【摘要】：貧困問題困擾著世界上大多數(shù)的國家,處于快速發(fā)展中的中國的貧困問題更是不容小視。中國貧困人口能否如期脫貧,直接關系到全面建成小康社會目標的完成與否,為此,中國政府探求了多種途徑消除貧困問題。中國貧困縣大部分是旅游資源豐富地,因此,旅游扶貧成為一種有效減輕貧困的發(fā)展方式。旅游扶貧不僅僅是一種經濟扶貧,更重要的還是一種造血式扶貧,這種扶貧模式既能維持生態(tài)平衡,又能降低政府投入的資金,同時扶貧效率高、返貧率低,有利于實現(xiàn)貧困地區(qū)人口精神、物質的雙脫貧。光山縣作為國家級貧困縣,潛在著不少的歷史文化資源和現(xiàn)實生態(tài)資源,本文運用文獻綜述法結合當前相關理論的最新成果提出論題,通過實地調研收集光山縣旅游扶貧開發(fā)的基本條件、旅游資源概況、旅游扶貧開發(fā)現(xiàn)狀和存在問題等第一手資料,同時運用歸納分析法提出適合光山縣旅游扶貧開發(fā)的對策建議。這對促進光山縣和其他區(qū)域旅游扶貧的開發(fā),在實踐和理論上都具有很強的現(xiàn)實意義。第一章主要介紹了論文的研究背景、意義、國內外文獻綜述、旅游扶貧相關理論和研究思路及方法。第二章調查分析了光山縣的貧困特點和旅游扶貧開發(fā)的環(huán)境,通過區(qū)位條件、文化條件、社會經濟條件、旅游市場條件和扶貧政策的分析以及對旅游資源的分析,認為光山縣具備進行旅游扶貧開發(fā)的條件。第三章調查了解了光山縣政府對旅游扶貧開發(fā)的主要做法及旅游扶貧開發(fā)取得的成效。光山縣依托豐富的自然和人文旅游資源,注重將發(fā)展旅游與扶貧工作有機結合,促進了縣域經濟發(fā)展,加快了全縣脫貧步伐。第四章運用調查問卷和重點訪談法,調查光山縣居民對旅游業(yè)的認知了解以及對旅游扶貧開發(fā)產生影響的評價,認為光山縣旅游扶貧開發(fā)仍處于起步階段。第五章總結出光山縣旅游扶貧開發(fā)仍存在六個問題,即將旅游扶貧簡單地等同于旅游開發(fā)、產業(yè)發(fā)展缺乏共識聯(lián)動、旅游產品缺乏核心競爭力、旅游扶貧開發(fā)投資主體單一、服務管理缺乏規(guī)章規(guī)范和農戶對旅游扶貧認知度不高。第六章根據(jù)光山縣旅游扶貧開發(fā)的實際情況,構建“政府主導、產業(yè)融合、可持續(xù)發(fā)展、區(qū)域聯(lián)合發(fā)展”的旅游扶貧開發(fā)戰(zhàn)略;構建光山縣貧困人口受益機制、構建扶貧保障機制;構建光山縣旅游扶貧開發(fā)獨特品牌。第七章總結全文,得出結論。
[Abstract]:The poverty problem plaguing most countries in the world, the problem of poverty in the rapid development of the China is more can not be overlooked. Chinese poverty can be out of poverty, is directly related to the goal of building a moderately prosperous society is completed or not, therefore, Chinese governments to explore a variety of ways to eliminate poverty. China most impoverished county is rich in tourism resources therefore, tourism has become an effective way to alleviate poverty. The development of tourism is not only a kind of economic poverty, or a blood type poverty alleviation is more important, this mode of poverty alleviation can maintain the ecological balance, but also reduce the government investment funds at the same time, the efficiency of poverty alleviation high poverty rate is low, is conducive to the realization of the spirit of population in poor areas, double poverty substances. Guangshan County as a state-level poverty-stricken counties, the potential of many historical and cultural resources and the reality of ecological resources, this article uses the literature This method is combined with the latest achievements of the related theory of subject, the basic conditions of poverty alleviation and development of tourism in Guangshan county were collected through field research, tourism resources, the first hand information tourism development situation and existing problems, at the same time, the use of inductive analysis to put forward countermeasures and suggestions for poverty alleviation and development of tourism in Guangshan county. To promote the development of Guangshan county and other regional tourism, it is of great significance in theory and practice. The first chapter mainly introduces the research background, the significance, the literature review at home and abroad, tourism related theory and research ideas and methods. The second chapter investigates and analyzes the Guangshan county poverty characteristics and tourism development environment the location, conditions, cultural conditions, social economic conditions, the analysis of tourism market condition and poverty alleviation policy and analysis of tourism resources, Guangshan county has entered the Poverty alleviation and development for tourism. The third chapter investigate the Guangshan county government to practice tourism development and tourism development results. Guangshan County, relying on the rich natural and cultural tourism resources, pay attention to the organic combination of tourism development and poverty alleviation work, promote the development of county economy, accelerate the pace of poverty reduction in the county fourth. The use of the questionnaire and interview method, investigation of the residents of Guangshan county tourism industry understanding and evaluation of impact on Tourism poverty alleviation and development, poverty alleviation and development that Guangshan county tourism is still in its initial stage. The fifth chapter summarizes the Guangshan county poverty alleviation and development of tourism there are still six problems, is simply equal to the tourism development of tourism the lack of consensus, industry linkage, tourism products lack of core competitiveness, tourism investment development is single, lack of service management regulation on Fan He The farmers is not high on the awareness of tourism poverty alleviation. In the sixth chapter, according to the actual situation of poverty alleviation and development of tourism in Guangshan County, to build a "government led, industry integration, sustainable development, poverty alleviation and development strategy of regional tourism combined development; construction of poor population in Guangshan county benefit mechanism, construction of guarantee mechanism construction of tourism poverty alleviation; Guangshan county poverty alleviation and development of unique brand of seventh. The conclusion part summarizes the whole thesis.
