【摘要】：隨著鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)的起動(dòng),經(jīng)濟(jì)區(qū)建設(shè)中的民生審計(jì)問題就是一個(gè)倍受關(guān)注的問題,因?yàn)榻?jīng)濟(jì)區(qū)建設(shè)中的大多工程或者本身就是民生工程,或者是對(duì)民生問題可能產(chǎn)生負(fù)面影響的工程�？梢酝ㄟ^開展民生審計(jì)來促成民生工程按規(guī)定的要求來建設(shè),以達(dá)到預(yù)期的質(zhì)量和效果；監(jiān)督那些對(duì)民生問題產(chǎn)生負(fù)面影響的工程建設(shè)單位切實(shí)采取好應(yīng)對(duì)措施和救濟(jì)措施,將工程對(duì)民生的負(fù)面影響控制在規(guī)定的范圍內(nèi)和將惠民救濟(jì)措施執(zhí)行到位。 由于民生審計(jì)在我國(guó)尚屬新的領(lǐng)域,針對(duì)大型園區(qū)建設(shè)中的民生審計(jì)更是案例不多,缺乏成熟的套路可借鑒,當(dāng)前鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)中的民生審計(jì)還存在一定的不規(guī)范之處,處于摸索前進(jìn)的狀況。因此,相關(guān)審計(jì)部門要深入了解鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)中民生審計(jì)的特點(diǎn)、審計(jì)的內(nèi)容、審計(jì)重點(diǎn)和相應(yīng)的審計(jì)方法。省審計(jì)廳也有必要統(tǒng)一組織審計(jì)資源,采取相應(yīng)的措施,對(duì)鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)的民生審計(jì)工作作進(jìn)一步的改進(jìn)。
[Abstract]:With the start of the construction of the Poyang Lake Ecological Economic Zone, the issue of people's livelihood audit in the construction of the economic zone is a matter of great concern, because most of the projects in the construction of the economic zone or itself are livelihood projects. Or a project that may have a negative impact on people's livelihood. We can carry out people's livelihood audit to promote the construction of people's livelihood according to the prescribed requirements, in order to achieve the expected quality and effect; To supervise those construction units that have a negative impact on people's livelihood to take effective response measures and relief measures, to control the negative impact of the project on the people's livelihood within the prescribed scope and to implement the relief measures for the benefit of the people. Because people's livelihood audit is still a new field in our country, there are few cases of people's livelihood audit in large-scale park construction, and there is no mature routine to learn from it. At present, there are still some irregularities in people's livelihood audit in the construction of Poyang Lake Ecological Economic Zone, which is in the condition of groping forward. Therefore, the relevant audit departments should deeply understand the characteristics of people's livelihood audit in the construction of Poyang Lake Ecological Economic Zone. It is also necessary for the Audit Office of the province to organize audit resources and take corresponding measures to further improve the people's livelihood audit work in the construction of Poyang Lake Ecological Economic Zone.
