【摘要】: 進(jìn)入20世紀(jì)80年代以后,提高人們的環(huán)境意識(shí),減少環(huán)境破壞被提到了議事日程,環(huán)境教育已成為一種合理的選擇。大學(xué)作為國(guó)家輸送建設(shè)人才和管理人才的重要載體,自然擔(dān)當(dāng)了提高環(huán)境保護(hù)意識(shí)的重任。建立綠色大學(xué)不僅使教師和學(xué)生的環(huán)境意識(shí)得到提高、實(shí)踐能力得到增強(qiáng),學(xué)校環(huán)境質(zhì)量得到改善,而且還通過(guò)學(xué)生帶動(dòng)家庭,通過(guò)家庭帶動(dòng)社區(qū),通過(guò)社區(qū)帶動(dòng)公民更廣泛地參與保護(hù)環(huán)境的行動(dòng),產(chǎn)生廣泛有益的社會(huì)影響。建立綠色大學(xué),不僅是環(huán)境教育的一種有效方式,而且是實(shí)施素質(zhì)教育的重要載體,為提高學(xué)生綜合素質(zhì)開(kāi)辟一條新的途徑,從而對(duì)實(shí)現(xiàn)社會(huì)和環(huán)境的可持續(xù)發(fā)展產(chǎn)生持久而長(zhǎng)遠(yuǎn)的影響。因此,建立綠色大學(xué)是學(xué)校參與全社會(huì)環(huán)境保護(hù)與可持續(xù)發(fā)展行動(dòng)的起點(diǎn)和標(biāo)志,在可持續(xù)發(fā)展實(shí)踐中具有重要意義。 本文著重討論了綠色大學(xué)的產(chǎn)生的背景、環(huán)境管理體系的基礎(chǔ)知識(shí),提出了建立綠色大學(xué)的框架,,并討論了綠色大學(xué)的審計(jì)。 本論文的結(jié)構(gòu)安排如下: 第一章:綠色大學(xué)產(chǎn)生的背景及意義。該部分主要論述了綠色大學(xué)的定義、產(chǎn)生的背景以及建立綠色大學(xué)的意義,同時(shí)介紹了綠色大學(xué)在國(guó)外的應(yīng)用經(jīng)驗(yàn)。 第二章:ISO14000的基礎(chǔ)知識(shí)。該部分主要介紹了ISO標(biāo)準(zhǔn)化組織、ISO14000標(biāo)準(zhǔn)產(chǎn)生的過(guò)程以及環(huán)境管理體系的核心思想。 第三章:綠色大學(xué)環(huán)境管理體系的建立與實(shí)施。該部分主要論述了綠色大學(xué)環(huán)境管理體系建立的原則、步驟以及實(shí)施方法,提出了具體的戰(zhàn)略實(shí)施方案。 第四章:綠色大學(xué)環(huán)境管理體系審計(jì)。該部分主要從綠色大學(xué)的審計(jì)著手,深入的分析了綠色大學(xué)審計(jì)的指標(biāo)以及范圍,重點(diǎn)分析了綠色大學(xué)內(nèi)部、外部審計(jì)的步驟。 第五章:我國(guó)綠色大學(xué)審計(jì)的討論。該部分列舉了清華大學(xué)綠色大學(xué)的探索和浙江大學(xué)宿舍的環(huán)境管理;在此基礎(chǔ)上對(duì)我國(guó)綠色大學(xué)建立的現(xiàn)狀及未來(lái)發(fā)展趨勢(shì)進(jìn)行討論。 本文是作者致力于環(huán)境審計(jì)課題研究過(guò)程中,對(duì)綠色大學(xué)環(huán)境管理體系審計(jì)進(jìn)行學(xué)習(xí)、探索和思考的總結(jié),其特色之處主要體現(xiàn)于兩點(diǎn): 一、在對(duì)一些國(guó)家的綠色學(xué)校的建立情況進(jìn)行分析的基礎(chǔ)上,針對(duì)具體的環(huán)境問(wèn)題制定了具體戰(zhàn)略,形成了創(chuàng)建綠色大學(xué)的框架。 二、在介紹綠色大學(xué)審計(jì)程序時(shí),嘗試進(jìn)行了計(jì)算機(jī)編程,將可行性分析這一審計(jì)階段用電腦進(jìn)行了演示,對(duì)于整個(gè)審計(jì)程序的計(jì)算機(jī)化起到了推動(dòng)作用。
[Abstract]:After entering 1980s, improving people's environmental awareness and reducing environmental damage has been put on the agenda. Environmental education has become a reasonable choice. As an important carrier for the national transportation and construction of talents and management talents, the University naturally takes on the important task of improving the awareness of environmental protection. The awareness of the environment has been improved, the practical ability is enhanced, the quality of the school environment is improved, and the social impact of the community is driven through the family, the community is driven by the family and the more extensive participation of citizens in the protection of the environment through the community. The establishment of green universities is not only an effective way of environmental education. It is also an important carrier for the implementation of quality education. It opens up a new way to improve the comprehensive quality of students, and has a lasting and long-term impact on the sustainable development of society and the environment. Therefore, the establishment of green universities is the starting point and symbol of the school participation in the environmental protection and sustainable development of the whole society, and it is sustainable. It is of great significance in the practice of development.
This paper discusses the background of the Green University, the basic knowledge of the environmental management system, the framework for the establishment of green universities, and the audit of green universities.
The structure of this paper is as follows:
The first chapter is the background and significance of green university. This part mainly discusses the definition of Green University, the background and significance of Establishing Green University, and introduces the application experience of green university abroad.
The second chapter: the basic knowledge of ISO14000. This part mainly introduces the standardization organization of ISO, the process of ISO14000 standard and the core idea of environmental management system.
The third chapter: the establishment and implementation of the green university environment management system. This part mainly discusses the principles, steps and implementation methods of the green university environment management system, and puts forward the specific strategy implementation plan.
The fourth chapter: Green University environmental management system audit. This part mainly from the green university audit, in-depth analysis of the green university audit index and scope, focusing on the Green University, the external audit steps.
The fifth chapter: the discussion of green university audit in China. This part lists the exploration of Green University of Tsinghua University and the environment management of the dormitory of Zhejiang University. On this basis, the present situation and future development trend of Green University in China are discussed.
This article is a summary of the study, exploration and thinking of environmental management system audit of green university during the research process of environmental audit, which is mainly reflected in two points:
First, on the basis of the analysis of the establishment of green schools in some countries, specific strategies are formulated for specific environmental problems, and a framework for the creation of green universities is formed.
Two, when introducing the audit procedure of Green University, the computer programming was tried and the feasibility analysis was demonstrated by computer, which played an important role in the computerization of the whole audit procedure.
