【摘要】：伴隨著改革開(kāi)放的發(fā)展進(jìn)程不斷深入，國(guó)內(nèi)旅游產(chǎn)業(yè)取得了前所未有的發(fā)展與進(jìn)步。特別是近幾年，旅游產(chǎn)業(yè)的規(guī)模在不斷的擴(kuò)大，逐漸走上了法治化、體系化和規(guī)范化發(fā)展道路，其較強(qiáng)的就業(yè)效應(yīng)和聯(lián)動(dòng)效果得到了各地政府的重視和關(guān)注。當(dāng)前，全國(guó)已經(jīng)有70%左右的地區(qū)都能夠準(zhǔn)確定位旅游產(chǎn)業(yè)，將其做為先導(dǎo)產(chǎn)業(yè)和支柱產(chǎn)業(yè)來(lái)看待。國(guó)務(wù)院根據(jù)社會(huì)發(fā)展?fàn)顩r，使社會(huì)穩(wěn)而快的發(fā)展，尤其是對(duì)旅游行業(yè)，2009年頒布了《關(guān)于加快發(fā)展旅游產(chǎn)業(yè)的意見(jiàn)》的條文，對(duì)旅游行業(yè)進(jìn)行明確的規(guī)范與管理，使旅游這種新型熱門(mén)行業(yè)有節(jié)奏有步驟，規(guī)范、合理性的得到發(fā)展與完善。 河北省是文化資源極為豐富的大省，省政府極為重視。對(duì)本省的文化資源進(jìn)行合理規(guī)劃與打造，尤其是對(duì)一些傳統(tǒng)文化資源進(jìn)行保護(hù)。尤其是衡水市的資源在其中占有很大的比例，如：武強(qiáng)的年畫(huà)、樂(lè)器、衡水湖生態(tài)資源、侯店毛筆等等，尤其在衡水湖的開(kāi)發(fā)旅游方面，政府投入相當(dāng)大的力度，是衡水湖成為我市的一大亮點(diǎn)。尤其是最近幾年，華北地區(qū)經(jīng)濟(jì)發(fā)展穩(wěn)定，社會(huì)日益進(jìn)步，其傳統(tǒng)的人文特征和現(xiàn)代文明充分融合，使衡水逐步成為充滿生機(jī)與活力的重要中心城市，面對(duì)復(fù)雜多變的發(fā)展環(huán)境，，經(jīng)過(guò)幾十年探索與尋找，衡水人民找到了符合自身特點(diǎn)的發(fā)展路徑。雖然城市提出以“工業(yè)興市”的發(fā)展主題，但從資源上看，衡水市有著更為多元的旅游資源，發(fā)展文化旅游產(chǎn)業(yè)能夠?yàn)槌鞘邪l(fā)展提供更為多樣的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。但從發(fā)展現(xiàn)狀來(lái)看，衡水湖在旅游業(yè)整體布局和開(kāi)發(fā)上仍然存在很多急待解決的問(wèn)題，如何把衡水打造成文化旅游新城，科學(xué)合理勾畫(huà)產(chǎn)業(yè)布局；提高產(chǎn)業(yè)的市場(chǎng)占有率；如何建立旅游產(chǎn)業(yè)發(fā)展體系都是衡水旅游需要重點(diǎn)思考的課題。特別是在周邊城市旅游業(yè)全面發(fā)展的前提下，要想在激烈的競(jìng)爭(zhēng)中脫穎而出，衡水湖旅游產(chǎn)業(yè)必須要推陳出新，不斷創(chuàng)新，遵循旅游產(chǎn)業(yè)的發(fā)展規(guī)律，系統(tǒng)全面的分析自身的特點(diǎn)，提高發(fā)展速率，應(yīng)對(duì)不斷出現(xiàn)的競(jìng)爭(zhēng)與挑戰(zhàn)。 我在總結(jié)前人研究成果的基礎(chǔ)之上，從旅游業(yè)發(fā)展的劣勢(shì)、優(yōu)勢(shì)、機(jī)會(huì)與挑戰(zhàn)等方面入手，認(rèn)直研究思考提升衡水旅游業(yè)的戰(zhàn)略部署和總體思路。以SWOT法，對(duì)衡水市的文化旅游產(chǎn)業(yè)進(jìn)行了全面的分析和研究，充分認(rèn)識(shí)各個(gè)發(fā)展因素在城市旅游中的基本地位。立足于城市文化旅游的發(fā)展實(shí)際，以保證衡水市旅游業(yè)布局合理、功能集中、獨(dú)具特色、增加效益，為全面調(diào)控和優(yōu)化旅游產(chǎn)業(yè)提供重要依據(jù)，起到借鑒和推動(dòng)作用，希望能夠?yàn)橥苿?dòng)相關(guān)領(lǐng)域的實(shí)踐發(fā)展做出有益的理論嘗試和探索。
[Abstract]:With the deepening of the reform and opening up process, the domestic tourism industry has made unprecedented development and progress. Especially in recent years, the scale of the tourism industry has been continuously expanded, gradually on the rule of law. The systematization and standardization of the development path have attracted the attention of local governments for their strong employment and linkage effects. At present, about 70% of the regions in the country have been able to accurately locate the tourism industry. According to the social development situation, the State Council made the society develop steadily and rapidly, especially with regard to the tourism industry. In 2009, the State Council promulgated the "opinions on speeding up the Development of the Tourism Industry". The tourism industry should be regulated and managed so that the new popular industry can be developed and perfected with rhythm, standardization and rationality. Hebei Province is a big province with abundant cultural resources, and the provincial government attaches great importance to it. In particular, some traditional cultural resources are protected. In particular, the resources of Hengshui City account for a large proportion of them, such as Wuqiang's New year paintings, musical instruments, Hengshui Lake ecological resources, Hou Dian brush, etc., especially in the development of Hengshui Lake tourism. Hengshui Lake has become a bright spot in our city. Especially in recent years, the economic development in North China has been stable and society is progressing day by day, and its traditional humanistic characteristics and modern civilization have been fully integrated. Hengshui has gradually become an important central city full of vitality and vitality. In the face of complex and changeable development environment, after decades of exploration and search, The people of Hengshui have found a way to develop according to their own characteristics. Although the city has put forward the theme of "prospering the city by industry", from the point of view of resources, Hengshui has more diversified tourist resources. The development of cultural tourism industry can provide a more diversified economic growth point for urban development. However, judging from the present situation, there are still many urgent problems to be solved in the overall distribution and development of tourism in Hengshui Lake. How to build Hengshui into a new cultural tourism city, scientifically and rationally outline the industrial layout, improve the market share of the industry; How to set up a tourism industry development system is an important task for Hengshui tourism. Especially in the premise of the comprehensive development of tourism in surrounding cities, in order to stand out in the fierce competition, Hengshui Lake tourism industry must bring forth the new from the old. Innovating constantly, following the development law of tourism industry, systematically and comprehensively analyzing its own characteristics, improving the development rate and coping with the competition and challenge that constantly appear. On the basis of summing up the previous research results, starting with the disadvantages, advantages, opportunities and challenges of tourism development, I consider the strategic plan and the overall thinking of promoting Hengshui tourism. The SWOT method is used to improve the development of Hengshui tourism. This paper makes a comprehensive analysis and research on the cultural tourism industry in Hengshui City, fully understands the basic position of various development factors in urban tourism, and bases itself on the actual development of urban cultural tourism in order to ensure the rational distribution of tourism in Hengshui City. It can provide important basis for comprehensive regulation and optimization of tourism industry and play a role of reference and promotion, hoping to make a beneficial theoretical attempt and exploration for the practical development of related fields.
