【摘要】：隨著城市化水平的提升和城市的空間集聚,城市群開始出現(xiàn),相鄰城市之間呈現(xiàn)同城化和一體化趨勢,旅游業(yè)的發(fā)展也以城市群為依托呈現(xiàn)同城化和一體化的態(tài)勢。同時,科學(xué)技術(shù)的發(fā)展和社會信息化、智慧化水平的提升,城市群旅游開始進入"智慧旅游"時代。智慧城市和智慧旅游的建設(shè)和發(fā)展為城市群區(qū)域旅游合作提供了契機和助力,為城市群智慧旅游的同城化和一體化奠定了基礎(chǔ)。區(qū)域旅游合作所涉及的層面非常廣泛,涉及統(tǒng)籌協(xié)調(diào)利益關(guān)系,協(xié)同管理利益主體,監(jiān)督調(diào)解各方矛盾等諸多方面,需要構(gòu)建相應(yīng)的體制機制以解決共同合作的問題,城市群智慧旅游同城化和一體化的發(fā)展需要構(gòu)建與城市群智慧旅游發(fā)展相適應(yīng)的體制機制。本研究通過對城市群和智慧旅游的相關(guān)文獻進行分析和梳理,綜合現(xiàn)有文獻,在旅游產(chǎn)業(yè)智慧化和一體化背景下,提出城市群智慧旅游同城化和一體化的體制機制研究。并以川南城市群為例,在分析川南各市智慧城市和智慧旅游項目建設(shè)現(xiàn)狀的基礎(chǔ)上,對川南城市群智慧旅游同城化一體化進行規(guī)劃和布局,就川南城市群智慧旅游的同城化和一體化構(gòu)建相應(yīng)的管理體制和運行機制:在管理體制方面,結(jié)合我國旅游發(fā)展和川南地區(qū)的現(xiàn)實情況,在管理體制框架設(shè)計中設(shè)立旅游管理委員會、旅游開發(fā)建設(shè)委員會、旅游監(jiān)督委員會和旅游信息中心,分別負責(zé)統(tǒng)籌決策、開發(fā)建設(shè)、監(jiān)督仲裁和數(shù)據(jù)處理;在運行機制方面,提出構(gòu)建統(tǒng)籌協(xié)調(diào)機制、協(xié)同管理機制、監(jiān)督調(diào)解機制和合作共享機制,與管理體制相互契合,形成有機整體。最后就川南城市群智慧旅游的同城化和一體化發(fā)展提出了相關(guān)對策和建議。
[Abstract]:With the improvement of urbanization level and the spatial agglomeration of cities, urban agglomeration begins to appear, and the trend of co-urbanization and integration between adjacent cities. The development of tourism also takes the urban agglomeration as the basis to present the trend of co-urbanization and integration. At the same time, with the development of science and technology and the improvement of the level of intelligence, urban agglomeration tourism begins to enter the era of "intelligent tourism". The construction and development of intelligent city and intelligent tourism provide the opportunity and help for the regional tourism cooperation of urban agglomeration, and lay the foundation for the urbanization and integration of intelligent tourism in urban agglomeration. Regional tourism cooperation involves a wide range of aspects, involving coordination of interests, coordination of the main interests, supervision and mediation of contradictions between the parties, and so on, so it is necessary to build corresponding institutional mechanisms to solve the problems of joint cooperation. The development of urban intelligent tourism with the development of urbanization and integration requires the establishment of an institutional mechanism suitable for the development of urban agglomeration intelligent tourism. This study analyzes and combs the related documents of urban agglomeration and intelligent tourism, synthesizes the existing literature, and under the background of tourism industry intelligence and integration, puts forward the system mechanism of urban intelligent tourism co-city and integration of urban agglomeration. Taking the southern Sichuan urban agglomeration as an example, on the basis of analyzing the present situation of the construction of intelligent cities and intelligent tourism projects in the cities of southern Sichuan, the planning and layout of the integration of intelligent tourism and urbanization of the southern Sichuan urban agglomeration are carried out. This paper sets up the corresponding management system and operation mechanism of intelligent tourism in southern Sichuan. In the aspect of management system, it combines the development of tourism in our country and the reality of southern Sichuan. To set up a tourism management committee, a tourism development and construction committee, a tourism supervision committee and a tourism information center in the design of the management institutional framework, which shall be responsible for the overall planning, development and construction, supervision of arbitration and data processing, respectively. It is proposed to construct the coordination mechanism, the cooperative management mechanism, the supervision mediation mechanism and the cooperation and sharing mechanism, which agree with each other with the management system, and form an organic whole. Finally, the paper puts forward some relevant countermeasures and suggestions on the development of intelligent tourism in southern Sichuan urban agglomeration.
