【摘要】：21世紀(jì)是海洋的世紀(jì)，海洋作為人類(lèi)存在與發(fā)展的資源寶庫(kù)和最后空間，將會(huì)成為國(guó)際競(jìng)爭(zhēng)的主要領(lǐng)域，向海洋要資源、要空間要效益，已成為沿海國(guó)家經(jīng)濟(jì)發(fā)展的戰(zhàn)略選擇。 本文立足溫州海洋文化旅游發(fā)展的外部環(huán)境，借鑒國(guó)內(nèi)外近年來(lái)在海洋旅游、海洋文化、海洋經(jīng)濟(jì)等方面的理論研究成果的基礎(chǔ)上，對(duì)溫州海洋旅游資源進(jìn)行全面深入的調(diào)查與資源分類(lèi)，回顧近幾年來(lái)溫州海洋旅游文化發(fā)展方面的基本做法與經(jīng)驗(yàn)，充分分析溫州海洋旅游文化發(fā)展方面存在的不足與制約因素，結(jié)合市委市政府的戰(zhàn)略部署與溫州市域經(jīng)濟(jì)發(fā)展的現(xiàn)狀，提出溫州海洋旅游文化發(fā)展的戰(zhàn)略構(gòu)想與保障措施。 本文首次從海洋文化旅游發(fā)展的角度提出了甌江時(shí)代向東海時(shí)代跨越背景下溫州旅游文化發(fā)展的模式，在國(guó)內(nèi)率先采用了結(jié)合海洋非物質(zhì)文化遺產(chǎn)與旅游發(fā)展結(jié)合的研究思路，，嘗試運(yùn)用可持續(xù)發(fā)展學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、制度經(jīng)濟(jì)學(xué)的相關(guān)理論知識(shí)。本文研究的對(duì)象鎖定在作者長(zhǎng)期生活工作、民營(yíng)經(jīng)濟(jì)發(fā)達(dá)而旅游經(jīng)濟(jì)相對(duì)滯后、海洋旅游剛剛起步而基礎(chǔ)理論探討相對(duì)薄弱的溫州，具有一定的實(shí)踐針對(duì)性、現(xiàn)實(shí)操作性與發(fā)展指向性。本文對(duì)溫州這樣一個(gè)民營(yíng)經(jīng)濟(jì)發(fā)達(dá)、海洋旅游剛剛起步的新興濱海旅游城市如何發(fā)展海洋文化旅游方面的嘗試性研究，意在對(duì)國(guó)內(nèi)同類(lèi)城市如何發(fā)展海洋文化旅游業(yè)能起到一定的理論參考與實(shí)踐借鑒作用，不一定成熟，意在拋磚引玉。
[Abstract]:21th century is the century of the ocean. As the treasure house and final space of human existence and development, the ocean will become the main field of international competition. It has become the strategic choice for coastal countries to demand resources and space benefits for the economic development of coastal countries. Based on the external environment of Wenzhou's marine cultural tourism development, this paper draws lessons from the theoretical research achievements of marine tourism, marine culture and marine economy at home and abroad in recent years. The comprehensive investigation and classification of Wenzhou marine tourism resources are carried out, and the basic practices and experiences in the development of Wenzhou marine tourism culture in recent years are reviewed. This paper fully analyzes the deficiency and restriction factors in the development of Wenzhou marine tourism culture, and puts forward the strategic conception and safeguard measures of Wenzhou marine tourism culture development in combination with the strategic arrangement of the municipal party committee and the municipal government and the present situation of Wenzhou's regional economic development. This paper, for the first time, puts forward the development model of Wenzhou tourism culture under the background of the Oujiang era to the East China Sea era from the perspective of the development of marine cultural tourism. In our country, we have taken the lead in combining marine intangible cultural heritage with tourism development, and tried to apply sustainable development science and industrial economics. This paper focuses on the author's long-term life and work, private economy is developed, tourism economy is relatively lagging behind, marine tourism has just started, and the basic theory of Wenzhou is relatively weak. This paper makes a tentative study on how to develop marine cultural tourism in a newly developed coastal tourism city, such as Wenzhou, where private economy is developed and marine tourism has just started. It is intended to play a certain theoretical and practical reference role in the development of marine cultural tourism in similar cities, not necessarily mature.
