【摘要】：以浙江桐鄉(xiāng)地區(qū)鄉(xiāng)鎮(zhèn)社會(huì)治理的"三治合一"模式為個(gè)案,分析了"三治合一"模式的治理主體、治理工具和治理過(guò)程。本文認(rèn)為,桐鄉(xiāng)地區(qū)鄉(xiāng)鎮(zhèn)社會(huì)治理的"三治合一"模式在理論上契合了人民主權(quán)理論、善治理論和協(xié)商民主理論,在實(shí)踐上也一定程度實(shí)現(xiàn)了對(duì)現(xiàn)有基層社會(huì)治理模式的突破性創(chuàng)新,但"三治合一"在實(shí)踐運(yùn)作中亦存在一定的現(xiàn)實(shí)缺憾,如相關(guān)理論研究滯后、民眾思想認(rèn)識(shí)有待提升及制度建設(shè)相對(duì)短缺等。從"三治合一"模式分析當(dāng)下我國(guó)鄉(xiāng)鎮(zhèn)社會(huì)治理實(shí)踐,其前瞻性的價(jià)值在于使我們認(rèn)識(shí)到要促進(jìn)鄉(xiāng)鎮(zhèn)社會(huì)治理績(jī)效的提升,就必須在發(fā)揮基層政府引導(dǎo)力的前提下,通過(guò)強(qiáng)化理念培育、推進(jìn)信息公開(kāi)、完善相關(guān)制度與治理體系、壯大鄉(xiāng)賢文化和夯實(shí)參與根基等途徑,構(gòu)建多層次的鄉(xiāng)鎮(zhèn)社會(huì)治理體系,推進(jìn)鄉(xiāng)鎮(zhèn)社會(huì)治理機(jī)制的進(jìn)一步完善。
[Abstract]:Taking the "three governance in one" model of the township social governance in Tongxiang area of Zhejiang Province as an example, this paper analyzes the governance subject, governance tools and governance process of the "three governance in one" mode. This paper holds that the "three governance in one" model of the township social governance in Tongxiang accords with the theory of people's sovereignty, the theory of good governance and the theory of deliberative democracy in theory. To a certain extent, the breakthrough innovation of the existing grass-roots social governance model has been realized in practice, but there are some practical defects in the practice of "three governance in one", such as the lag of relevant theoretical research. People's ideological understanding needs to be improved and the relative shortage of system construction and so on. The prospective value of the analysis of the current practice of township social governance in China from the mode of "three governance in one" makes us realize that in order to promote the performance of township social governance, we must give full play to the guiding power of the grass-roots government. Through strengthening the cultivation of ideas, promoting the publicity of information, perfecting the relevant system and governance system, strengthening the culture of the township and strengthening the foundation of participation, the multi-level social governance system of villages and towns is constructed, and the mechanism of the social governance of the villages and towns is further improved.
