【摘要】：本文針對特定類型的國際游客（即借助中轉(zhuǎn)地開展旅游活動(dòng)的國際游客）的旅游活動(dòng)過程，，將國際城市旅游樞紐功能劃分為聚集擴(kuò)功能、中轉(zhuǎn)換乘功能與管理服務(wù)功能三大子功能，并在此基礎(chǔ)上構(gòu)建了國際城市旅游樞紐功能評價(jià)體系。文章運(yùn)用AHP層次分析方法確定國際城市旅游樞紐功能各評價(jià)指標(biāo)的權(quán)重，并選取北京、上海作為樣本城市，對二者的各層評價(jià)指標(biāo)的得分進(jìn)行了計(jì)算與分析，得出的主要結(jié)論如下： （1）北京對國際游客的聚集與擴(kuò)散功能要強(qiáng)于上海。這主要是因?yàn)楸本┡c國內(nèi)城市間的客運(yùn)能力要遠(yuǎn)強(qiáng)于上海。但北京與國際城市之間的客運(yùn)能力相對較差，即與國際的連通性不夠。因此，北京要加強(qiáng)航空樞紐的國際化建設(shè)，優(yōu)化國際航線網(wǎng)絡(luò)。與此同時(shí)，更要積極與天津國際郵輪母港開展戰(zhàn)略合作，爭取天津港水路交通資源，以彌補(bǔ)航運(yùn)的先天不足。 （2）北京作為國際旅游樞紐的中轉(zhuǎn)換乘功能要弱于上海。這主要是由于國際游客在北京進(jìn)行中轉(zhuǎn)換乘的效率低于上海。短期內(nèi)，北京應(yīng)盡量完善航空樞紐與各交通樞紐之間交通換乘的便捷度。從長遠(yuǎn)看來，北京注重多種交通方式聯(lián)運(yùn)的綜合交通樞紐建設(shè)，尤其是空鐵聯(lián)運(yùn)服務(wù)的提供與完善。 （3）北京為國際游客開展管理服務(wù)的功能總體上要強(qiáng)于上海。這主要是因?yàn)檎芾硭脚c優(yōu)惠政策相同的情況下，北京的機(jī)場、飯店、旅行社與旅游景區(qū)的服務(wù)能力要強(qiáng)于上海。但是，北京旅游集散中心提供跨區(qū)域旅游產(chǎn)品的能力要遠(yuǎn)遠(yuǎn)落后于上海。這在一定程度上反應(yīng)出北京與周邊開展的旅游合作有待完善。
[Abstract]:In this paper, the function of international urban tourism hub is divided into agglomeration and expansion function according to the process of tourism activities of certain types of international tourists (that is, international tourists who carry out tourism activities through transit places). The transfer function and the management service function are three major functions, and on this basis, the function evaluation system of the international city tourism hub is constructed. In this paper, the weight of each evaluation index of the function of international city tourism hub is determined by using AHP analytic hierarchy process, and Beijing and Shanghai are selected as sample cities to calculate and analyze the scores of each level of evaluation index. The main conclusions are as follows: Beijing's ability to gather and diffuse international tourists is stronger than that of Shanghai. This is mainly because the passenger capacity between Beijing and domestic cities is much stronger than in Shanghai. However, the passenger transport capacity between Beijing and international cities is relatively poor, that is, the connectivity with the world is not enough. Accordingly, Beijing wants to strengthen the international construction of aviation hub, optimize international airline network. At the same time, we should actively develop strategic cooperation with Tianjin International Cruise Port, and strive for the waterway transportation resources of Tianjin Port, so as to make up for the inherent shortage of shipping. Beijing's transfer function as an international tourism hub is weaker than that of Shanghai. This is mainly due to the transfer efficiency of international tourists in Beijing is lower than Shanghai. In the short-term, Beijing should improve the convenience of transportation transfer between aviation hub and transportation hub. In the long run, Beijing pays attention to the construction of integrated transportation hub of multimodal transport, especially the provision and perfection of air-rail combined transport service. Beijing's ability to provide management services for international tourists is generally stronger than in Shanghai. This is mainly because Beijing's airports, hotels, travel agencies and tourist attractions have better service capabilities than Shanghai's, with the same level of government administration and preferential policies. However, the Beijing Tourism Distribution Center's ability to provide cross-regional tourism products lags far behind Shanghai. To a certain extent, this reflects the tourism cooperation between Beijing and the surrounding areas to be improved.
