【摘要】：正"循吏"與"清流"是在中國歷史政治中貫穿始終的兩種勢力,從古到今,對這兩類官員的使用是所謂帝王之術(shù)的重要內(nèi)容。各級(jí)領(lǐng)導(dǎo)者是管黨員的黨員、管干部的干部,領(lǐng)導(dǎo)者的素質(zhì)、作風(fēng)和形象如何,直接關(guān)系著人民群眾對黨的看法、對黨風(fēng)廉政建設(shè)的信心,直至影響到整個(gè)黨的形象,同時(shí)也決定著各項(xiàng)工作的效率和質(zhì)量。筆者認(rèn)為,在新的歷史條件下,領(lǐng)導(dǎo)者既要當(dāng)"循吏"干部,也要當(dāng)"清流"干部,更要用好"循吏"、"清流"干部。一、領(lǐng)導(dǎo)者首先要當(dāng)"循吏"干部
[Abstract]:"official following" and "Qing Dynasty" are two kinds of forces running through Chinese history and politics. From ancient to present, the use of these two kinds of officials is the important content of the so-called imperial art. Leaders at all levels are party members in charge of party members, cadres in charge of cadres, and the quality, style and image of leaders, which are directly related to the people's views on the party and confidence in the building of a clean and honest party style, until it affects the image of the whole party. At the same time, it also determines the efficiency and quality of the work. The author believes that under the new historical conditions, leaders should be cadres of "officials following" and "clear flow", and should make good use of cadres of "officials following officials" and "clear flow".
