基于精益思想的A供電公司業(yè)務(wù)外包過程監(jiān)控考核評(píng)價(jià)體系研究

【摘要】:隨著社會(huì)經(jīng)濟(jì)下行和電力體制改革的不斷深化,電力公司經(jīng)營形勢(shì)日益嚴(yán)峻,業(yè)務(wù)外包是電力行業(yè)主動(dòng)參與國家"十三五"規(guī)劃建設(shè)、適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài)、能源發(fā)展新格局、創(chuàng)新發(fā)展新趨勢(shì)、國企改革、電力改革和供給側(cè)改革等新要求的重大經(jīng)營策略。本文以A公司為研究對(duì)象,基于過程績(jī)效管理的基礎(chǔ)理論,應(yīng)用精益設(shè)計(jì)的思想和方法、工具,通過對(duì)A公司業(yè)務(wù)外包進(jìn)行的全面分析和診斷,找到公司業(yè)務(wù)外包實(shí)施過程中存在的主要問題以及影響因素,并應(yīng)用精益設(shè)計(jì)的思想,通過對(duì)業(yè)務(wù)外包實(shí)施的關(guān)鍵過程識(shí)別,找到A公司業(yè)務(wù)外包過程監(jiān)控考核評(píng)價(jià)體系設(shè)計(jì)的關(guān)鍵要素,通過概念方案設(shè)計(jì),明確公司業(yè)務(wù)外包實(shí)施過程監(jiān)控考核評(píng)價(jià)體系設(shè)計(jì)的思路,再應(yīng)用DMADV設(shè)計(jì)工具,對(duì)考核指標(biāo)體系進(jìn)行有效設(shè)計(jì),構(gòu)建考核評(píng)價(jià)指標(biāo)體系。最后,以車輛管理業(yè)務(wù)外包為例,對(duì)考核指標(biāo)體系進(jìn)行過程驗(yàn)證,并完善相應(yīng)的組織管理職責(zé),落實(shí)責(zé)任主體,規(guī)范公司業(yè)務(wù)外包實(shí)施全過程。同時(shí),進(jìn)一步完善相關(guān)的保障支撐體系,以促進(jìn)公司業(yè)務(wù)外包規(guī)范管理制度體系的完善,推動(dòng)公司"降本、提質(zhì)、增效"目標(biāo)的實(shí)現(xiàn)。A公司作為供電企業(yè)業(yè)務(wù)外包實(shí)施的試點(diǎn)單位,本文以精益設(shè)計(jì)手段構(gòu)建A公司過程績(jī)效考核評(píng)價(jià)體系,將在一定程度上豐富績(jī)效考核評(píng)價(jià)體系研究的方法和工具,拓展研究應(yīng)用范疇。同時(shí),對(duì)進(jìn)一步規(guī)范地市電網(wǎng)企業(yè)業(yè)務(wù)外包管理,實(shí)現(xiàn)企業(yè)"降本、提質(zhì)、增效"也具有重要意義。
[Abstract]:With the deepening of the social and economic downturns and the reform of the electric power system, the operation situation of the electric power companies is becoming increasingly severe. Business outsourcing is the initiative participation of the power industry in the planning and construction of the 13th Five-Year Plan of the country, in order to adapt to the new normal of economic development and the new pattern of energy development. The new trend of innovation and development, the reform of state-owned enterprises, the reform of electric power and the reform of supply side, etc. Based on the basic theory of process performance management, this paper takes A Company as the research object, applies the ideas and methods of lean design, and makes a comprehensive analysis and diagnosis of A Company's business outsourcing. Find out the main problems and influencing factors in the process of implementing business outsourcing, and apply the idea of lean design to identify the key process of the implementation of business outsourcing. This paper finds out the key elements of the design of monitoring and evaluation system of business outsourcing process in company A, through the conceptual scheme design, clarifies the idea of designing the monitoring evaluation system for the process of business outsourcing, and then applies the DMADV design tool. The evaluation index system is designed effectively and the evaluation index system is constructed. Finally, taking the vehicle management business outsourcing as an example, the paper verifies the assessment index system, consummates the corresponding organizational management responsibility, implements the responsible subject, and standardizes the whole process of the company's business outsourcing. At the same time, we should further improve the relevant safeguard support system in order to promote the perfection of the normative management system of the company's business outsourcing, and to push the company to "reduce the cost and improve the quality," As a pilot unit for the outsourcing implementation of power supply enterprises, this paper constructs the process performance evaluation system of company A by lean design. To some extent, it will enrich the research methods and tools of performance appraisal system and expand the scope of research and application. At the same time, it is also of great significance to further standardize the management of business outsourcing of local power grid enterprises, and to realize "reducing cost, improving quality and increasing efficiency".
