【摘要】：當(dāng)前脫貧攻堅已上升為國家戰(zhàn)略。按照重慶市委、市政府的總體部署,2015年重慶市要實現(xiàn)涪陵、潼南2個區(qū)“脫貧摘帽”,808個貧困村“銷號”,95.3萬人脫貧。在將近半年的時間里,涪陵區(qū)舉全區(qū)之力,順利完成了脫貧攻堅任務(wù)。研究發(fā)現(xiàn),涪陵區(qū)能夠順利完成脫貧攻堅任務(wù),與其大力實施鄉(xiāng)村旅游精準扶貧密切相關(guān)。本文綜合運用社區(qū)參與理論、利益相關(guān)者理論和可持續(xù)發(fā)展理論,采取比較分析法作為基本研究方法,兼用社會學(xué)調(diào)查研究法和SPSS軟件分析,以重慶涪陵區(qū)作為研究區(qū)域,選取了該地區(qū)最具代表性的兩種鄉(xiāng)村旅游精準扶貧模式進行了系統(tǒng)研究。在總結(jié)前人研究的基礎(chǔ)上,創(chuàng)新構(gòu)建了鄉(xiāng)村旅游精準扶貧模式績效評價體系,并通過文獻梳理、實地調(diào)研和數(shù)據(jù)分析,對涪陵區(qū)兩種鄉(xiāng)村旅游精準扶貧模式進行了全方位、多角度地比較。進而歸納出了該地區(qū)在實施鄉(xiāng)村旅游精準扶貧中存在的村民自主意識薄弱、村民文化程度不高、民風(fēng)民俗遭受沖擊和自然生態(tài)承受壓力等五個方面的問題和不足,提出了扶貧需扶志、實施人才工程、推進農(nóng)業(yè)供給側(cè)改革和管理引導(dǎo)并重的對策。通過比較,為探索和優(yōu)化鄉(xiāng)村旅游精準扶貧模式做出了貢獻,并為其他地區(qū)實施鄉(xiāng)村旅游精準扶貧提供了借鑒的經(jīng)驗。
[Abstract]:At present, overcoming poverty has become a national strategy. According to the overall arrangement of Chongqing Municipal Party Committee and municipal government, in 2015, Chongqing will realize Fuling, Tongnan two districts "getting rid of poverty and hat", 808 poor villages "selling number", 953000 people getting rid of poverty. In nearly half a year, Fuling District held the strength of the region, successfully completed the task of overcoming poverty. The study found that Fuling District can successfully accomplish the task of poverty alleviation, which is closely related to the implementation of rural tourism precision poverty alleviation. Based on community participation theory, stakeholder theory and sustainable development theory, this paper adopts comparative analysis as the basic research method, sociology investigation and SPSS software analysis, and Chongqing Fuling district as the research area. The two most representative models of rural tourism precision poverty alleviation in this area were selected to carry out a systematic study. On the basis of summarizing the previous studies, this paper innovates and constructs the performance evaluation system of rural tourism precision poverty alleviation model, and through literature combing, field investigation and data analysis, carries on the omni-directional analysis to two kinds of rural tourism precision poverty alleviation model in Fuling district. Compare from different angles. And then summed up five problems and shortcomings in the implementation of accurate poverty alleviation in rural tourism in this area, such as weak awareness of villagers' autonomy, low level of villagers' culture, impact on folk customs and folklore, and pressure on natural ecology. The paper puts forward the countermeasures of helping the poor, carrying out the talent project, and promoting the reform of the supply side of agriculture and the guidance of management. Through comparison, it makes a contribution to exploring and optimizing the model of rural tourism precision poverty alleviation, and provides reference experience for other regions to implement rural tourism precision poverty alleviation.
