廣東省專業(yè)鎮(zhèn)中小微企業(yè)公共服務平臺績效評價研究

【摘要】:專業(yè)鎮(zhèn)是20世紀80年代末90年代初在廣東發(fā)展起來的一種集群經濟模式,它以鎮(zhèn)域為基本單位,以傳統(tǒng)產業(yè)為主導,技術程度不高,有專業(yè)的市場分工,能形成同類及上下游產品的產業(yè)鏈。在漫長的歷史進程中,專業(yè)鎮(zhèn)的經營模式逐漸由小作坊轉變?yōu)榫哂姓浇M織制度的中小微企業(yè),日益成為廣東省經濟發(fā)展的主力軍。其中,廣東省中小微企業(yè)公共服務平臺在專業(yè)鎮(zhèn)經濟發(fā)展的過程中扮演著相當重要的角色,對中小微企業(yè)蓬勃發(fā)展功不可沒。2012年廣東省出臺了《關于加快專業(yè)鎮(zhèn)中小微企業(yè)服務平臺建設的意見》,文中將廣東省專業(yè)鎮(zhèn)中小微企業(yè)公共服務平臺劃分為九大類,提倡建立多元的公共服務平臺,并陸續(xù)發(fā)布各類平臺申報與專項資金管理指南。而在2013年及之后,省政府部門開始鼓勵創(chuàng)建協(xié)同創(chuàng)新平臺,其服務內容與服務對象較之前均有所延伸,可稱之為中小微企業(yè)公共服務平臺的升級版。因此,本文的研究對象沒有脫離政策發(fā)展動向,對其進行績效評價,依然具有推廣意義。服務平臺在政策的引導下數(shù)量激增,但質量卻良莠不齊,為提高平臺的資源配置效率,規(guī)范平臺的服務管理流程,有必要制定統(tǒng)一的考核標準。服務平臺類型眾多,如果單獨設計不僅難度很大,而且不具備比較性。本文將九大類服務平臺歸為三大類(純公益型、半公益型和非公益型),基于政府視角設計出了一套綜合指標體系,對不同類別的服務平臺可以適當增減異質性指標。這套指標體系以資源配置、管理水平、社會效益和經濟效益作為一級指標。本文依據(jù)投入產出理論,運用隨機前沿法(SFA)和共同前沿法(Metafrontier)進行績效評價。鑒于兩種方法在前人的研究中,多用來研究企業(yè)、行業(yè)及區(qū)域技術效率問題,其投入產出指標的個數(shù)不多且都是定量指標,所得數(shù)值為絕對值,而不是相對值。因此,本文以初擬指標體系中的定量指標結合相關資料中的其他定量指標,通過績效評價與指標體系優(yōu)化,確定最終的評價體系。本文最大的目標是設計出一套針對于中小微企業(yè)公共服務平臺的績效評價指標體系,模擬數(shù)據(jù)、績效評價與指標優(yōu)選等過程都是為了驗證指標體系的可行性。應指出的是,服務平臺的數(shù)據(jù)是依據(jù)樣本點隨機模擬生成,在現(xiàn)實層面并沒有一一對應的實體,因此績效評價的結果只能作為輔助分析,不能為某個平臺解決針對性問題。后面的啟示與政策建議主要圍繞整個研究過程及前期現(xiàn)狀層面的內容進行探討。結果表明,平臺技術水平的高低為半公益型純公益型非公益型;雖然平均水平有差異,但在每類平臺中既有技術效率接近于1,又有技術效率接近于0的平臺;雖然篩選過程很嚴格,但指標體系的最終結果還是比較合理的。因此,運用這套績效評價體系是可行的。
[Abstract]:The specialized town is a kind of cluster economy pattern developed in Guangdong in the late 1980s and early 1990s. It is based on the town area, dominated by the traditional industry, with low technical level and specialized market division. Can form similar and upstream and downstream products of the industrial chain. In the long process of history, the management mode of professional town has gradually changed from small workshop to small and micro enterprise with formal organization system, and has increasingly become the main force of economic development in Guangdong Province. Among them, the public service platform for small and medium-sized enterprises in Guangdong Province plays a very important role in the process of the economic development of specialized towns. In 2012, Guangdong Province issued opinions on speeding up the construction of service platforms for small and medium-sized enterprises in specialized towns. In this paper, the public service platforms of small and medium-sized enterprises in specialized towns in Guangdong Province were divided into nine categories. Advocate the establishment of multiple public service platforms, and publish various platform declaration and special fund management guidelines one after another. In 2013 and later, the provincial government began to encourage the creation of collaborative innovation platform, its service content and service objects have been extended, can be called small and medium-sized enterprise public service platform upgrade. Therefore, the research object of this paper is not divorced from the trend of policy development, and it is still of great significance to evaluate its performance. The quantity of service platform increases rapidly under the guidance of policy, but the quality is not uniform. In order to improve the efficiency of resource allocation and standardize the service management process of platform, it is necessary to establish a unified assessment standard. There are many types of service platforms, if the design alone is not only very difficult, and do not have a comparative nature. In this paper, nine service platforms are classified into three categories (pure public welfare, semi-public welfare and non-public welfare). Based on the government perspective, a set of comprehensive index system is designed, which can appropriately increase or decrease the heterogeneity index for different service platforms. This index system takes resource allocation, management level, social benefit and economic benefit as the primary index. Based on the input-output theory, this paper uses the stochastic frontier method (SFA) and the common frontier method (Metafrontier) to evaluate the performance. In view of the fact that the two methods are mostly used to study the technical efficiency of enterprises, industries and regions in previous studies, the number of input-output indexes is not many and they are both quantitative ones, and the obtained values are absolute values, not relative values. Therefore, the quantitative index in the initial index system is combined with other quantitative indicators in the related data, and the final evaluation system is determined through the performance evaluation and the optimization of the index system. The biggest goal of this paper is to design a performance evaluation index system for the public service platform of small and medium-sized enterprises. The process of simulation data performance evaluation and index selection are all to verify the feasibility of the index system. It should be pointed out that the data of the service platform is generated by random simulation on the basis of sample points, and there is no one-to-one entity in reality, so the results of performance evaluation can only be used as auxiliary analysis and can not solve the targeted problems for a platform. The enlightenment and policy recommendations mainly focus on the whole research process and the content of the current situation. The results show that the technical level of the platform is semi-public welfare pure public welfare non-public welfare, although the average level is different, in each kind of platform, the technical efficiency is close to 1, and the technical efficiency is close to zero. Although the screening process is very strict, the final results of the indicator system are reasonable. Therefore, it is feasible to apply this performance evaluation system.
