【摘要】:績效考核歷來都在人力資源管理中占據(jù)重要位置,它既是評價內(nèi)部員工工作效率和業(yè)績的一種方式,又可以作為一種參考,能較為公允的評價出員工工作績效以便于對其進(jìn)行適當(dāng)?shù)莫剳。在企業(yè)內(nèi)進(jìn)行績效考核對員工和企業(yè)都頗為重要。因此,如何構(gòu)建完備的績效考核機(jī)制是企業(yè)核心競爭力的重要體現(xiàn)之一。電力行業(yè)的相關(guān)企業(yè)作為中國大型能源供應(yīng)型企業(yè)中的典型代表,有著在資金、科技、人才等方面集聚度高的特征,怎樣激發(fā)出員工的工作積極性,使其為企業(yè)做出最大貢獻(xiàn),是供電企業(yè)進(jìn)行“兩個轉(zhuǎn)變”改革的一個關(guān)鍵難點(diǎn)。尤其是目前國內(nèi)正進(jìn)行著“三集五大”的體系構(gòu)建,電力行業(yè)的相關(guān)企業(yè)已將績效考核當(dāng)成是企業(yè)加強(qiáng)對內(nèi)部員工管控的一個重要途徑,如何將績效考核機(jī)制完善化是企業(yè)急需解決的一個難題。所以本文選擇以西安供電公司本部績效考核研究為題,從以下方面進(jìn)行探討,以期為相關(guān)的理論和實踐研究提供參考。本文采用了案例分析法、文獻(xiàn)檢索法、經(jīng)驗總結(jié)法、分析歸納法、問卷調(diào)查等研究方法,從以下方面對西安供電公司本部績效考核體系展開調(diào)研。首先,緒論。闡述了研究背景及意義,分析了國內(nèi)外研究現(xiàn)狀,介紹了本文的研究內(nèi)容與研究方法,畫出了本文的技術(shù)路線圖。其次,理論基礎(chǔ)。界定了相關(guān)的概念;分析了績效考核的目標(biāo)及功能;闡述了績效考核的原則;并分別闡述了績效考核體系:績效計劃、績效計劃實施與溝通、績效考核、績效反饋、績效改進(jìn)、績效結(jié)果的應(yīng)用。再次,西安供電公司本部績效管理現(xiàn)狀。分析了西安供電公司概況;分析了西安供電公司本部績效考核現(xiàn)狀;分析了西安供電公司本部績效考核存在的問題。再次,提出西安供電公司本部績效考核體系的構(gòu)建設(shè)想。分析了供電企業(yè)的特點(diǎn)以及績效考核體系改進(jìn)的新形勢;提出了西安供電公司本部績效考核體系構(gòu)建:提出了西安供電公司本部績效考核體系的設(shè)計思路;以及提出了西安供電公司本部分層績效考核體系的設(shè)計。接下來,分析了西安供電公司績效考核體系的實施與應(yīng)用。分析了西安供電本部公司本部績效考核體系實施的影響因素以及具體保障措施。最后,提出了分析的結(jié)論和西安供電公司本部績效考核體系完善建議。
[Abstract]:Performance appraisal has always occupied an important position in human resource management. It is not only a way to evaluate the work efficiency and performance of internal staff, but also a reference. Can fairly evaluate the performance of employees in order to facilitate their appropriate rewards and penalties. It is very important for employees and enterprises to carry on the performance appraisal in the enterprise. Therefore, how to build a complete performance appraisal mechanism is an important embodiment of the core competitiveness of enterprises. As a typical representative of the large energy supply enterprises in China, the related enterprises in the electric power industry have the characteristics of high concentration in the aspects of capital, science and technology, talents, etc. How to stimulate the enthusiasm of the employees and make them make the greatest contribution to the enterprises, Is the power supply enterprise carries on "two changes" the reform a key difficulty. In particular, at present, the system of "three sets and five" is being constructed in our country. The relevant enterprises in the electric power industry have regarded performance appraisal as an important way for enterprises to strengthen the control and control of their internal employees. How to perfect the performance appraisal mechanism is an urgent problem for enterprises. Therefore, this paper chooses Xi'an Power supply Company as the subject of performance evaluation, from the following aspects to explore, in order to provide reference for the relevant theoretical and practical research. In this paper, case analysis, literature retrieval, experience summary, induction, questionnaire and other research methods are used to investigate the performance appraisal system of Xi'an Power supply Company from the following aspects. First, introduction. This paper expounds the background and significance of the research, analyzes the present research situation at home and abroad, introduces the research contents and methods of this paper, and draws out the technical roadmap of this paper. Second, the theoretical basis. Defined the related concepts; analyzed the performance appraisal goal and function; elaborated the performance appraisal principle; and elaborated the performance appraisal system separately: the performance plan, the performance plan implementation and the communication, the performance appraisal, the performance feedback, the performance improvement, Application of performance results. Again, Xi'an Power supply Company performance management status quo. This paper analyzes the general situation of Xi'an Power supply Company, analyzes the present situation of the performance appraisal of Xi'an Power supply Company, and analyzes the problems existing in the performance appraisal of Xi'an Power supply Company. Third, put forward the construction of Xi'an Power supply Company performance appraisal system. This paper analyzes the characteristics of power supply enterprises and the new situation of improving the performance appraisal system, puts forward the construction of the performance appraisal system of Xi'an Power supply Company, and puts forward the design ideas of the performance appraisal system of Xi'an Power supply Company. And proposed the Xi'an power supply company headquarters stratified performance appraisal system design. Then, the implementation and application of Xi'an power supply company performance appraisal system are analyzed. This paper analyzes the influencing factors and specific safeguard measures of the performance appraisal system of Xi'an Power supply Company. Finally, the conclusion of the analysis and the performance appraisal system of Xi'an Power supply Company are put forward.
