【摘要】：20世紀(jì)80年代以來,中國城市化進(jìn)展加快,農(nóng)民工大量流入城市,隨著城市工業(yè)化的發(fā)展,城市環(huán)境惡化,城市居民生活壓力增大。具有環(huán)境優(yōu)美、山清水秀、田園風(fēng)光的鄉(xiāng)村旅游應(yīng)運(yùn)而生。鄉(xiāng)村旅游的發(fā)展不但滿足了城市居民的消費(fèi)需求,同時(shí)也帶動(dòng)了農(nóng)村的發(fā)展。湖州安吉縣在縣委十二屆三次全體(擴(kuò)大)會議上,正式提出“中國美麗鄉(xiāng)村”計(jì)劃:即用10年左右時(shí)間,把安吉縣打造成為中國最美麗的鄉(xiāng)村,按照這一計(jì)劃,安吉縣將建設(shè)“村村優(yōu)美、家家創(chuàng)業(yè)、處處和諧、人人幸�！钡男罗r(nóng)村,打造全國生態(tài)環(huán)境最優(yōu)美、村容村貌最整潔、產(chǎn)業(yè)特色最鮮明、社區(qū)服務(wù)最健全、鄉(xiāng)土文化最繁榮、農(nóng)民生活最幸福的地區(qū)之一;實(shí)施“環(huán)境提升”、“產(chǎn)業(yè)提升”、“素質(zhì)提升”、“服務(wù)提升”四大工程,不到幾年的時(shí)間在全國引起轟動(dòng),隨后全國各個(gè)地方提出建設(shè)“美麗鄉(xiāng)村”計(jì)劃。2012年,中共十八大提出“美麗中國”這一概念,“美麗鄉(xiāng)村”是“美麗中國”在農(nóng)村的具體落實(shí),是“美麗中國”的重要構(gòu)成�！懊利愢l(xiāng)村”建設(shè)為鄉(xiāng)村旅游的發(fā)展提供了良好的契機(jī)。農(nóng)業(yè)部啟動(dòng)建設(shè)千個(gè)“美麗鄉(xiāng)村”創(chuàng)建活動(dòng),促進(jìn)農(nóng)業(yè)生產(chǎn)的發(fā)展、人居環(huán)境改善、生態(tài)文化傳承、文明新風(fēng)培育為目標(biāo),在2013年-2015年,在全國創(chuàng)建1000個(gè)天藍(lán)、地綠、水凈,安居、樂業(yè)、增收的“美麗鄉(xiāng)村”。隨著國家對“美麗鄉(xiāng)村”建設(shè)支持的力度加大,越來越多的地方開展“美麗鄉(xiāng)村”建設(shè)。有些地方取得了比較大的成就,鄉(xiāng)村面貌煥然一新。瑞安市地處東南沿海經(jīng)濟(jì)發(fā)達(dá)區(qū)域,比較早的開展“美麗鄉(xiāng)村”建設(shè),隨著“美麗鄉(xiāng)村”建設(shè)的推進(jìn),農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行調(diào)整優(yōu)化,部分農(nóng)業(yè)生產(chǎn)人員從事鄉(xiāng)村旅游業(yè),收入也大幅增加,基礎(chǔ)配套設(shè)施的逐步完善,一個(gè)個(gè)原先偏僻的小山村,縮短了與城市間的距離,成為城市的后花園,是城市居民周末休閑的好去處,隨著游客的到來,繁榮了當(dāng)?shù)剜l(xiāng)村旅游的發(fā)展。然而瑞安鄉(xiāng)村旅游也存在很多問題,比如鄉(xiāng)村旅游品牌知名度較低,民宿發(fā)展緩慢,規(guī)模比較小,檔次不高,西部山區(qū)公共交通落后,景區(qū)廁所比較缺等一些問題,有待解決和完善。本論文采用文獻(xiàn)收集方法、實(shí)地調(diào)查法和案例分析法取得資料,總結(jié)國內(nèi)外鄉(xiāng)村旅游發(fā)展的成功經(jīng)驗(yàn),問卷調(diào)查所得數(shù)據(jù)進(jìn)行分析,結(jié)合陳岙村的鄉(xiāng)村旅游發(fā)展進(jìn)行案列分析,剖析當(dāng)前瑞安鄉(xiāng)村旅游發(fā)展現(xiàn)狀和存在的問題,提出以“美麗鄉(xiāng)村”建設(shè)為契機(jī),從鄉(xiāng)村科學(xué)規(guī)劃布局、村容環(huán)境、農(nóng)村創(chuàng)業(yè)、鄉(xiāng)風(fēng)文明建設(shè)四個(gè)方面入手,通過五水共治,治理污水,截污納管,對水資源進(jìn)行治理和開發(fā)利用,帶動(dòng)鄉(xiāng)村旅游發(fā)展。例如陳岙村的陳岙溪經(jīng)過治理,漂流、游泳池、游船和皮劃艇項(xiàng)目都是在此基礎(chǔ)上得到開發(fā)。同時(shí)要深入挖掘瑞安深厚的文化底蘊(yùn)和各鄉(xiāng)村的特色資源,開發(fā)文化旅游和特色旅游,為瑞安市的鄉(xiāng)村旅游業(yè)的進(jìn)一步發(fā)展提供一個(gè)指導(dǎo)。
[Abstract]:Since the 1980s, China's urbanization has been accelerated, and a large number of migrant workers have been flowing into cities. With the development of urban industrialization, the urban environment has deteriorated, and the living pressure of urban residents has increased. Rural tourism with beautiful environment, beautiful scenery and pastoral scenery came into being. The development of rural tourism not only meets the consumption needs of urban residents, but also drives the development of rural areas. At the 3rd plenary (expanded) meeting of the 12th session of the County Committee, Anji County, Huzhou, formally put forward the "beautiful villages of China" plan: that is, in about 10 years, Anji County will be made into the most beautiful village in China. According to this plan, Anji County will build a new countryside with "beautiful villages and villages, every family starting an undertaking, harmony everywhere and happiness for all", creating the most beautiful ecological environment in the country, the cleanest village appearance, the most distinctive industrial characteristics, the most sound community service, and the most prosperous local culture. The implementation of the four major projects of "environmental upgrading", "industrial upgrading", "quality improvement" and "service