【摘要】：隨著中國經(jīng)濟(jì)的快速發(fā)展,城市化進(jìn)程步入快車道,國內(nèi)地方開發(fā)節(jié)奏不斷加快,地方政府不斷加快基礎(chǔ)設(shè)施投資,而政府融資平臺在地方政府解決資金短缺以及融資渠道缺乏的過程中發(fā)揮了巨大的作用。尤其是在2008年金融危機(jī)之后其作用就跟為突顯,地方政府借助地方融資平臺采用各種籌集到大量的社會資金投資于城市基礎(chǔ)設(shè)施建設(shè)當(dāng)中。濱海旅游區(qū)國資開發(fā)公司作為當(dāng)?shù)卣谫Y建設(shè)平臺,公司在經(jīng)營發(fā)展過程中對于本區(qū)域城市基礎(chǔ)設(shè)施建設(shè)發(fā)揮了巨大的作用。但作者在平時的工作實踐中也發(fā)現(xiàn),公司受制于體制的影響,存在權(quán)責(zé)不明、融資手段單一、融資效率偏低等問題,在潛在的公司經(jīng)營風(fēng)險不斷增大的過程中,公司的管理模式、投融資方式已經(jīng)成為制約公司乃至整個地區(qū)發(fā)展的瓶頸。在這一背景下,本文將從國資開發(fā)公司的現(xiàn)狀入手,借鑒國內(nèi)外相關(guān)企業(yè)融資、風(fēng)險控制、項目投資等理論,結(jié)合國內(nèi)先進(jìn)地區(qū)地方融資好方法,深入分析國資開發(fā)公司在發(fā)展過程中存在的問題,并正對問題提出一套符合地區(qū)實際情況的投融資模式,以實現(xiàn)平臺公司健康可持續(xù)發(fā)展,并進(jìn)一步促進(jìn)本地區(qū)社會、經(jīng)濟(jì)的良性發(fā)展。本文闡述了政府、公司融資和基礎(chǔ)設(shè)施項目融資的相關(guān)理論,從政府投融資的成本、效率和風(fēng)險對濱海旅游區(qū)國資開發(fā)公司的運(yùn)行模式進(jìn)行分析,指出公司運(yùn)營模式中存在的主要問題。運(yùn)用對比分析和實例匯總的方法,對于本地區(qū)政府公共基礎(chǔ)設(shè)施建設(shè)和公司的投融資實際情況提出適合的改進(jìn)模式,其具體的改進(jìn)方式是憑借政府授予公司在本地區(qū)土地的一級開發(fā)(土地收儲)職權(quán),設(shè)置專門的管理部門,與地區(qū)政府協(xié)作,每年公共設(shè)施投資計劃制定合理的土地收入平衡方案,同時在此基礎(chǔ)上,引入城市投資基金的融資方式,并進(jìn)一步介紹了整體基金的運(yùn)營方式,最后本文提出對于整體模式改進(jìn)的保障措施,并希望公司在日后的經(jīng)營中能夠更好的發(fā)揮政府投融資平臺的作用。
[Abstract]:With the rapid development of China's economy, the process of urbanization has entered the fast track, the pace of domestic local development has been speeding up, and local governments have constantly accelerated investment in infrastructure. And the government financing platform plays a great role in solving the shortage of funds and the lack of financing channels. Especially in the aftermath of the 2008 financial crisis its role has been highlighted by local governments using local financing platforms to raise large amounts of social funds to invest in urban infrastructure. As a local government financing and construction platform, Binhai Tourism area State-owned Development Corporation has played a great role in the construction of urban infrastructure in the course of operation and development. However, the author also finds that the company is restricted by the influence of the system, has problems such as unclear power and responsibility, single financing means, low financing efficiency and so on, and in the process of increasing the risk of the potential company's operation, the author also finds out that the company is restricted by the influence of the system. The company's management mode, investment and financing has become the bottleneck of the development of the company and even the whole region. Under this background, this article will start with the current situation of the state-owned development company, draw lessons from the domestic and foreign relevant enterprise financing, risk control, project investment and other theories, combine the domestic advanced area local financing good method, An in-depth analysis of the problems existing in the development process of state-owned development companies, and is putting forward a set of investment and financing models in line with the actual situation of the region, in order to achieve the healthy and sustainable development of platform companies, and to further promote the society of the region, The benign development of the economy. This paper expounds the relevant theories of government, company financing and infrastructure project financing, and analyzes the operation mode of state-owned development company in coastal tourism area from the cost, efficiency and risk of government investment and financing. It points out the main problems existing in the operation mode of the company. Using the methods of comparative analysis and case summary, this paper puts forward a suitable mode of improvement for the construction of government public infrastructure and the actual situation of investment and financing of companies in the region. Its specific way of improvement is by virtue of the authority granted by the government to companies to develop at the level of land in the region (land collection and storage), the establishment of special management departments, in collaboration with regional governments, Every year the public facilities investment plan formulates the reasonable land income balance plan, at the same time, on this basis, introduces the financing mode of the urban investment fund, and further introduces the operation mode of the whole fund. Finally, this paper puts forward the safeguard measures for the improvement of the whole model, and hopes that the company can better play the role of the government investment and financing platform in the future operation.
