【摘要】:建立隱患排查治理體系能夠幫助企業(yè)消除隱患,有助于提高企業(yè)事故防范能力,改善企業(yè)安全生產(chǎn)環(huán)境,提升本質(zhì)安全水平。開(kāi)展隱患排查治理工作績(jī)效評(píng)價(jià)研究,構(gòu)建科學(xué)合理的企業(yè)隱患排查治理體系績(jī)效評(píng)價(jià)模型,全面反映企業(yè)當(dāng)前隱患排查治理體系運(yùn)行狀況以及存在的不足,可以為企業(yè)進(jìn)一步完善隱患排查治理工作提供科學(xué)指導(dǎo)。在將平衡計(jì)分卡引入隱患排查治理體系績(jī)效評(píng)估進(jìn)行可行性分析的基礎(chǔ)上,根據(jù)隱患排查治理體系自身特點(diǎn),從財(cái)務(wù)、內(nèi)部流程、學(xué)習(xí)與成長(zhǎng)三個(gè)層面構(gòu)建隱患排查治理體系平衡計(jì)分卡的基本框架,并對(duì)隱患排查治理工作的使命和戰(zhàn)略愿景進(jìn)行分析。通過(guò)SWOT分析制定了隱患排查治理工作長(zhǎng)期發(fā)展戰(zhàn)略,對(duì)長(zhǎng)遠(yuǎn)戰(zhàn)略進(jìn)行分解,得到各個(gè)層面的戰(zhàn)略目標(biāo),并將其分解得到各個(gè)層面的關(guān)鍵指標(biāo)。通過(guò)因果線將這些關(guān)鍵指標(biāo)進(jìn)行連接,從而得到企業(yè)隱患排查治理體系戰(zhàn)略地圖。根據(jù)隱患排查治理體系戰(zhàn)略地圖,確定隱患排查治理體系平衡計(jì)分卡各個(gè)層面指標(biāo),并對(duì)每一個(gè)指標(biāo)含義及作用進(jìn)行解讀。通過(guò)模糊隸屬度的方法對(duì)指標(biāo)進(jìn)行篩選,構(gòu)建了隱患排查治理體系績(jī)效評(píng)價(jià)模型。運(yùn)用層次分析法確定隱患排查治理體系各指標(biāo)權(quán)重值。設(shè)計(jì)隱患排查治理體系績(jī)效評(píng)價(jià)等級(jí)標(biāo)準(zhǔn)以及評(píng)價(jià)指標(biāo)評(píng)分標(biāo)準(zhǔn)。將評(píng)價(jià)指標(biāo)分為定性與定量?jī)煞N,通過(guò)隱患排查信息上報(bào)系統(tǒng)中的相關(guān)數(shù)據(jù)可以對(duì)定量指標(biāo)進(jìn)行計(jì)算;通過(guò)問(wèn)卷調(diào)查將定性指標(biāo)間接轉(zhuǎn)化為定量指標(biāo),求得定性指標(biāo)得分。運(yùn)用多指標(biāo)綜合評(píng)價(jià)法對(duì)隱患排查治理體系績(jī)效進(jìn)行綜合評(píng)價(jià)。應(yīng)用構(gòu)建的評(píng)價(jià)體系對(duì)Y公司進(jìn)行實(shí)例分析,評(píng)價(jià)結(jié)果表明Y公司目前隱患排查治理體系運(yùn)行情況較好,但學(xué)習(xí)與成長(zhǎng)層面評(píng)分相對(duì)較低,企業(yè)安全培訓(xùn)效果較差、員工安全意識(shí)薄弱、企業(yè)員工隱患排查參與率較低,并且隱患上報(bào)制度存在一定缺陷。針對(duì)上述問(wèn)題,提出了將隱患排查治理納入個(gè)人績(jī)效考核、完善隱患上報(bào)獎(jiǎng)勵(lì)機(jī)制、優(yōu)化安全教育培訓(xùn)方式以及加強(qiáng)安全文化建設(shè)等措施,以提高隱患排查治理體系運(yùn)行效果。
[Abstract]:The establishment of hidden trouble investigation and management system can help enterprises eliminate hidden dangers, improve their ability to prevent accidents, improve the safety production environment of enterprises, and enhance the essential safety level. To carry out the research on the performance evaluation of the hidden trouble investigation and management work, to construct a scientific and reasonable performance evaluation model of the hidden danger investigation and governance system, and to reflect comprehensively the current operating situation and the existing deficiencies of the hidden danger investigation and governance system. It can provide scientific guidance for enterprises to further improve hidden trouble investigation and management work. On the basis of the feasibility analysis of introducing the balanced scorecard into the performance evaluation of the hidden trouble investigation and management system, according to the characteristics of the hidden danger investigation and governance system, from the financial and internal processes, The basic frame of balanced scorecard of hidden trouble investigation and management system is constructed from three aspects of learning and growth, and the mission and strategic vision of hidden danger investigation and management are analyzed. Through the analysis of SWOT, the long-term development strategy of hidden trouble investigation and management is worked out, the long-term strategy is decomposed, the strategic goal of each level is obtained, and the key index of each level is obtained. These key indexes are connected by causality line, and the strategic map of hidden trouble checking and governance system is obtained. According to the strategic map of hidden trouble investigation and management system, the index of each level of balanced scorecard is determined, and the meaning and function of each index are interpreted. Through the method of fuzzy membership degree, the index is screened, and the performance evaluation model of hidden trouble detection and management system is constructed. Analytic hierarchy process (AHP) is used to determine the weight of each index in the hidden trouble management system. Design hidden trouble check management system performance evaluation grade standard and evaluation index score standard. The evaluation index can be divided into qualitative index and quantitative index, the quantitative index can be calculated by the relevant data in the information reporting system of hidden trouble investigation, and the qualitative index score can be obtained by indirect transformation of qualitative index into quantitative index through questionnaire survey. The comprehensive evaluation method is used to evaluate the performance of hidden trouble management system. The evaluation system is used to analyze the case of Y Company. The evaluation results show that Y Company is running well in the hidden trouble investigation and management system, but the score of learning and growth level is relatively low, and the effect of enterprise safety training is poor. The employee safety consciousness is weak, the participation rate is low, and the hidden trouble reporting system has some defects. Aiming at the above problems, this paper puts forward some measures to improve the operation effect of the hidden trouble investigation and management system, such as bringing the hidden trouble investigation and management into personal performance appraisal, perfecting the reward mechanism of hidden danger reporting, optimizing the way of safety education and training, and strengthening the construction of safety culture.
