【摘要】：旅游業(yè)是以旅游者為直接服務(wù)對象的產(chǎn)業(yè),產(chǎn)業(yè)關(guān)聯(lián)高、綜合性強(qiáng),既受自身因素的制約,又受自然、經(jīng)濟(jì)、社會、文化等外部環(huán)境的影響。隨著經(jīng)濟(jì)社會的發(fā)展,旅游進(jìn)入了億萬家庭,逐步成為國民的生活方式。然而頻繁發(fā)生的旅游突發(fā)公共事件,給旅游者的生命財產(chǎn)造成了損害,對旅游業(yè)的繁榮與發(fā)展進(jìn)行了打擊,也影響了一個地區(qū)的形象。 界定旅游突發(fā)公共事件的相關(guān)概念是研究的基礎(chǔ)。在較為系統(tǒng)梳理國內(nèi)外旅游危機(jī)應(yīng)急管理研究的基礎(chǔ)上,首先從旅游突發(fā)公共事件概念的界定入手,通過分析旅游突發(fā)公共事件發(fā)生的五個主要原因,概括出了其五個鮮明特征。即,事件對象的特定性、事件成因的復(fù)雜多樣性、事件的部分可預(yù)性、事件處置的緊急性、事件影響的廣泛性。 分析地方政府旅游突發(fā)公共事件應(yīng)急管理的經(jīng)驗和問題是研究的切入點(diǎn)。從政府社會管理的角度,較為全面分析了自SARS事件以來,中國政府在旅游突發(fā)公共事件應(yīng)急管理方面所做的努力與經(jīng)驗,深入分析研究了政府在旅游突發(fā)公共事件應(yīng)急管理中存在的問題。主要問題體現(xiàn)為五個方面：缺乏常態(tài)管理意識,應(yīng)急準(zhǔn)備不充分,信息不公開的問題；應(yīng)急管理法制建設(shè)不完整,應(yīng)急預(yù)案不切實際的問題；應(yīng)急管理體制不健全,協(xié)調(diào)機(jī)構(gòu)層次低,能力不強(qiáng)的問題；應(yīng)急管理機(jī)制不完善,運(yùn)轉(zhuǎn)不協(xié)調(diào),配合不到位的問題；責(zé)任擔(dān)當(dāng)不夠,應(yīng)急處置不恰當(dāng)?shù)膯栴}。 明確地方政府旅游突發(fā)公共事件應(yīng)急管理的思路和對策是研究的核心。依據(jù)中國有關(guān)突發(fā)事件應(yīng)對和旅游管理等方面的法律法規(guī),運(yùn)用危機(jī)管理、公共管理、組織行為等理論,進(jìn)一步明確了旅游突發(fā)公共事件應(yīng)急管理原則和地方政府職能,完善了地方政府旅游突發(fā)公共事件應(yīng)急管理的路徑。針對旅游突發(fā)公共事件的特點(diǎn),提出了旅游突發(fā)公共事件應(yīng)急管理應(yīng)堅持預(yù)防為主、預(yù)防與應(yīng)急相結(jié)合的原則,堅持“以人為本,屬地救護(hù),信息暢通,快速高效”的處置原則。進(jìn)一步闡明了地方政府旅游突發(fā)公共事件應(yīng)急管理的行政領(lǐng)導(dǎo)機(jī)關(guān)、重要主體的職能。在旅游突發(fā)公共事件應(yīng)急管理的路徑方面,提出地方政府工作的重點(diǎn)是建立完善的法制、高效的管理體制、有效的管理機(jī)制,加強(qiáng)宣傳教育,提升應(yīng)急管理能力。
[Abstract]:Tourism is an industry which serves tourists directly. The industry is highly related and comprehensive. It is not only restricted by its own factors, but also influenced by the external environment such as nature, economy, society, culture and so on. With the economic and social development, tourism has entered hundreds of millions of families, gradually become a national way of life. However, frequent public emergencies have damaged the life and property of tourists, dealt a blow to the prosperity and development of tourism, and also affected the image of a region. Defining the related concepts of tourism public emergencies is the basis of the study. On the basis of systematically combing the research on the emergency management of tourism crisis at home and abroad, this paper begins with the definition of the concept of tourism emergency public events, and analyzes the five main reasons for the occurrence of tourism unexpected public events. Five distinct features are summarized. That is, the particularity of event object, the complex diversity of event cause, the partial presupposition of event, the urgency of event disposal, and the universality of event influence. It is the breakthrough point to analyze the experiences and problems of the local government's emergency management of tourism emergencies. From the point of view of government social management, this paper comprehensively analyzes the efforts and experiences of the Chinese government in the emergency management of tourism emergencies since the SARS incident. The problems of the government in the emergency management of tourism emergencies are analyzed and studied in depth. The main problems are reflected in five aspects: lack of normal management consciousness, inadequate emergency preparedness and information disclosure, incomplete legal construction of emergency management, impractical emergency plan, imperfect emergency management system, The problems of low level of coordination organization and weak capacity; the problems of imperfect emergency management mechanism, uncoordinated operation and inadequate coordination; inadequate responsibility and improper emergency management. It is the core of the research to make clear the train of thought and countermeasure of the local government's emergency management of tourism emergency. In accordance with China's laws and regulations on emergency response and tourism management, and using the theories of crisis management, public management and organizational behavior, the principles of emergency management of tourism emergencies and the functions of local governments are further clarified. Improve the local government tourism emergency management path. In view of the characteristics of tourism public emergencies, this paper puts forward the principle that the emergency management of tourism emergencies should be based on prevention, combining prevention with emergency, and insisting on the principle of "people-oriented, territorial rescue, unimpeded information". Quick and efficient disposal principle. The functions of the administrative leading organs and important subjects of the local government's emergency management of tourism emergencies are further expounded. In the aspect of the path of the emergency management of tourism public emergencies, it is pointed out that the focal point of local government work is to establish perfect legal system, efficient management system, effective management mechanism, strengthen propaganda and education, and enhance the ability of emergency management.
