【摘要】：研究主要由三個部分組成:第一部分介紹了民航安全監(jiān)管的相關(guān)概念,明確了安全管理的主體責(zé)任在企業(yè),監(jiān)管責(zé)任在民航政府監(jiān)管部門的責(zé)任劃分。同時分析了 Reason、SHEL、R-S-TER等航空安全理論的優(yōu)缺點,采用R-S-TER理論對內(nèi)蒙古地區(qū)2016年的航空安全信息進(jìn)行統(tǒng)計分析,提出應(yīng)加強"硬件設(shè)施、組織管理和風(fēng)險預(yù)防"三個方面監(jiān)管的結(jié)論,強調(diào)了加強內(nèi)蒙古民航安全監(jiān)管的必要性;第二部分介紹了內(nèi)蒙古民航監(jiān)管部門的實際工作情況,闡述了內(nèi)蒙古民航"三多"的格局特點,總結(jié)出內(nèi)蒙古民航監(jiān)管存在"職能定位不清、機構(gòu)設(shè)置不合理、監(jiān)管方式低效、信息化科技化手段不足、監(jiān)管動力不強"等問題,同時強調(diào)"認(rèn)識存在誤區(qū)、機構(gòu)及人員編制不足、監(jiān)管手段低效和方式落后、內(nèi)部激勵不到位"等是造成上述問題的主要原因;第三部分基于系統(tǒng)分析的基礎(chǔ)上,提出"明確職能定位、增加監(jiān)管機構(gòu)、強化信息化監(jiān)管手段、融入多行業(yè)監(jiān)管聯(lián)動體制、強化管理培訓(xùn)和完善績效考核"等對策建議,對促進(jìn)內(nèi)蒙古民航安全監(jiān)管具有重要的理論和實踐意義。
[Abstract]:The research is mainly composed of three parts: the first part introduces the related concepts of civil aviation safety supervision and makes clear that the main responsibility of safety management lies in the enterprise and the responsibility of supervision is divided in the civil aviation government supervision department. At the same time, this paper analyzes the advantages and disadvantages of aviation safety theory such as Shell R-S-TER, analyzes the aviation safety information in Inner Mongolia in 2016 by using R-S-TER theory, and puts forward the conclusion that the supervision of "hardware facilities, organization management and risk prevention" should be strengthened. The necessity of strengthening civil aviation safety supervision in Inner Mongolia is emphasized. The second part introduces the actual work of the civil aviation supervision department in Inner Mongolia, and expounds the characteristics of the "three multiple" pattern of civil aviation in Inner Mongolia. It is concluded that there are some problems in the supervision of civil aviation in Inner Mongolia, such as unclear function orientation, unreasonable organization setting, low efficiency of supervision mode, insufficient means of information science and technology, weak power of supervision and so on. At the same time, it emphasizes that there are some misunderstandings. The main reasons for these problems are inadequate organization and staffing, low efficiency and backward way of supervision, inadequate internal incentive, etc. The third part, based on systematic analysis, puts forward that "define the function, increase the supervision organization," It is of great theoretical and practical significance to promote the safety supervision of civil aviation in Inner Mongolia by strengthening the means of information supervision, integrating into the linkage system of multi-industry supervision, strengthening management training and perfecting the performance appraisal.
