【摘要】：在眾多脫貧攻堅實踐中,四川省通江縣根據(jù)自身作為國貧縣且減貧任務(wù)重、致貧因素多、返貧風(fēng)險高的特征,以破解脫貧攻堅中面臨的新問題和新挑戰(zhàn)為導(dǎo)向,探索形成了農(nóng)村主體利益均衡機制、產(chǎn)業(yè)發(fā)展多元帶動機制、發(fā)展要素系統(tǒng)整合機制、貧困群眾持續(xù)增收機制等四大具有區(qū)域特征的脫貧攻堅長效機制,為當前形勢下貧困地區(qū)提高扶貧績效提供了極具借鑒價值的實踐樣本。同時,為了進一步提高脫貧攻堅成效,迫切需要提高扶貧資源整合性、金融保險覆蓋面、貧困主體參與度和政策措施引導(dǎo)力。
[Abstract]:In the practice of overcoming poverty, Tongjiang County in Sichuan Province, based on its own characteristics of being a poor county with a heavy task of poverty reduction, many factors causing poverty, and high risk of returning to poverty, is guided by the new problems and challenges faced in the process of overcoming poverty. This paper explores and forms four regional mechanisms, namely, the mechanism of balancing the interests of rural subjects, the mechanism of industrial development, the mechanism of integration of the system of development elements, the mechanism of increasing the income of the poor, and the other four mechanisms with regional characteristics. It provides a practical sample for poor areas to improve poverty alleviation performance. At the same time, in order to further improve the effectiveness of poverty alleviation, it is urgent to improve the integration of poverty alleviation resources, the coverage of financial and insurance, the participation of the main body of poverty and the guiding power of policies and measures.
