新制度經(jīng)濟學(xué)視角下的第三方教育評估制度環(huán)境研究

【摘要】:管辦評分離背景下的第三方評估教育績效的制度創(chuàng)新,實質(zhì)是一場極為復(fù)雜的制度變遷活動。高效的第三方教育評估制度體系能夠促進制度達到新的均衡,節(jié)約交易費用,約束評估主體機會主義行為。然而,傳統(tǒng)的教育治理理念和治理機制所觸發(fā)的"路徑依賴"仍顯示出較強的慣性制約作用。為此,應(yīng)加強制度供給,通過完善相關(guān)法律和政策支持、加快信息公開、完善和落實評估結(jié)果應(yīng)用機制、培育評估文化等多種途徑,為第三方評估創(chuàng)設(shè)適宜的制度生態(tài)環(huán)境。
[Abstract]:The institutional innovation of third party evaluation of educational performance under the background of management score is in essence an extremely complicated institutional change. An efficient third party education evaluation system can promote the system to achieve a new equilibrium, save transaction costs, and constrain the opportunistic behavior of the evaluation subject. However, the "path dependence" triggered by the traditional educational governance concept and governance mechanism still shows a strong inertia restriction. Therefore, we should strengthen the system supply, improve the relevant laws and policies, speed up the disclosure of information, perfect and implement the application mechanism of evaluation results, cultivate the evaluation culture and other ways, and create a suitable system ecological environment for the third party evaluation.
