology output based on the construction of evaluation index system, the establishment of DEA evaluation model of fiscal expenditure on science and technology of static efficiency and dynamic efficiency and analyzes its reason. Through empirical analysis found that the current scale of fiscal spending on technology and structure is not reasonable, the overall efficiency of the fiscal expenditure on science and technology in the DEA is invalid the state, significant regional differences and different causes, and to change the status quo is the most urgent to improve the technical change value. Finally, according to the results of empirical analysis, from improving the expenditure growth mechanism, optimize the structure, strengthen the management to improve efficiency, strengthen the regional science and technology resource exchange, pay attention to five aspects of the guiding role of the fiscal expenditure on science and technology policy recommendations are given on the direction of fiscal expenditure on science and technology management at present.
