【摘要】：與改革開放相伴隨，我國旅游產(chǎn)業(yè)迅速發(fā)展起來，旅游產(chǎn)業(yè)的發(fā)展促進經(jīng)濟社會的發(fā)展，其貢獻也越來越明顯。旅游業(yè)是綜合性的產(chǎn)業(yè)，如何提高旅游產(chǎn)業(yè)的競爭力是迫切而現(xiàn)實的。實踐證明，產(chǎn)業(yè)集群是提升產(chǎn)業(yè)競爭力的有效方式之一，這一點在旅游產(chǎn)業(yè)集群的發(fā)展中的作用也逐漸顯現(xiàn)出來。恩施州（恩施土家族苗族自治州的簡稱）是湖北省典型的民族地區(qū)，也是全國最年輕的自治州，由于自然、歷史、文化和社會發(fā)育程度等諸多因素的影響，恩施州旅游業(yè)發(fā)展的諸多問題近年來才得到解決。恩施州旅游業(yè)的發(fā)展在經(jīng)濟社會發(fā)展中的作用明顯，目前，恩施州的旅游業(yè)已成為加快恩施州經(jīng)濟社會發(fā)展的重要抓手和引擎，是恩施州的重要支柱產(chǎn)業(yè)，把恩施州建成鄂西生態(tài)文化旅游圈的核心板塊和全國知名的生態(tài)文化旅游目的地是恩施州旅游業(yè)發(fā)展的方向，其最終目標是實現(xiàn)從旅游資源大州到旅游經(jīng)濟強州的跨越式發(fā)展。產(chǎn)業(yè)集群是區(qū)域經(jīng)濟發(fā)展的重要階段和必由之路，通過產(chǎn)業(yè)集群塑造品牌是企業(yè)打開市場、贏得競爭力、取得利潤的重要保證，也是實現(xiàn)區(qū)域經(jīng)濟發(fā)展新突破的關鍵。集群是產(chǎn)生規(guī)模和創(chuàng)新的關鍵所在,是實現(xiàn)資源的整合和保持持續(xù)競爭力的有效途徑。極其豐富的旅游資源和空間分布的地域鄰近使得恩施州發(fā)展旅游產(chǎn)業(yè)集群有了相對的優(yōu)勢。恩施州的旅游業(yè)應該走集群發(fā)展之路，整合旅游資源,發(fā)展旅游產(chǎn)業(yè)鏈條,實現(xiàn)旅游資源先天優(yōu)勢轉化成為產(chǎn)業(yè)競爭力優(yōu)勢,同時，促使資源達成共享和旅游企業(yè)的相互合作,從而獲得更好的經(jīng)濟效益。 行文從產(chǎn)業(yè)集群的角度對恩施州的旅游業(yè)進行了深入分析，總結了恩施州在發(fā)展旅游業(yè)中的問題及成因，并提出了應對措施。通過分析，得出恩施州應該搶抓政策優(yōu)勢，以鄂西生態(tài)文化旅游圈建設為導向，以恩施鄂西南生態(tài)文化旅游區(qū)建設為切入口，集群式發(fā)展。論文的主要研究思路和觀點主要包括，一、運用SWOT分析方法剖析了恩施州旅游業(yè)發(fā)展的現(xiàn)狀。優(yōu)勢明顯，問題仍存在。二、指出了恩施州旅游產(chǎn)業(yè)集群式發(fā)展的基礎條件。主要包括旅游業(yè)基礎存在，，旅游資源稟賦較好。三、得出恩施州旅游產(chǎn)業(yè)應該走集群發(fā)展之路,并找到了其發(fā)展的路徑。同時，旅游產(chǎn)業(yè)集群發(fā)展需要整合多個方面,協(xié)調發(fā)展。
[Abstract]:Accompanied by the reform and opening up, the tourism industry in China has developed rapidly. The development of the tourism industry promotes the economic and social development, and its contribution is more and more obvious. Tourism is a comprehensive industry. How to improve the competitiveness of the tourism industry is urgent and realistic. Practice has proved that industrial cluster is one of the effective ways to enhance the competitiveness of the industry. Enshi Prefecture (abbreviated to Enshi Tujia and Miao Autonomous Prefecture) is a typical ethnic region in Hubei Province and the youngest autonomous prefecture in the country. Due to nature and history, The influence of many factors, such as the degree of cultural and social development, on the development of tourism in Enshi prefecture has been solved in recent years. The development of tourism industry in Enshi prefecture plays an important role in the economic and social development. Enshi Prefecture's tourism industry has become an important grasp and engine to accelerate the economic and social development of Enshi Prefecture, and is an important pillar industry of Enshi Prefecture. It is the direction of Enshi's tourism development to build Enshi Prefecture into the core plate of Eco-culture tourism circle in western Hubei and the famous ecocultural tourism destination in the whole country. The ultimate goal is to realize the leap-forward development from the big state of tourism resources to the strong state of tourism economy. Industrial cluster is the important stage and only way of regional economic development. It is also the key to achieve new breakthroughs in regional economic development. Cluster is the key to scale and innovation. It is an effective way to realize the integration of resources and maintain the sustainable competitiveness. The abundant tourism resources and the geographical proximity of spatial distribution make Enshi prefecture have a comparative advantage in developing tourism industry cluster. We should take the road of cluster development. Integrating tourism resources, developing the chain of tourism industry, realizing the innate advantages of tourism resources into the advantages of industrial competitiveness, at the same time, promoting the sharing of resources and the mutual cooperation of tourism enterprises, so as to obtain better economic benefits. This paper analyzes the tourism industry of Enshi prefecture from the angle of industrial cluster, summarizes the problems and causes of Enshi prefecture in developing tourism industry, and puts forward some countermeasures. Through the analysis, it is concluded that Enshi prefecture should seize the advantages of policy. Guided by the construction of ecocultural tourism circle in the west of Hubei, the construction of ecocultural tourism area in the southwest of Enshi is the entrance to cluster development. The main research ideas and viewpoints of this paper are as follows: 1. The present situation of tourism development in Enshi Prefecture is analyzed by using SWOT analysis method. The advantages are obvious and the problems still exist. Secondly, the basic conditions for the cluster development of tourism industry in Enshi Prefecture are pointed out. Third, the tourism industry of Enshi should take the road of cluster development and find the path of its development. At the same time, the development of tourism industry cluster needs to integrate many aspects and develop harmoniously.
