【摘要】：標(biāo)準(zhǔn)確立是旅游生態(tài)補(bǔ)償研究的核心問題之一�；诰C合化思維分析旅游生態(tài)補(bǔ)償標(biāo)準(zhǔn)確立的依據(jù)、內(nèi)容和方法,具有重要研究意義。本文按照內(nèi)化旅游開發(fā)外部成本和旅游生態(tài)保護(hù)外部效益的要求,分別從正、負(fù)外部性視角審視和分析旅游生態(tài)補(bǔ)償標(biāo)準(zhǔn)的類別構(gòu)成。其中,正外部性視角的補(bǔ)償標(biāo)準(zhǔn)分別包括基于旅游生態(tài)系統(tǒng)服務(wù)價(jià)值、基于旅游生態(tài)保護(hù)和建設(shè)投入以及基于旅游生態(tài)保護(hù)機(jī)會(huì)成本的補(bǔ)償標(biāo)準(zhǔn),而基于旅游生態(tài)環(huán)境治理成本和基于相關(guān)主體生態(tài)和經(jīng)濟(jì)利益損失的補(bǔ)償標(biāo)準(zhǔn)則構(gòu)成負(fù)外部性視角的旅游生態(tài)補(bǔ)償標(biāo)準(zhǔn)。以不同外部性視角的補(bǔ)償標(biāo)準(zhǔn)核算內(nèi)容為基礎(chǔ),以常用的生態(tài)效益法、成本法等為參照,可分別建立針對(duì)自然環(huán)境、旅游生態(tài)保護(hù)和建設(shè)者、旅游地社區(qū)居民等對(duì)象的旅游生態(tài)補(bǔ)償標(biāo)準(zhǔn)核算模型�，F(xiàn)實(shí)中,旅游地生態(tài)系統(tǒng)游憩服務(wù)功能的轉(zhuǎn)化方式及其價(jià)值核算方法、旅游生態(tài)補(bǔ)償對(duì)象的受償需求及補(bǔ)償主體的支付能力和意愿以及補(bǔ)償標(biāo)準(zhǔn)影響因素的時(shí)空差異性等,是值得進(jìn)一步關(guān)注和研究的問題。
[Abstract]:The establishment of standard is one of the core problems in the study of tourism ecological compensation. It is of great significance to analyze the basis, content and method of establishing tourism ecological compensation standard based on comprehensive thinking. According to the requirements of the external cost of internalized tourism development and the external benefits of tourism ecological protection, this paper examines and analyzes the category composition of tourism ecological compensation standards from the perspective of positive and negative externalities respectively. Among them, the compensation standards from the perspective of positive externality include the compensation standards based on the value of tourism ecosystem services, the investment in tourism ecological protection and construction, and the opportunity cost of tourism ecological protection. On the other hand, the compensation standard based on the cost of tourism ecological environment governance and the loss of ecological and economic benefits of related subjects constitutes the tourism ecological compensation standard from the perspective of negative externality. Based on the accounting contents of compensation standards from different externalities, and taking the common ecological benefit method and cost method as reference, we can set up the natural environment, tourism ecological protection and constructors, respectively. The standard accounting model of tourism ecological compensation for tourism community residents. In reality, the transformation mode of recreation service function of tourism ecological system and its value accounting method, the compensation demand of tourism ecological compensation object, the payment ability and willingness of compensation subject, and the space-time difference of influencing factors of compensation standard, etc. It is a problem worthy of further attention and study.
