【摘要】： 由于我國企業(yè)長期以來一直沿襲著資源粗放型的經(jīng)營模式,受到綠色壁壘的影響日益嚴重,同時,也影響了我國的可持續(xù)發(fā)展總體目標的實現(xiàn)。因此,如何順應國際綠色消費潮流,改變企業(yè)經(jīng)營模式,開展清潔生產(chǎn)審計,實施清潔生產(chǎn)戰(zhàn)略,從生產(chǎn)源頭開始節(jié)能、降耗、減污,實現(xiàn)全程控制,切實提高產(chǎn)品質(zhì)量,提高企業(yè)國際競爭力,就成為擺在我國出口企業(yè)面前的一大重要課題。 清潔生產(chǎn)作為一種新型的環(huán)境戰(zhàn)略,是實現(xiàn)我國可持續(xù)發(fā)展戰(zhàn)略目標的必經(jīng)之路,也是我國出口企業(yè)提高自身環(huán)保水平,突破綠色壁壘的根本途徑。清潔生產(chǎn)審計作為企業(yè)層面的一種環(huán)境管理工具,是企業(yè)實施清潔生產(chǎn)的重要前提。因此,研究我國出口企業(yè)的清潔生產(chǎn)審計模式以及清潔生產(chǎn)策略,對于我國出口企業(yè)的可持續(xù)發(fā)展具有重大的現(xiàn)實意義。 本文在介紹清潔生產(chǎn)審計的相關概念的基礎上,結(jié)合我國外貿(mào)出口形勢以及我國工業(yè)的可持續(xù)發(fā)展現(xiàn)狀,分析得出我國出口企業(yè)開展清潔生產(chǎn)審計的必要性。同時,在分析清潔生產(chǎn)審計與環(huán)境管理體系審計的異同的基礎上,提出了出口企業(yè)清潔生產(chǎn)審計的適用模式。 本文通過介紹我國清潔生產(chǎn)的開展情況,分析了我國清潔生產(chǎn)活動推進緩慢的主要原因在于企業(yè)缺乏積極性,對于實施清潔生產(chǎn)的經(jīng)濟效果認識不清。因此,本文從清潔生產(chǎn)的環(huán)境經(jīng)濟效益和市場經(jīng)濟效益方面,其中著重從市場經(jīng)濟效益角度,結(jié)合理論與實證,分析了清潔生產(chǎn)為企業(yè)帶來的直接經(jīng)濟效益,希望對激發(fā)企業(yè)開展清潔生產(chǎn)的積極性起到一定作用。 最后,本文從企業(yè)的清潔生產(chǎn)管理機制、綠色國際營銷機制以及政策激勵機制等,為推進我國出口企業(yè)的清潔生產(chǎn)活動提出了相關策略,以期對我國出口企業(yè)提高自身環(huán)保水平,突破綠色壁壘,實現(xiàn)長足發(fā)展起到借鑒作用。 本文運用理論與實證相結(jié)合的方法,在分析清潔生產(chǎn)經(jīng)濟效果的基礎上,研究了我國出口企業(yè)的可持續(xù)發(fā)展策略,既有理論探討價值,又為政府和企業(yè)調(diào)整發(fā)展戰(zhàn)略提供決策參考,具有一定的現(xiàn)實意義。
[Abstract]:As the enterprises of our country have been following the extensive management mode of resources for a long time, the influence of green barrier is becoming more and more serious, at the same time, it also affects the realization of the overall goal of sustainable development of our country. Therefore, how to conform to the international trend of green consumption, change the business model of enterprises, carry out cleaner production audit, implement cleaner production strategy, start from the source of production, reduce consumption, reduce pollution, realize the whole process control, and improve the quality of products, Improving the international competitiveness of enterprises has become an important subject in front of our export enterprises. Cleaner production, as a new environmental strategy, is the only way to achieve the strategic goal of sustainable development of our country. It is also the fundamental way for our export enterprises to improve their own environmental protection level and break through the green barrier. As an environmental management tool at enterprise level, cleaner production audit is an important prerequisite for enterprises to implement cleaner production. Therefore, it is of great practical significance for the sustainable development of Chinese export enterprises to study the cleaner production audit mode and cleaner production strategy of our country's export enterprises. On the basis of introducing the related concepts of cleaner production audit, combined with the situation of China's foreign trade export and the present situation of sustainable development of China's industry, this paper analyzes the necessity of carrying out cleaner production audit in Chinese export enterprises. At the same time, on the basis of analyzing the similarities and differences between cleaner production audit and environmental management system audit, the suitable mode of cleaner production audit for export enterprises is put forward. By introducing the development of cleaner production in China, this paper analyzes the main reason for the slow progress of cleaner production in China lies in the lack of enthusiasm of enterprises and the unclear understanding of the economic effect of implementing cleaner production. Therefore, this paper analyzes the direct economic benefits brought by cleaner production to enterprises from the aspect of environmental economic benefit and market economic benefit of cleaner production, especially from the angle of market economic benefit, combined with theory and demonstration. Hope to stimulate the enthusiasm of clean production enterprises play a certain role. Finally, from the cleaner production management mechanism, green international marketing mechanism and policy incentive mechanism of enterprises, this paper puts forward some relevant strategies for promoting cleaner production activities of Chinese export enterprises. In order to improve our export enterprises to improve their own environmental protection level, break through green barriers, to achieve considerable development play a reference role. On the basis of analyzing the economic effect of cleaner production, this paper studies the sustainable development strategy of Chinese export enterprises by combining theory and practice. It also provides the decision-making reference for the government and the enterprise to adjust the development strategy, which has certain realistic significance.
