【摘要】：高校科技智庫是高校和國家科技發(fā)展實(shí)際緊密聯(lián)系的主要載體。處理好高校科技智庫和政府的關(guān)系是高�？萍贾菐彀l(fā)揮作用的前提。雙向嵌入理論為理解這種互動關(guān)系提供了一種新視角。在理想類型中,以自主性和合作為主要依據(jù),可以將高校科技智庫和政府的關(guān)系分為四類。其中,雙向嵌入能夠有效整合多元利益,提升科技治理績效。為了實(shí)現(xiàn)高�？萍贾菐旌驼块T的雙向嵌入,保證高�？萍贾菐斓南鄬Κ�(dú)立性,加強(qiáng)雙方人才交流勢在必行。
[Abstract]:The university science and technology think tank is the main carrier which the university and the national science and technology development reality are closely linked. To deal with the relationship between the university science and technology think tank and the government is the premise for the university science and technology think tank to play its role. The theory of bidirectional embedding provides a new perspective for understanding the interaction. In the ideal type, based on autonomy and cooperation, the relationship between university science and technology think tank and government can be divided into four categories. Among them, two-way embedding can effectively integrate multiple benefits and improve the performance of science and technology governance. In order to realize the two-way embedding of the scientific and technological think-tank and the government department, and to ensure the relative independence of the scientific and technological think tank, it is imperative to strengthen the exchange of talents between the two sides.
