【摘要】： 20世紀(jì)是石油的世紀(jì),大國(guó)一直在圍繞石油展開(kāi)爭(zhēng)奪,而21世紀(jì)將是水的世紀(jì),因?yàn)殡S著人口的增長(zhǎng),水資源將嚴(yán)重不足。世界水資源委員會(huì)主席薩拉杰丁說(shuō),水土資源狀況嚴(yán)重惡化不能僅僅被看作是一個(gè)環(huán)境問(wèn)題,而更應(yīng)被看作是一個(gè)關(guān)系到各國(guó)能否持續(xù)發(fā)展的關(guān)鍵問(wèn)題。這些結(jié)論的得出都是基于這樣一個(gè)基本事實(shí),即世界水荒愈演愈烈,人類(lèi)面臨生存危機(jī)。 在這種背景下,正確分析我國(guó)當(dāng)前的水環(huán)境形勢(shì)和我們工作中的問(wèn)題,大力開(kāi)展水環(huán)境政府績(jī)效審計(jì),建立切實(shí)可行的政府環(huán)境績(jī)效審計(jì)標(biāo)準(zhǔn)和相應(yīng)的水環(huán)境政府績(jī)效審計(jì)指標(biāo)體系,從而對(duì)水環(huán)境的狀況進(jìn)行有效的監(jiān)督管理,這對(duì)于改善我國(guó)水環(huán)境的狀況,改善生態(tài)環(huán)境,促進(jìn)可持續(xù)發(fā)展,迎接新世紀(jì)水環(huán)境問(wèn)題的挑戰(zhàn)具有重大的現(xiàn)實(shí)意義。 本文采用規(guī)范研究的方法,歸納分析了國(guó)內(nèi)外政府在水環(huán)境方面開(kāi)展的審計(jì)工作,并對(duì)水環(huán)境的概念做出了清晰的界定。同時(shí),本文以PSR概念框架指標(biāo)體系和綠色GDP政府績(jī)效考核體系為基礎(chǔ),建立了政府環(huán)境績(jī)效審計(jì)的兩大標(biāo)準(zhǔn),即基礎(chǔ)標(biāo)準(zhǔn)和較高層次的標(biāo)準(zhǔn),并以此為指導(dǎo)建立了關(guān)于我國(guó)水環(huán)境政府績(jī)效審計(jì)的指標(biāo)體系,希望可以對(duì)我國(guó)水環(huán)境狀況的改善盡一份微薄之力。
[Abstract]:The twentieth Century is the century of oil, oil powers have been around in battle, and in twenty-first Century will be the century of water, because with the increase of population, water resources will be a serious shortage of water resources in the world. The chairman of the Committee Sarah Jay Martin said, a serious deterioration in the situation of water and soil resources not only can be seen as an environmental problem, but also should be considered a key problem is related to the country's sustainable development. These conclusions are based on such a basic fact, that the world water shortage intensified, mankind is facing a crisis of survival.
In this context, the correct analysis of the current situation of water environment and in our work, vigorously carry out water environmental performance audit of government, establish a feasible government environmental performance auditing standards and the corresponding water environment government performance audit index system, effective supervision and management of water and environment, for it to improve the water environment in our country, improve the ecological environment, promoting sustainable development, is of great practical significance to water environmental problems, the challenge of the new century.
This paper uses the method of normative research, summed up the development of domestic and foreign government in the water environment of the audit work, and the concept of water environment has made a clear definition. At the same time, based on the conceptual framework of PSR and green GDP index system of government performance evaluation system, established two standards of government environmental performance audit that is, basic standards and higher standards, and as a guide to establish the index system on China's water environment government performance audit, the hope of the status of China's water environment improvement as a meager force.
