南寧青秀山創(chuàng)建國家5A級旅游景區(qū)項目風(fēng)險管理研究

【摘要】：隨著人們生活水平日益提高和閑暇時間增多,旅游需求不斷增長。旅游業(yè)是戰(zhàn)略性產(chǎn)業(yè),資源消耗低,帶動系數(shù)大,就業(yè)機會多,綜合效益好。改革開放以來,我國旅游業(yè)快速發(fā)展,產(chǎn)業(yè)規(guī)模不斷擴大,產(chǎn)業(yè)體系日趨完善。旅游景區(qū)是旅游活動的核心和空間載體,是旅游系統(tǒng)中最重要的組成部分,也是激勵旅游者出游最主要的目的和因素。 中國的旅游景區(qū)質(zhì)量等級劃分為五級,從高到低依次為5A、4A、3A、2A、1A級旅游景區(qū)。5A是一套規(guī)范性標準化的質(zhì)量等級評定體系,是全國旅游景區(qū)(點)最高等級榮譽,是中國旅游精品景區(qū)的標桿。 本文站在南寧青秀山旅游風(fēng)景區(qū)的角度上,以項目管理理論為基礎(chǔ),綜合運用風(fēng)險識別、風(fēng)險評估和風(fēng)險管理對策的理論和方法,對南寧青秀山創(chuàng)建國家5A級旅游景區(qū)全過程可能面臨的風(fēng)險進行了系統(tǒng)的較為深入的研究。 本文首先介紹了項目所在地南寧的概況、南寧青秀山旅游風(fēng)景區(qū)概況以及項目背景。然后采用項目管理理論中的頭腦風(fēng)暴法、SWOT分析法、魚刺圖分析法對項目可能存在的風(fēng)險進行了識別分析,總結(jié)出項目的五大風(fēng)險計劃階段風(fēng)險、啟動階段風(fēng)險、實施階段風(fēng)險、控制階段風(fēng)險和收尾階段風(fēng)險和17個風(fēng)險因素,并對這些風(fēng)險因素進行了——分析。接著運用德爾菲法對風(fēng)險因素進行評估,得出了四個對該項目影響較為嚴重的風(fēng)險因素,最后有針對性地提出了相應(yīng)的應(yīng)對風(fēng)險的方法和具體措施。
[Abstract]:With the increasing of people's living standard and leisure time, the demand for tourism is increasing. Tourism is a strategic industry with low resource consumption, large driving coefficient, more employment opportunities and good comprehensive benefits. Since the reform and opening up, China's tourism industry has developed rapidly, the industrial scale has been expanding, and the industrial system has become more and more perfect. Scenic spot is the core and space carrier of tourism activities, the most important part of tourism system, and the main purpose and factor of encouraging tourists to travel. The quality grade of China's tourist attractions is divided into five grades, and the order from high to low is 5A4A4A4A3A3A2A1a is a set of standardized quality rating evaluation system, and it is the highest grade honor of the national tourist attractions (points). It is the benchmark of China's top tourist attractions. Based on the theory of project management, this paper uses the theory and methods of risk identification, risk assessment and risk management in Nanning Qingxiu Mountain tourist Scenic spot. This paper makes a systematic and in-depth study on the risks that may be faced in the whole process of establishing the national 5A grade scenic spot in Qingxiu Mountain of Nanning. This paper first introduces the project location of Nanning, Nanning Qingxiu Mountain Tourism Scenic spot and the background of the project. Then using the brainstorming method in the project management theory, SWOT analysis method, fish-prickling analysis method to identify the possible risks of the project, summed up the project's five major risk planning stage risk, start-up stage risk, implementation phase risk. Control stage risk and end stage risk and 17 risk factors, and these risk factors are analyzed. Then using Delphi method to evaluate the risk factors, four more serious risk factors affecting the project are obtained. Finally, the corresponding methods and specific measures to deal with the risk are put forward.
