島的旅游資源狀況，需構(gòu)建海島旅游資源綜合評價模型。基于多目標線性加權(quán)函數(shù)法，結(jié)合中國海島實際，海島旅游資源評價模型函數(shù)表達式如下：

Cji為j次級評價因素中第i項評價指標的權(quán)重；

Pi為i項評價指標的評分；n1為評價綜合層中包含指標個數(shù)；n2為評價項目層中包含指標個數(shù)；n3為評價因子層中包含指標個數(shù)。

本綜合評價模型滿分為50分，并劃分為5個評價等級：Ⅰ級，≥40分；Ⅱ級，30~40分；Ⅲ級，20~30分；Ⅳ級，10~20分；Ⅴ級，＜10分。

4結(jié)論與討論

本文針對海島旅游資源特點構(gòu)建了海島旅游資源評價指標體系，從總目標層、評價綜合層、評價項目層和評價因子層4個層次選取富有代表性的58并采用李克特五級量表對評價指標進行標準量化，項指標，全面、客觀地反映了海島旅游資源情況，以及用準主成分分析法為各指標賦予其相應(yīng)的權(quán)重。通過權(quán)重分析可知，評價綜合層中，權(quán)重分配以旅游資源條件為重，評價項目層中，天象與氣候景觀類在旅游資源條件評價項目層中所占權(quán)重最大，社會經(jīng)濟條件在區(qū)域條件評價項目層中所占權(quán)重最大，交通可及性在區(qū)位特征評價項目層中所占權(quán)重最大。由此可見，海島旅游資源規(guī)劃開發(fā)必須有重點、有層次地推進。最后，本文構(gòu)建了海島旅游資源綜合評價模型，并設(shè)定了評價等級標準，為海島旅游資源評價與分級提供了科學(xué)的依據(jù)。

本文以理論研究為重點，構(gòu)建海島旅游資源評價體系，在實際應(yīng)用中，應(yīng)注意以下兩點問題：首先，權(quán)重設(shè)定以專家打分為樣本，結(jié)果帶有一定的主觀性，在計算過程中應(yīng)根據(jù)實地考察數(shù)據(jù)進行必要的檢驗與修正；其次，各海島旅游資源稟賦與開發(fā)重點相異，在具體指標和權(quán)重設(shè)定上，可在本文的研究框架內(nèi)，根據(jù)實際對細節(jié)進行適當?shù)奶幚砗驼{(diào)整。本文構(gòu)建的海島旅游資源評價體系直觀簡

便，具有較強的實用性，在評價中所采用的定量研究方法也可應(yīng)用于其他領(lǐng)域的評價研究。海島旅游資源系統(tǒng)復(fù)雜多樣，用更科學(xué)的定性方法選取評價因子和采用更準確的定量方法制定權(quán)重相結(jié)合，可以使研究更為完善和深入。

Abstract:Islandtourismisnotonlyimportanttotheutilizationofmarineresourcesandthedevelopmentofthemarineindustry,butalsoforthewideningofamoderntourismdevelopmentpath.Evaluatingandplanningtourismresourcesscientificallywillimprovethequalityofislandtourismandimprovecomprehensivebenefits.ResearchintoevaluationsystemsforislandtourisminChinaisabsentorlimited.Here,weconstructedanevaluationindexsystemforislandtourismresourcesinlinewiththecharacteristicsofChina'sislands.Oursystemincludesfourlevels,58indexesandthreeaspects:conditionoftourismresources,regionalconditions,andlocationcharacteristics.Theevaluationsystemistheresultofpracticalresearchandaquestionnaireandscoringtableforexperts.Theresultsshowthattheweightoftourismresourceconditionsisthelargestofthethreecategoriesaffectingtheabundanceofislandtourismresources;theweightofregionalconditionissecond,andtheweightoflocationfeatureisthird.Therefore,theprocessofplanninganddevelopingislandtourismresourcesmusthaveakeypointandbeofanadvancedlevel.ThisstudyfillsthetheoreticalvoidforsystemsofevaluationforislandtourismwithinChina;thestudyalsohaspracticalsignificance.TheislandtourismresourceevaluationsystemdescribedhereissuitableforanationalcontextacrossthewholeofChinaandprovidesabasisandreferenceforfuturetourismplanninganddevelopmentofChina’sislands.
