【摘要】：正21世紀(jì)的新制度領(lǐng)導(dǎo)是領(lǐng)導(dǎo)實(shí)踐發(fā)展的方向和大趨勢(shì),靠領(lǐng)導(dǎo)者個(gè)人的素質(zhì)和能力的傳統(tǒng)領(lǐng)導(dǎo)模式將逐步讓位于"制度"作用與功能障礙四人治式領(lǐng)導(dǎo)59.5%的受調(diào)查者選擇"人治式領(lǐng)導(dǎo)",該項(xiàng)得票率列科學(xué)發(fā)展十大障礙第四位表現(xiàn):形形色色的政績(jī)工程與驚人"官員雷語(yǔ)",無不折射出某些官員缺乏領(lǐng)導(dǎo)能力和擁有權(quán)力時(shí)的傲慢與偏見。癥結(jié):伴隨著市場(chǎng)經(jīng)濟(jì)發(fā)展,社會(huì)心理正在實(shí)現(xiàn)由以依附心理為基礎(chǔ)的臣民心態(tài)向以獨(dú)立人格為基礎(chǔ)的公民心態(tài)的轉(zhuǎn)化。與此相應(yīng),官民關(guān)系也在發(fā)生著時(shí)代性的變遷,這要求領(lǐng)導(dǎo)干
[Abstract]:The new institutional leadership in the 21st century is the direction and general trend of the development of leadership practice. The traditional leadership model, which depends on the quality and ability of leaders, will gradually give way to the role of "system" and functional disorders. 59.5% of the respondents chose "people-governed leadership". The vote ranks fourth among the top 10 obstacles to scientific development: all kinds of performance projects and startling "official thunder" reflect the arrogance and prejudice of some officials when they lack leadership and power. The crux of the problem: with the development of market economy, social psychology is realizing the transformation from the mentality of subjects based on dependent psychology to the mentality of citizens based on independent personality. Accordingly, the relationship between the government and the people is also changing from time to time, which requires leadership to do so.