upgrading" has caused a sensation in the whole country in less than a few years. In 2012, the 18th National Congress of the Communist Party of China put forward the concept of "beautiful China", which is the concrete implementation of "beautiful China" in rural areas and an important component of "beautiful China". The construction of "beautiful village" provides a good opportunity for the development of rural tourism. The Ministry of Agriculture has initiated the construction of thousands of "beautiful villages" to promote the development of agricultural production, improve the living environment, inherit ecological culture and cultivate a new culture of civilization. In 2013-2015, 1000 blue, green and clean water will be created in the whole country. Living in peace, working happily, and increasing income in the "beautiful countryside". With the increase of national support for the construction of "beautiful countryside", more and more places carry out the construction of "beautiful village". In some places, great achievements have been made and the countryside has taken on a completely new look. Ruian City is located in the economically developed region along the southeast coast. It started the construction of "beautiful countryside" earlier. With the development of the construction of "beautiful village", the rural industrial structure was adjusted and optimized, and some agricultural production personnel were engaged in rural tourism. Income has also increased substantially, infrastructure facilities have been gradually improved, and the original remote small mountain villages have shortened the distance from the city, become the city's back garden, and are a good place for urban residents to spend their weekends and leisure. With the arrival of tourists, It flourished the development of local rural tourism. However, there are also many problems in rural tourism in Ryan, such as low brand awareness of rural tourism, slow development of residential accommodation, small scale, low grade, backward public transport in the western mountainous areas, lack of toilets in scenic spots, and so on. Need to be solved and improved. This paper adopts the method of literature collection, field investigation and case analysis to obtain data, sum up the successful experience of the development of rural tourism at home and abroad, analyze the data obtained by questionnaire, and carry out case list analysis combined with the development of rural tourism in Chen'ao village. This paper analyzes the present situation and existing problems of rural tourism development in Ryan, and puts forward that, taking the construction of "beautiful village" as an opportunity, starting from four aspects of rural scientific planning layout, village appearance environment, rural entrepreneurship, and rural style civilization construction, it can be managed by "five rivers" together. Sewage treatment, water resources treatment and development and utilization, driving rural tourism development. For example, Chen River in Chen'ao Village has been developed on the basis of such projects as governance, drifting, swimming pool, cruise boat and kayaking. At the same time, it is necessary to dig deeply into Ryan's profound cultural background and the characteristic resources of various villages, develop cultural tourism and characteristic tourism, and provide a guide for the further development of rural tourism in Ruian city.
