基于PPP模式的云南旅游景區(qū)投融資研究

【摘要】：云南正在努力實現(xiàn)從旅游大省向旅游強省的歷史跨越。云南旅游業(yè)尤其是旅游景區(qū)正面臨著產(chǎn)品升級換代和結(jié)構(gòu)優(yōu)化調(diào)整的挑戰(zhàn),亟需大規(guī)模引入社會資本,以彌補建設(shè)資金的嚴重不足。但云南旅游投融資總體現(xiàn)狀不太理想,雖然近年來有所改善,但仍存在著渠道不暢、主體不足等許多問題。與東部發(fā)達地區(qū)相比,新的投融資模式的創(chuàng)新和運用還很滯后。國內(nèi)社會資本特別是民營資本大規(guī)模投資旅游業(yè)的背景下,中央政府鼓勵和推廣PPP模式,政府與社會資本合作勢在必行。研究聚焦于云南旅游景區(qū)投融資問題,利用PPP模式來解決云南省目前旅游景區(qū)投融資不足的問題,在對云南旅游景區(qū)引入PPP模式進行可行性分析的基礎(chǔ)上,基于層次分析法和風險博弈模型對具體案例進行實證研究,從而提出合理化建議,為云南旅游景區(qū)的發(fā)展提供借鑒與參考。文章主要分為以下四部分:第一部分是本文的第一章和第二章,在分析當前旅游快速發(fā)展的大背景下,把研究視角聚焦到旅游景區(qū)PPP融資領(lǐng)域,對國內(nèi)外相關(guān)文獻進行梳理,厘清PPP模式的概念和相關(guān)理論,從而為后續(xù)PPP模式應用于旅游景區(qū)投融資提供支撐。第二部分包括第三章和第四章,主要是對云南旅游投融資的現(xiàn)狀、發(fā)展歷程和主要問題進行分析,就PPP模式在云南旅游景區(qū)中的應用提供了理論和現(xiàn)實的依據(jù),本部分在全文起到了承上啟下的作用。第三部分是本文的核心研究內(nèi)容,主要是第五章,主要是以定量模型分析為主,包括層次分析法和風險博弈模型,在對建水古城景區(qū)基于這兩個模型分析后,論證了云南旅游景區(qū)引入PPP模式的可行性以及確定了合理的風險責任歸屬,并結(jié)合前文分析提出應用PPP模式的相關(guān)建議。第四部分即文章的第六章,得出全文研究結(jié)論,指出本文研究不足,并對未來的研究改進和創(chuàng)新做了進一步的展望。
[Abstract]:Yunnan is striving to realize the historical leapfrogging from a big tourist province to a strong tourist province. Yunnan tourism, especially tourist attractions, is facing the challenge of product upgrading and structural optimization adjustment. It is urgent to introduce social capital on a large scale in order to make up for the serious shortage of construction funds. However, the overall situation of Yunnan tourism investment and financing is not ideal. Although it has improved in recent years, there are still many problems, such as the lack of channels, the lack of main body and so on. Compared with the eastern developed regions, the innovation and application of the new investment and financing model is still lagging behind. Under the background of large-scale investment in tourism by domestic social capital, especially private capital, the central government encourages and popularizes the PPP model, and the cooperation between government and social capital is imperative. This paper focuses on the investment and financing problems of Yunnan tourist attractions, uses the PPP model to solve the problem of insufficient investment and financing in Yunnan tourism scenic spots at present, and analyzes the feasibility of introducing PPP model into Yunnan tourism scenic spots. Based on the analytic hierarchy process (AHP) and the risk game model, this paper makes an empirical study on the specific cases, and puts forward some reasonable suggestions, which can be used for reference and reference for the development of Yunnan tourist attractions. The article is divided into four parts: the first part is the first chapter and the second chapter of this article. Under the background of the analysis of the rapid development of tourism, the research perspective is focused on the PPP financing field of scenic spots, and the relevant literature at home and abroad is combed. To clarify the concept and related theories of PPP model, so as to provide support for the subsequent application of PPP model in investment and financing of tourist attractions. The second part includes the third chapter and the fourth chapter, mainly analyzes the present situation, the development course and the main question of Yunnan tourism investment and financing, and provides the theoretical and practical basis for the application of the PPP model in Yunnan tourism scenic spots. This part plays a connecting role in the full text. The third part is the core research content of this paper, mainly the fifth chapter, mainly is the quantitative model analysis, including the analytic hierarchy process and the risk game model, after analyzing the Jianshui ancient city scenic spot based on these two models, This paper demonstrates the feasibility of introducing the PPP model into Yunnan tourist attractions, and determines the reasonable risk responsibility attribution, and puts forward some relevant suggestions for the application of the PPP model in the light of the previous analysis. The fourth part is the sixth chapter of the article, draw the conclusion of the full text, point out the insufficiency of this research, and make a further prospect to the future research improvement and innovation.
