【摘要】：本文在疏理已有鄉(xiāng)村旅游文獻(xiàn)的基礎(chǔ)上,通過對(duì)我國發(fā)展鄉(xiāng)村旅游的基層調(diào)研,從國家政策、實(shí)施效益及扶貧效果三個(gè)方面分析了鄉(xiāng)村旅游發(fā)展的動(dòng)因,從鄉(xiāng)村旅游資源形勢(shì)、面臨的約束、發(fā)展理念、發(fā)展模式以及支持政策五個(gè)方面剖析了鄉(xiāng)村旅游發(fā)展中存在的問題,并據(jù)此提出了促進(jìn)鄉(xiāng)村旅游發(fā)展的政策建議:盡快出臺(tái)促進(jìn)鄉(xiāng)村旅游發(fā)展的政策;制定詳盡的鄉(xiāng)村旅游操作手冊(cè);制定科學(xué)的鄉(xiāng)村旅游發(fā)展專項(xiàng)規(guī)劃;加大鄉(xiāng)村旅游經(jīng)營管理人才隊(duì)伍建設(shè);加強(qiáng)宣傳教育,提升鄉(xiāng)村旅游發(fā)展相關(guān)者的認(rèn)知水平;對(duì)鄉(xiāng)村旅游資源的生態(tài)承載力進(jìn)行科學(xué)評(píng)價(jià);建立和完善鄉(xiāng)村旅游資源保護(hù)的法規(guī)體系;建立與完善鄉(xiāng)村旅游發(fā)展的機(jī)制,增加政策供給精準(zhǔn)性和有效性。
[Abstract]:Based on the existing literature on rural tourism, this paper analyzes the causes of the development of rural tourism from the aspects of national policies, implementation benefits and poverty alleviation effects, and analyzes the situation of rural tourism resources through the investigation of the basic level of the development of rural tourism in China. This paper analyzes the problems existing in the development of rural tourism from the five aspects of constraints, development concepts, development models and supporting policies, and puts forward some policy suggestions for promoting the development of rural tourism: the policy of promoting the development of rural tourism is put forward as soon as possible; To draw up a detailed manual of rural tourism operations; to formulate a scientific special plan for rural tourism development; to increase the construction of rural tourism management personnel; to strengthen publicity and education; to enhance the cognitive level of those involved in rural tourism development; Scientific evaluation of the ecological carrying capacity of rural tourism resources; establishment and improvement of the legal system of rural tourism resources protection; establishment and improvement of rural tourism development mechanism to increase the accuracy and effectiveness of policy supply.
