【摘要】：生態(tài)旅游是一項(xiàng)依托豐富的生態(tài)、農(nóng)業(yè)資源而開展的旅游活動(dòng)。隨著人們生活水平的日益提高和改善，越來越多的人投身到生態(tài)旅游的行列之中，享受清新、輕松、健康的自然氛圍。青浦區(qū)，位于上海西北部，擁有豐富的生態(tài)旅游資源，是長(zhǎng)三角地區(qū)市民休閑旅游的重要集散地。生態(tài)旅游，作為現(xiàn)代農(nóng)業(yè)的發(fā)展主流，已成為青浦經(jīng)濟(jì)發(fā)展的重要組成部分。近年來，青浦區(qū)政府在推動(dòng)生態(tài)旅游發(fā)展的過程中發(fā)揮了重要的作用，但隨著新一輪政府改革的浪潮襲來，，在生態(tài)旅游發(fā)展中，政府究竟應(yīng)該扮演什么角色、發(fā)揮什么作用，做些什么、不做些什么、怎么做等，是青浦區(qū)生態(tài)旅游相關(guān)部門需要研究的重要課題。 本文結(jié)合青浦區(qū)在生態(tài)旅游發(fā)展中的工作實(shí)踐，對(duì)青浦區(qū)政府在推進(jìn)生態(tài)旅游發(fā)展過程中履行政府職能的現(xiàn)狀、存在的問題及原因進(jìn)行系統(tǒng)地梳理和分析，并借鑒韓國(guó)政府在生態(tài)旅游中的經(jīng)驗(yàn)做法，提出完善青浦區(qū)生態(tài)旅游的對(duì)策和建議，從而進(jìn)一步優(yōu)化政府行為機(jī)制，促進(jìn)青浦區(qū)生態(tài)旅游產(chǎn)業(yè)健康、有序、可持續(xù)發(fā)展。 本文運(yùn)用公共管理學(xué)、公共經(jīng)濟(jì)學(xué)和旅游管理學(xué)等相關(guān)學(xué)科的最新理論，結(jié)合生態(tài)旅游的特點(diǎn)，從理論和實(shí)踐的角度，尋找青浦區(qū)生態(tài)旅游發(fā)展中政府職能實(shí)現(xiàn)的最佳方式，探索青浦區(qū)生態(tài)旅游發(fā)展中政府職能轉(zhuǎn)變的有效手段，研究青浦區(qū)生態(tài)旅游職能部門實(shí)現(xiàn)服務(wù)型政府建設(shè)的科學(xué)化方式，對(duì)于進(jìn)一步提高青浦區(qū)生態(tài)旅游服務(wù)水平，促進(jìn)青浦區(qū)經(jīng)濟(jì)、社會(huì)發(fā)展，不斷提升政府職能的有效性，具有一定的理論、現(xiàn)實(shí)意義。
[Abstract]:Ecotourism is a tourism activity based on abundant ecological and agricultural resources. With the improvement and improvement of people's living standard, more and more people join the ranks of ecotourism and enjoy the natural atmosphere of fresh, relaxed and healthy. Qingpu District, located in the northwest of Shanghai, has abundant ecotourism resources and is an important distribution center for leisure tourism in Yangtze River Delta. Ecological tourism, as the mainstream of modern agriculture, has become an important part of Qingpu economic development. In recent years, the Qingpu district government has played an important role in promoting the development of ecotourism. However, with the new wave of government reform, what role and role should the government play in the development of ecotourism? What to do, what not to do, how to do, is an important subject for the ecotourism departments in Qingpu District. Combined with the work practice of Qingpu District in the development of ecotourism, this paper systematically combs and analyzes the present situation, existing problems and reasons of the government function in the process of promoting the development of ecotourism in Qingpu District. Based on the experience and practice of the Korean government in ecotourism, the paper puts forward the countermeasures and suggestions to perfect the eco-tourism in Qingpu District, so as to further optimize the government behavior mechanism and promote the healthy, orderly and sustainable development of eco-tourism industry in Qingpu District. Based on the latest theories of public management, public economics and tourism management and the characteristics of ecotourism, this paper tries to find the best way to realize the function of government in the development of eco-tourism in Qingpu district from the angle of theory and practice. This paper explores the effective means of government function transformation in the development of eco-tourism in Qingpu district, and studies the scientific way to realize the construction of service-oriented government in the functional department of eco-tourism in Qingpu District, which will further improve the service level of eco-tourism in Qingpu District. It is of theoretical and practical significance to promote the economic and social development of Qingpu District and to continuously improve the effectiveness of government functions.
