【摘要】：在全球氣候變化的背景下,旅游業(yè)不僅是氣候變化敏感性部門(行業(yè)),也因排放二氧化碳等溫室氣體對(duì)氣候變化產(chǎn)生影響。推動(dòng)旅游業(yè)低碳發(fā)展,是旅游業(yè)承擔(dān)全球溫室氣體減排責(zé)任的客觀要求,是適應(yīng)我國(guó)經(jīng)濟(jì)發(fā)展新常態(tài)、建設(shè)"美麗中國(guó)"的客觀需要,是適應(yīng)人民群眾物質(zhì)和文化消費(fèi)需求升級(jí)的內(nèi)在要求,也是統(tǒng)籌城鄉(xiāng)發(fā)展,推動(dòng)旅游業(yè)加快轉(zhuǎn)型升級(jí)和提質(zhì)增效的重要著力點(diǎn)。四川廣元市科學(xué)發(fā)展特色旅游業(yè),低碳旅游取得積極進(jìn)展,在低碳旅游發(fā)展政策和低碳旅游要素培育方面初見成效,旅游新業(yè)態(tài)亮點(diǎn)不斷涌現(xiàn)。廣元市的低碳旅游業(yè)為當(dāng)前探索有中國(guó)特色的低碳經(jīng)濟(jì)發(fā)展方式、深化中國(guó)特色的低碳經(jīng)濟(jì)學(xué)理論提供了基于部門(行業(yè))的經(jīng)典案例。圍繞旅游業(yè)的轉(zhuǎn)型升級(jí)和提質(zhì)增效,如何在國(guó)家低碳發(fā)展的宏觀戰(zhàn)略指導(dǎo)下從執(zhí)行層面推動(dòng)旅游業(yè)低碳發(fā)展,是低碳試點(diǎn)城市建設(shè)研究的重要課題。
[Abstract]:In the context of global climate change, tourism is not only a sensitive sector for climate change (industry), but also because of the impact of greenhouse gases such as carbon dioxide emissions on climate change. To promote the low-carbon development of tourism is the objective requirement for the tourism industry to assume the responsibility of reducing greenhouse gases in the world, and the objective need to adapt to the new normal of China's economic development and to build a "beautiful China." It is not only the internal requirement of the people's material and cultural consumption, but also the important point to coordinate the development of urban and rural areas, and to accelerate the transformation and upgrading of tourism industry as well as the improvement of quality and efficiency. Guang Yuan City in Sichuan Province has made positive progress in developing characteristic tourism and low-carbon tourism. It has made initial achievements in low-carbon tourism development policy and cultivation of low-carbon tourism elements. The bright spots of new tourism forms have been emerging constantly. The low-carbon tourism in Guangyuan provides a classic case based on sector (industry) for exploring the development mode of low-carbon economy with Chinese characteristics and deepening the theory of low-carbon economics with Chinese characteristics. Focusing on the transformation and upgrading of tourism industry, how to promote the low-carbon tourism development from the implementation level under the guidance of the macro-strategy of national low-carbon development is an important topic in the construction of low-carbon pilot cities.
