【摘要】： 嚴(yán)重的環(huán)境污染和生態(tài)破壞已給社會經(jīng)濟(jì)的發(fā)展和人們的生活 帶來不良影響，形成現(xiàn)實的和潛在的威脅。這種情況導(dǎo)致了公眾環(huán) 境意識的覺醒和環(huán)境保護(hù)運動的興起，促使各國政府制定環(huán)境保護(hù) 政策和采取實際措施，環(huán)境問題給公司帶來的法律風(fēng)險和經(jīng)濟(jì)損失越 來越大。在此情況下，七十年代產(chǎn)生的環(huán)境審計逐步成為組織進(jìn)行 有效環(huán)境管理的重要工具，并開始運用于各個領(lǐng)域。汽車交通運輸 給社會經(jīng)濟(jì)發(fā)展帶來了巨大的財富，起到了發(fā)展經(jīng)濟(jì)的“橋梁”作 用，然而由于汽車交通發(fā)展的不平衡，特別是運輸設(shè)施的現(xiàn)代化程 度不高，高速發(fā)展的汽車交通運輸也帶來了不可低估的環(huán)境問題， 汽車交通環(huán)保的國際性和廣泛性愈來愈突出。探討環(huán)境審計在汽車 交通運營環(huán)境管理領(lǐng)域的運用，改善汽車交通運營的環(huán)境績效，已 勢在必行。 汽車交通運營的環(huán)境審計過程涉及到許多問題的調(diào)查，包括： 汽車交通運輸管理、雇員往返、土地規(guī)劃、汽車交通廢物的管理、 往返、停車及公共交通方面的個人政策。此外，還針對汽車交通運 營法規(guī)的符合性、政府和行業(yè)及組織標(biāo)準(zhǔn)、政策和實施準(zhǔn)則的一致 性進(jìn)行了評價。由此，汽車交通運營的環(huán)境審計通過對組織現(xiàn)有汽 車交通運營政策和實踐進(jìn)行評價，鑒定出其中造成環(huán)境污染的領(lǐng)域 和環(huán)節(jié)，有助于改善組織的環(huán)境管理程序。更重要的是，汽車交通 運營的環(huán)境審計不僅診斷出組織運作的問題所在，而且分析了產(chǎn)生 問題的根本原因，提出了解決方法，并建議相應(yīng)的行動計劃來保證 環(huán)境改善行動的實現(xiàn)。因此，通過實施汽車交通運營的環(huán)境審計， 組織能有效地評價和提高他們的汽車交通運營政策和實踐，能夠在 提高組織生產(chǎn)率同時有力地節(jié)約原材料和能源、減少各種汽車交通 廢棄物的排放、實現(xiàn)汽車交通運營中廢物最少化，從而防止環(huán)境退 化。 本篇論文分為五個部分： 第一部分通過詳細(xì)分析環(huán)境審計的程序，，闡明環(huán)境審計不僅是 診斷組織內(nèi)部造成環(huán)境損害原因的工具，更是幫助組織改善和提高 環(huán)境績效的有效工具。 第二部分分析了汽車交通運營造成的各種環(huán)境問題，從而揭示 了對汽車交通運營加強環(huán)境管理的迫切性。 第三部分提出了環(huán)境審計在汽車交通運營領(lǐng)域的運用，主要探討 了汽車交通運營環(huán)境審計的重要性質(zhì)及其具體的審計內(nèi)容。 第四部分選取了三個案例具體說明環(huán)境審計在汽車交通運營領(lǐng)域 的運用。 第五部分根據(jù)案例研究的結(jié)果提出了一些改善汽車交通運營領(lǐng)域 環(huán)境績效的建議和措施。
