【摘要】:重點(diǎn)建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)系統(tǒng)(Vital Construction Project Remote Auditing System,簡稱VCPRAS)是一個(gè)利用計(jì)算機(jī)網(wǎng)絡(luò)和審計(jì)軟件對重點(diǎn)建設(shè)項(xiàng)目實(shí)施遠(yuǎn)程審計(jì)的系統(tǒng)。通過調(diào)查研究,關(guān)于建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)的審計(jì)系統(tǒng)及相關(guān)軟件在國內(nèi)還是極少的,但實(shí)施重點(diǎn)建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)是國務(wù)院和審計(jì)署對各級審計(jì)機(jī)關(guān)的一貫要求。 本論文是適應(yīng)當(dāng)前建設(shè)項(xiàng)目審計(jì)工作的需要,對重點(diǎn)建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)系統(tǒng)的設(shè)計(jì)進(jìn)行初步的探索和研究,嘗試提出了重點(diǎn)建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)系統(tǒng)的一般性構(gòu)思并對該系統(tǒng)中的主要子系統(tǒng)進(jìn)行了闡述,對子系統(tǒng)的設(shè)計(jì)重在進(jìn)行功能分析和數(shù)據(jù)處理,以此作為深入設(shè)計(jì)如系統(tǒng)界面和數(shù)據(jù)庫編程等工作的基礎(chǔ)。 首先,本文通過對國內(nèi)外遠(yuǎn)程審計(jì)系統(tǒng)設(shè)計(jì)的發(fā)展現(xiàn)狀的分析和研究后,重點(diǎn)指出了其存在的缺陷,又結(jié)合建設(shè)項(xiàng)目自身的特點(diǎn),提出建立建設(shè)項(xiàng)目遠(yuǎn)程系統(tǒng)的必要性和意義。 其次,對建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)系統(tǒng)的建立提出總體設(shè)計(jì)構(gòu)想并具體分析了此系統(tǒng)所具備的基本需求功能。從系統(tǒng)的結(jié)構(gòu)設(shè)計(jì)、功能設(shè)計(jì)以及可靠性和安全性設(shè)計(jì)三個(gè)方面詳細(xì)闡述了該系統(tǒng)的整體結(jié)構(gòu)。然后對系統(tǒng)預(yù)實(shí)現(xiàn)的功能模塊的內(nèi)容及相互關(guān)系進(jìn)行了探討。 最后,對遠(yuǎn)程審計(jì)系統(tǒng)所主要采用的技術(shù),如審計(jì)通用數(shù)據(jù)接口、網(wǎng)絡(luò)安全技術(shù)與內(nèi)部控制、數(shù)據(jù)備份等進(jìn)行了探討,對技術(shù)的解決方案提出了總體構(gòu)思。本文提出用公開密鑰加密系統(tǒng)的數(shù)字簽用圖表的形式提高保密能力。用圖表的形式構(gòu)建出重點(diǎn)建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)系統(tǒng)預(yù)實(shí)現(xiàn)的功能模塊,對于比較重要的財(cái)務(wù)收支審計(jì)系統(tǒng)設(shè)計(jì),又以表格的形式突出了審計(jì)要點(diǎn),并對內(nèi)部控制提出了自己的看法,從網(wǎng)絡(luò)安全一般控制和安全應(yīng)用控制兩方面進(jìn)行闡述。 由于本文只是建設(shè)項(xiàng)目遠(yuǎn)程審計(jì)信息系統(tǒng)的設(shè)計(jì)初探,因此本文不涉及到系統(tǒng)編程和界面設(shè)計(jì)。本系統(tǒng)的設(shè)計(jì)開發(fā)有助于提高審計(jì)工作的質(zhì)量和效率,并試圖為其他類型的遠(yuǎn)程審計(jì)系統(tǒng)的設(shè)計(jì)提供一些思路。
[Abstract]:Vital Construction Project Remote Auditing System (VCPRAS) is a system that uses computer network and audit software to carry out remote audit for key construction projects. Through investigation and research, the audit system and related software about the construction project remote audit are few in our country, but the implementation of the key construction project remote audit is the consistent requirement of the State Council and the Audit Office to audit institutions at all levels. This paper is to meet the needs of the current construction project audit work, the design of the key construction project remote audit system is a preliminary exploration and research. This paper attempts to put forward the general conception of the remote audit system for key construction projects, and expounds the main subsystems in the system. The design of the subsystems is focused on the functional analysis and data processing. This is the foundation of deep design such as system interface and database programming. Firstly, through the analysis and research on the present situation of the design of remote audit system at home and abroad, this paper points out the defects of the system, and puts forward the necessity and significance of establishing the remote system of the construction project according to the characteristics of the construction project itself. Secondly, the overall design concept of the remote audit system for the construction project is put forward and the basic function of the system is analyzed in detail. The overall structure of the system is described in detail from three aspects: structure design, function design and reliability and security design. Then, the content and the relationship of the function module are discussed. Finally, the main technologies used in the remote audit system, such as general audit data interface, network security technology and internal control, data backup and so on, are discussed, and the solution of the technology is put forward. In this paper, the public key encryption system is proposed to improve the security of digital sign-chart. The function modules of remote audit system for key construction projects are constructed in the form of charts. For the more important design of financial revenue and expenditure audit system, the key points of audit are highlighted in the form of tables. At the same time, the author puts forward his own views on the internal control, and expounds the general network security control and the security application control. Since this paper is only a preliminary study on the design of the remote audit information system of the construction project, the system programming and interface design are not involved in this paper. The design and development of this system is helpful to improve the quality and efficiency of audit work, and try to provide some ideas for the design of other kinds of remote audit system.
