電網(wǎng)調控與變電站視頻聯(lián)動系統(tǒng)的應用研究

【摘要】:作為電力系統(tǒng)的重要環(huán)節(jié),變電站是整個電網(wǎng)監(jiān)控建設的關鍵環(huán)節(jié)。為提高變電站的供電質量,保證電力系統(tǒng)正常穩(wěn)定安全和可靠的工作,國家針對變電站的監(jiān)控建設提出了更高的要求。當前,對變電站的監(jiān)控建設重點集中在實現(xiàn)變電站的智能監(jiān)控,無人值守。而實現(xiàn)這一建設目的,就需要建設電網(wǎng)調控和變電站的視頻聯(lián)動系統(tǒng)。針對調度監(jiān)控和無人值班的建設,國家電網(wǎng)公司三集五大體系建設提出了很多新要求。在國家電網(wǎng)要求的“大運行”和“大檢修”的職責界面:根據(jù)公司“三集五大”體系職責分工,“大運行”主要內容是完成在線監(jiān)測告警信息及變電站設備的實時監(jiān)視,并執(zhí)行無功電壓調整操作、斷路器遠程控制等功能,同時也可以通過工業(yè)視頻系統(tǒng)對變電站開展定期巡視。另外,根據(jù)《國家電網(wǎng)公司關于印發(fā)推進變電站無人值守工作方案的通知》的要求:變電站和常規(guī)換流站應盡快具備無人值守條件。針對調度監(jiān)控與視頻監(jiān)控,提出了新的要求如變電站視頻定期巡視、自動巡視、燈光聯(lián)動等功能。正是由于電網(wǎng)調控和變電站視頻聯(lián)動系統(tǒng)的應用,國家電網(wǎng)公司無人值守的實現(xiàn)才有了保障。本文主要研究變電站和電網(wǎng)調控視頻聯(lián)動系統(tǒng)的實際應用,并探討了其在電網(wǎng)企業(yè)所能夠實施的可行方案,其內容主要包括:第一章主要介紹已經(jīng)投入使用的國內外變電站自動化監(jiān)控和視頻聯(lián)動系統(tǒng)的研究情況,并介紹全文的研究內容;第二章主要介紹本文所研究的視頻聯(lián)動系統(tǒng)的應用范圍和工程建設要求;第三章主要介紹調控主站改造方案和研究解決相關問題的方法;第四章主要介紹變電站端改造方案和研究解決相關問題的方法;第五章主要介紹并演示整個視頻聯(lián)動系統(tǒng)的實際工作效果;第六章對全文進行總結并提出需要進一步研究的地方。在實際運行情況和效率的基礎上,還提出多種新的功能需要,同時配合廠家人員將功能化、模塊化依次實現(xiàn),不斷研發(fā)新功能和應用以滿足電網(wǎng)多種多樣的需求,也要不斷推廣已應用成熟的視頻聯(lián)動系統(tǒng)。該系統(tǒng)具備在調度大屏上高清顯示變電站視頻信息和變電站遠方視頻聯(lián)動(自動)顯示的功能,也具備事故自動定位設備、定期自動巡視、燈光聯(lián)動控制和對重要視頻信息執(zhí)行集中長期保存等功能,這些功能為無人值守打下了堅實的基礎。該系統(tǒng)減少了大量的工作人員,提升了運行效率的同時,也保障了在新形勢下電網(wǎng)更加安全可靠的運行。目前,21座500kV交流站已經(jīng)全部實現(xiàn)無人值守,使得主要運檢績效指標得到大幅提升,其中,輸變電系統(tǒng)綜合可用系數(shù)已經(jīng)達到了99.965%,城市用戶供電可靠率更是達到了99.968%,綜合電壓合格率也達到了99.924%,而輸變電設施強迫停運的次數(shù)同比降低62.5%,城市配網(wǎng)故障率同比降低14.3%,減少了1/3的電網(wǎng)事故處理環(huán)節(jié),每年減少運維費用1240萬元。
[Abstract]:As an important link of power system, substation is the key link of the whole power network monitoring and construction. In order to improve the power supply quality of the substation and ensure the normal, stable, safe and reliable work of the power system, the state has put forward higher requirements for the substation monitoring and construction. At present, the construction of substation monitoring focuses on the realization of intelligent substation monitoring, unattended. To achieve this goal, it is necessary to build the power grid control and substation video linkage system. For the construction of dispatching monitoring and unattended operation, the State Grid Company has put forward a lot of new requirements for the construction of three sets and five systems. In the responsibility interface of "big operation" and "large overhaul" required by State Grid: according to the division of duties and responsibilities of the company's "three sets and five big" system, the main content of "big operation" is to complete the on-line monitoring alarm information and the real-time monitoring of substation equipment. It also performs reactive power and voltage adjustment operation, circuit breaker remote control and so on. At the same time, the substation can also be inspected regularly by industrial video system. In addition, according to the requirement of the State Grid Corporation's notice on printing and issuing the unattended work plan of the propulsion substation, the substation and the conventional converter station should have the unattended condition as soon as possible. For dispatching and video monitoring, new requirements such as substation video regular inspection, automatic inspection, lighting linkage and other functions are put forward. Because of the application of grid control and substation video linkage system, the realization of unattended by State Grid Company has been guaranteed. This paper mainly studies the practical application of the video linkage system of substation and power network regulation and control, and discusses the feasible scheme that can be implemented in the power grid enterprise. The main contents include: the first chapter mainly introduces the domestic and foreign substation automation monitoring and video linkage system research situation, and introduces the research content of the full text; The second chapter mainly introduces the application scope and engineering construction requirements of the video linkage system studied in this paper, the third chapter mainly introduces the scheme of adjusting and controlling the master station and the methods to solve the related problems. The fourth chapter mainly introduces the transformation scheme of substation terminal and the methods to solve the related problems, the fifth chapter mainly introduces and demonstrates the actual working effect of the whole video linkage system. The sixth chapter summarizes the full text and points out the need for further study. On the basis of the actual operation and efficiency, we also put forward a variety of new functional needs, and at the same time cooperate with factory personnel to functionalize, modularize in turn, and constantly develop new functions and applications to meet the diverse needs of the power grid. It is also necessary to continue to promote the application of mature video linkage system. The system has the function of displaying video information of substation and remote video (automatic) display on dispatching large screen, and also has automatic location equipment of accident, and regular automatic patrol. The functions of lighting linkage control and centralized long term storage of important video information lay a solid foundation for unattended operation. The system not only reduces a large number of staff and improves the efficiency of operation, but also ensures a more secure and reliable operation of the power grid under the new situation. At present, all 21 500kV exchange stations have been unattended, which has greatly improved the performance indicators of major operations and inspection. Among them, the comprehensive availability coefficient of transmission and transformation systems has reached 99.965. The power supply reliability rate of urban users has reached 99.968 and the pass rate of comprehensive voltage has also reached 99.9240.The number of forced outages of power transmission and transformation facilities has been reduced by 62.5% compared with the same period last year, and the failure rate of urban distribution networks has decreased 14.3% compared with the same period last year. Reduced a third of the power network accident handling links, reducing annual operation and maintenance costs of 12.4 million yuan.
