【摘要】：本文立足于近年的審計(jì)實(shí)踐,根據(jù)"十一五規(guī)劃"和"十七大"確定的財(cái)稅改革目標(biāo),提出應(yīng)處理好轉(zhuǎn)移支付審計(jì)與公共財(cái)政改革、社會(huì)經(jīng)濟(jì)發(fā)展、加強(qiáng)依法行政的關(guān)系,以綜合績(jī)效審計(jì)為著力點(diǎn)和落腳點(diǎn),監(jiān)督與服務(wù)并重,公平與效率兼顧,促進(jìn)規(guī)劃、計(jì)劃與資金管理的結(jié)合,促進(jìn)轉(zhuǎn)移支付政策效益和整體效益的提高。
[Abstract]:Based on the audit practice in recent years, according to the objectives of fiscal and taxation reform set in the Eleventh Five-Year Plan and the 17th National Congress, this paper puts forward that the relationship between transfer payment audit and public finance reform, social and economic development, and administration by law should be handled well.With the comprehensive performance audit as its focus, supervision and service should be paid equal attention to, fairness and efficiency should be taken into account, the combination of planning, planning and fund management should be promoted, and the efficiency of transfer payment policy and the whole benefit should be improved.
