教師輪崗制度的問題、困境及路徑選擇

【摘要】:當前,義務(wù)教育階段教師輪崗交流制度全面實行,但在此過程中遇到了輪崗教師選定不明確,城鎮(zhèn)教師主動參與輪崗的積極性不高,操作程序不夠透明、具體,輪崗教師的績效考核制度不完善等問題。究其根源在于當前面臨著重點學校制度,均衡配置教育資源與以往管理體制約束教師流動的矛盾,城鄉(xiāng)教師分層工資制度和城鄉(xiāng)教師編制倒掛等困境。走出困境的路徑有:均衡城鄉(xiāng)辦學條件,改革當前教育人事管理體制,構(gòu)建教師輪崗的程序性制度,實施輪崗教師合理補償制度,創(chuàng)造教師輪崗的良好生態(tài)環(huán)境,建立教師輪崗的科學考評機制。
[Abstract]:At present, the system of teacher rotation and exchange in compulsory education is fully implemented, but in this process, the selection of rotation teachers is unclear, the initiative of urban teachers to participate in rotation is not high, and the operating procedures are not sufficiently transparent and specific. The performance appraisal system of rotating teachers is not perfect and so on. The root of the problem lies in the contradiction between the balanced allocation of educational resources and the restriction of teachers' mobility in the past, the tiered wage system of teachers in urban and rural areas and the inverted link of teachers' establishment in urban and rural areas. The ways to get out of the dilemma are as follows: balancing the conditions of running schools in urban and rural areas, reforming the current educational personnel management system, constructing the procedural system of teacher rotation, implementing the reasonable compensation system for rotating teachers, and creating a good ecological environment for teacher rotation. Establish the scientific evaluation mechanism of teacher rotation.
